Bill Clinton; 'Set the world on fire with your imagination', Layola Marymount University - 2016

I want to begin by thanking your chair, Kathleen Aikenhead, and congratulating her not only on her degree, but on her work of many years to enable more young people go to college. President Snyder, thank you for welcoming me here, and for your service and for doing it with such remarkable energy, and a good sense of humor. We need more of that today in America. I want to thank Congresswoman Maxine Waters and her husband, Ambassador Sidney Williams. Maxine, for her service or devotion to this district, and her longtime friendship to Hillary and me, which means more than I can say. I thank the provost, the vice chair of the board and all the other faculty and staff of LMU, and a lot of proud parents in this audience. But as people who are in public service, I do want to note that Sen. John Barrasso from Wyoming and his family are here because his daughter, Hadley, is, also, in the graduating class, so I thank him for his presence.

At least two of your alumni were very important parts of my administration. I want to acknowledge former Deputy Secretary of Defense Rudy deLeon, and a man who is not here, Tony Coelho, who was a great congressman from California, the primary sponsor of the American with Disabilities Act, who served on the commission with people with disabilities.

I am here in two capacities. Not just as the commencement speaker, but Hillary and I came as the proud uncle and aunt of our nephew, Tyler, who is a member of this class. So I want to congratulate Tyler's mom and dad, and all the parents and family members and support systems that got all these graduates here today, as well as the graduates themselves.

I am well aware that for most of you, the least important part of this ceremony is my talk. Look, I graduated from Georgetown 48 years ago, and I can say with some conviction that most people who've been out of college as long as I have cannot remember either their commencement speaker, much less what he said. However, I remember both, and I learned a lot from it. Like you, we had our commencement outside. Like you, it started out as a cloudy day, but just as the commencement speaker, the mayor of Washington, D.C., Walter Washington, got up to speak, this huge thundercloud rolled over. The thunder was incredibly loud. A massive lightening bolt came out of the sky, and Walter Washington looked at us and said, “If we don't got out of here, we're all going to drown. I wish you all the best. If you'd like to read my speech, I'll send you a copy. Good luck.” That was it. I learned that the very finest commencement speeches are both brief and highly relevant.

Here's my only slightly longer attempt. You are graduating in the most interdependent age in human history. Interdependent with each other, within your community, your state, your nation and the world. This campus has seen global imagination, and what you have all said today, “light the world on fire,” both have to be defined, because all interdependence means is that here we are, stuck together. We can't get away from each other. Divorce, walls, borders, you name it, we're still stuck with our interdependence.

Whether we like it or not, for the rest of your lives, what happens to you will, in some measure, be determined by what happens to other people, by how you react to it, how they treat you, how you treat them, and what larger forces are at work in the world. The global economy, the internet, mobile technology, the explosion of the social media have unleashed both positive and negative forces. The last few years have seen an amazing explosion of economic, social and political empowerment. They have, also, laid bare the power of persistent inequalities, political and social instability, and identity politics based on the simple proposition that our differences are all that matter.

At the root of it all is a simple profound question: Will you define yourselves and your relationship to others in positive or negative terms? Because if we're bound to share the future, it seems to me that it is clear that all of us have a responsibility, each in our own way, to build up the positive and to reduce the negative forces of our interdependence. This applies to people on the left, the right, somewhere in the middle or somewhere out there. There are so many people who feel that they're losing out in the modern world, because people either don't see, don't know, or they see them only as members of groups that they feel threatened by.

The young people pushing for immigration reform, clinging to DACA and DAPA, hoping to make their way in a country where their future is uncertain, feel that way. The young people in the Black Lives Matter movement feel that way. But so do the coal miners in communities where their present is bleak and they think their future is bleaker, and they think all of us who want to fight climate change don't give a rip about the wreckage of their lives. It's everywhere. When we try to drift apart in an interdependent age, all we do is build up the negative and reduce the positive forces of interdependence.

What does set the world on fire mean anyway? It means you can set the world on fire by the power of your imagination, by the gift of your passion, by the devotion of your heart and your skills to make your life richer and to lift others; or it means you can set the world on fire. You have to decide, but because the world is interdependent, you can't take a pass.

I think the future begins by accepting the wonderful instruction of our very first Jesuit pope. Pope Francis has fostered a culture of encounter. Where my foundation works in Africa and the hills of central Africa, nobody's got any kind of wheel transportation, so everybody meets each other on foot, and when people pass each other on path and one says, “Good morning, hello. How are you?” the response translated into English is, “I see you. I encounter you. You are real to me.”

Think about all the people today, yesterday and tomorrow, you will pass and not see. Do you really see everybody who works in a restaurant where you'll go after here to have a celebratory meal? Do we see people that we pass on the street, who may have a smile or a frown, or a burden they can barely carry alone? When we passionately advocate for the causes we believe in, have we anticipated all the unanticipated consequences so that we can take everybody along for a ride to the future we imagine.

When Pope Francis tells us to engage in a culture of encounter, he's thinking about the LMU students in this class who since they were freshman have performed almost 200,000 hours of community service. Thank you. That's a fancy elevated way of saying you saw a need, and you stepped in to solve it, and you did it, not only because it was the morally right thing for other people, but because it made your life more meaningful. That's the way you want to set the world on fire.

The young people that were mentioned in my introduction who have been part of our global initiative community for university students made very specific commitments. They promised to mentor high school girls to help them overcome any preconceived notions of their own limitations. They promised to help the victims of domestic violence and violence against the homeless. They promised to provide more capital to small businesspeople in Haiti through micro-credit loans, something that means a lot to Hillary and me personally, because for more than 40 years since we took a honeymoon trip there, we've cared about them and believed in them. They promised an educational exchange with the National University of Rwanda. We can learn a lot from them, because they lost 10 percent of their people in ninety days to a genocide in 1994, and they came back because they refused to be paralyzed by the past. They joined hands across the land that led to all that bloodshed to create a common future.

That's what's at the heart of your restorative justice program here. Instead of figuring out who to punish, figure out how to repair the harm. Instead of focusing on getting even for the past, focus on how we can share the future. It's at the heart of your efforts here to improve the juvenile justice system. You, without knowing it, have often embodied the future of positive interdependence we hope to build. You can't have shared prosperity and an inclusive community unless we believe our common humanity is even more important than our incredibly interesting differences.

I will say this again. On every continent, think of the struggles in Latin America; think of the political struggles and social and economic struggles in America; think of what's going on in Asia; think of what's going on in Africa; think of how Europe is dealing with this influx from the Middle East of the largest number of refugees since World War II, and all the conflicts within all these countries, and whether they should keep Europe together. Every single one of these is part of an ongoing battle to define the terms of our interdependence.

Will we do it in positive or negative terms? Are we going to expand the definition of us and shrink the definition of them, or shall we just hunker down in the face of uncomfortable realities and just stick with our own crowd? It will be a bleaker future if you do that.

Set the world on fire with your imagination, not with your matches. Set the world on fire by proving that what we have in common is a million times more important than our admittedly utterly fascinating differences.

Finally, I just want to say that all this is, this great struggle that will go on for several years now to define our relationships in an interdependent world, is for you the background of a real life, your life, the life in which you will write your own story, live your own dreams, suffer your own disappointments. It is an empowering gift, this education you have. For most of human history, adults had no choice about what they did with their waking hours. They got up and did what their forbears had done to survive, to feed, to propagate the species, to have children, to raise them, to go on a more or less routinized way. If someone had said to them in whatever language they communicated in, “Your job is to set the world on fire,” they would have had no clue, except maybe to try to put two sticks or stones together to be warm at night and cook food. But you can set the world on fire, because of the empowerment of your education and the empowerment of your circumstances.

Here's my last shot. There are no final victories or defeats in this life. You will make mistakes and you will fail, and if you keep trying, you will be glad you did. The only thing that matters is how quick you get up and how resolutely you go on. It is not given to us to win every battle, but to fight the right fight. Mother Theresa once said it was far more important that she and her fellow nuns be faithful than that they always be successful.

I can tell you, after 48 years, it doesn't take long to live a life, but the journey can be utterly glorious, and I would give anything to be your age again, just to see what's going to happen. I do believe that this will be the most prosperous, discovery ridden, exhilarating period in human history, if we decide how best to set the world on fire, if we keep expanding the definition of us and shrinking the definition of them, if every day we all get a little better in seeing everyone we encounter physically or virtually, if we remember that a very short life, the things that we share that are even more than the things about us that are special.

Do well. Do good. Have a good time doing it, and remember, it's the journey that matters. Set the world on fire in the right way. God bless you.

John F Kennedy: 'Not merely peace in our time but peace for all time', American University Speech - 1963

President Anderson, members of the faculty, Board of Trustees, distinguished guests, my old colleague, Senator Bob Byrd, who has earned his degree through many years of attending night law school, while I am earning mine in the next 30 minutes, ladies and gentlemen:

It is with great pride that I participate in this ceremony of the American University, sponsored by the Methodist Church, founded by Bishop John Fletcher Hurst, and first opened by President Woodrow Wilson in 1914. This is a young and growing university, but it has already fulfilled Bishop Hurst's enlightened hope for the study of history and public affairs in a city devoted to the making of history and to the conduct of the public's business. By sponsoring this institution of higher learning for all who wish to learn whatever their color or their creed, the Methodists of this area and the nation deserve the nation's thanks, and I commend all those who are today graduating.

Professor Woodrow Wilson once said that every man sent out from a university should be a man of his nation as well as a man of his time, and I am confident that the men and women who carry the honor of graduating from this institution will continue to give from their lives, from their talents, a high measure of public service and public support.

"There are few earthly things more beautiful than a University," wrote John Masefield, in his tribute to the English Universities - - and his words are equally true here. He did not refer to spires and towers, to campus greens and ivied walls. He admired the splendid beauty of the University, he said, because it was " a place where those who hate ignorance may strive to know, where those who perceive truth may strive to make others see."

I have, therefore, chose this time and this place to discuss a topic on which ignorance too often abounds and the truth is to rarely perceived - - yet it is the most important topic on earth : world peace.

What kind of peace do I mean? What kind of peace do we seek? Not a Pax Americana enforced on the world by American weapons of war. Not the peace of the grave or the security of the slave. I am talking about genuine peace - - the kind of peace that makes life on earth worth living -- the kind that enables man and nations to grow and to hope and to build a better life for their children - - not merely peace for Americans by peace for all men and women - - not merely peace in our time but peace for all time.

I speak of peace because of the new face of war. Total war makes no sense in an age when great powers can maintain large and relatively invulnerable nuclear forces and refuse to surrender without resort to those forces. It makes no sense in an age when a single nuclear weapon contains almost ten times the explosive force delivered by all of the allied air forces in the Second World War. It makes no sense in an age when the deadly poisons produced by a nuclear exchange would be carried by the wind and water and soil and seed to the far corners of the globe and to generations unborn.

Today the expenditure of billions of dollars every year on weapons acquired for the purpose of making sure we never need to use them is essential to keeping the peace. But surely the acquisition of such idle stockpiles - - which can only destroy and never create - - is not the only, much less the most efficient, means of assuring peace.

I speak of peace, therefore, as the necessary rational end of rational men. I realize that the pursuit of peace is not as dramatic as the pursuit of war - - and frequently the words of the pursuer fall on deaf ears. But we have no more urgent task.

Some say that it is useless to speak of world peace or world law or world disarmament - - and that it will be useless until the leaders of the Soviet Union adopt a more enlightened attitude. I hope they do. I believe we can help them do it. But I also believe that we must re-examine our own attitude - as individuals and as a Nation - - for our attitude is as essential as theirs. And every graduate of this school, every thoughtful citizen who despairs of war and wishes to bring peace, should begin by looking inward - - by examining his own attitude toward the possibilities of peace, toward the Soviet Union, toward the course of the Cold War and toward freedom and peace here at home.

First: Let us examine our attitude toward peace itself. Too many of us think it is impossible. Too many of us think it is unreal. But that is dangerous, defeatist belief. It leads to the conclusion that war is inevitable - - that mankind is doomed - - that we are gripped by forces we cannot control.

We need not accept that view. Our problems are manmade - - therefore, they can be solved by man. And man can be as big as he wants. No problem of human destiny is beyond human beings. Man's reason and spirit have often solved the seemingly unsolvable - - and we believe they can do it again.

I am not referring to the absolute, infinite concept of universal peace and good will of which some fantasies and fanatics dream. I do not deny the values of hopes and dreams but we merely invite discouragement and incredulity by making that our only and immediate goal.

Let us focus instead on a more practical, more attainable peace - - based not on a sudden revolution in human nature but on a gradual evolution in human institutions - -on a series of concrete actions and effective agreements which are in the interest of all concerned. There is no single, simple key to this peace - - no grand or magic formula to be adopted by one or two powers. Genuine peace must be the product of many nations, the sum of many acts. It must be dynamic, not static, changing to meet the challenge of each new generation. For peace is a process - - a way of solving problems.

With such a peace, there will still be quarrels and conflicting interests, as there are within families and nations. World peace, like community peace, does not require that each man love his neighbor - - it requires only that they live together in mutual tolerance, submitting their disputes to a just and peaceful settlement. And history teaches us that enmities between nations, as between individuals, do not last forever. However fixed our likes and dislikes may seem the tide of time and events will often bring surprising changes in the relations between nations and neighbors.

So let us persevere. Peace need not be impracticable - - and war need not be inevitable. By defining our goal more clearly - - by making it seem more manageable and less remote - - we can help all peoples to see it, to draw hope from it, and to move irresistibly toward it.

Second: Let us re-examine our attitude toward the Soviet Union. It is discouraging to think that their leaders may actually believe what their propagandists write. It is discouraging to read a recent authoritative Soviet text on Military Strategy and find, on page after page, wholly baseless and incredible claims - - such as the allegation that " American imperialist circles are preparing to unleash different types of wars…that there is a very real threat of a preventive war being unleashed by American imperialists against the Soviet Union…(and that) the political aims of the American imperialists are to enslave economically and politically the European and other capitalist countries…(and) to achieve world domination.

Truly, as it was written long ago: "The wicked flee when no man pursueth." Yet it is sad to read these Soviet statements - - to realize the extent of the gulf between us. But it is also a warning - - a warning to the American people not to fall into the same trap as the Soviets, not to see only a distorted and desperate view of the other side, not to see conflict as inevitable, accommodations as impossible and communication as nothing more than an exchange of threats.

No government or social system is so evil that its people must be considered as lacking in virtue. As Americans, we find communism profoundly repugnant as a negation of personal freedom and dignity. But we can still hail the Russian people for their many achievements - - in science and space, in economic and industrial growth, in culture and in acts of courage.

Among the many traits the peoples of our two countries have in common, none is stronger than our mutual abhorrence of war. Almost unique, among the major world powers, we have never been at war with each other. And no nation in the history of battle ever suffered more than the Soviet Union suffered in the course of the Second World War. At least 20 million lost their lives. Countless millions of homes and farms were burned or sacked. A third of the nation's territory, including nearly two thirds of its industrial base, was turned into a wasteland - - a loss equivalent to the devastation of this country east of Chicago.

Today, should total war ever break out again - - no matter how - - our two countries would become the primary targets. It is an ironical but accurate fact that the two strongest powers are the two in the most danger of devastation. All we have built, all we have worked for, would be destroyed in the first 24 hours. And even in the Cold War, which brings burdens and dangers to so many countries, including this Nation's closest allies - - our two countries bear the heaviest burdens. For we are both devoting massive sums of money to weapons that could be better devoted to combating ignorance, poverty and disease. We are both caught up in a vicious and dangerous cycle in which suspicion on one side breeds suspicion on the other, and new weapons beget counter-weapons.

In short, both the United States and its allies, and the Soviet Union and its allies, have a mutually deep interest in a just and genuine peace and in halting the arms race. Agreements to this end are in the interests of the Soviet Union as well as ours -- and even the most hostile nations can be relied upon to accept and keep those treaty obligations, and only those treaty obligations, which are in their own interest.

So, let us not be blind to our differences - - but let us also direct attention to our common interests and to means by which those differences can be resolved. And if we cannot end now our differences, at least we can help make the world safe for diversity. For, in the final analysis, our most basic common link is that we all inhabit this planet. We all breathe the same air. We all cherish our children's future. And we are all mortal.

Third: Let us re-examine our attitude toward the Cold War, remembering that we are not engaged in a debate, seeking to pile up debating points. We are not here distributing blame or pointing the finger of judgment. We must deal with the world as it is, and not as it might have been had history of the last eighteen years been different.

We must, therefore, preserve in the search for peace in the hope that constructive changes within the Communist bloc might bring within reach solutions which now seem beyond us. We must conduct our affairs in such a way that it becomes in the Communists' interest to agree on a genuine peace. Above all, while defending our vital interest, nuclear powers must avert those confrontations which bring an adversary to a choice of either a humiliating retreat or a nuclear war. To adopt that kind of course in the nuclear age would be evidence only of the bankruptcy of our policy - - or of a collective death-wish for the world.

To secure these ends, America's weapons are non-provocative, carefully controlled, designed to deter and capable of selective use. Our military forces are committed to peace and disciplines in self-restraint. Our diplomats are instructed to avoid unnecessary irritants and purely rhetorical hostility.

For we can seek a relaxation of tensions without relaxing our guard. And, for our part, we do not need to use threats to prove that we are resolute. We do not need to jam foreign broadcasts out of fear our faith will be eroded. We are unwilling to impose our system on any unwilling people - - but we are willing and able to engage in peaceful competition with any people on earth.

Meanwhile, we seek to strengthen the United Nations, to help solve its financial problems, to make it a more effective instrument of peace, to develop it into a genuine world security system - - a system capable of resolving disputes on the basis of law, of insuring the security of the large and the small, and of creating conditions under which arms can finally be abolished.

At the same time we seek to keep peace inside the non-communist world, where many nations, all of them our friends, are divided over issues which weaken western unity, which invite communist intervention or which threaten to erupt into war. Our efforts in West New Guinea, in the Congo, in the Middle East and in the Indian subcontinent, have been persistent and patient despite criticism from both sides. We have also tried to set an example for others - - by seeking to adjust small but significant differences with our own closest neighbors in Mexico and in Canada.

Speaking of other nations, I wish to make one point clear. We are bound to many nations by alliances. These alliances exist because our concern and theirs substantially overlap. Our commitment to defend Western Europe and West Berlin for example, stands undiminished because of the identity of our vital interests. The United States will make no deal with the Soviet Union at the expense of other nations and other peoples, not merely because they are our partners, but also because their interests and ours converge.

Our interests converge, however not only in defending the frontiers of freedom, but in pursuing the paths of peace. It is our hope - - and the purpose of Allied policies - - to convince the Soviet Union that she, too, should let each nation choose its own future, so long as that choice does not interfere with the choices of others. The communist drive to impose their political and economic system on others is the primary cause of world tension today. For there can be no doubt that if all nations could refrain from interfering in the self-determination of others, then peace would be much more assured.

This will require a new effort to achieve world law - - a new context for world discussions. It will require increased understanding between the Soviets and ourselves. And increased understanding will require increased contact and communications. One step in this direction is the proposed arrangement for a direct line between Moscow and Washington, to avoid on each side the dangerous delays, misunderstandings, and misreadings of the other's actions which might occur at a time of crisis.

We have also been talking in Geneva about other first-step measures of arms control, designed to limit the intensity of the arms race and to reduce the risks of accidental war. Our primary long-range interest in Geneva, however, is general and complete disarmament - - designed to take place by stages, permitting parallel political developments to build the new institutions of peace which would take the place of arms. The pursuit of disarmament has been an effort of this Government since the 1920's. It has been urgently sought by the past three Administrations. And however dim the prospects may be today, we intend to continue this effort - - to continue it in order that all countries, including our own, can better grasp what the problems and possibilities of disarmament are.

The one major area of these negotiations where the end is in sight- - yet where a fresh start is badly needed - - is in a treaty to outlaw nuclear tests. The conclusion of such a treaty - - so near and yet so far - - would check the spiraling arms race in one of its most dangerous areas. IT would place the nuclear powers in a position to deal more effectively with one of the greatest hazards which man faces in 1963, the further spread of nuclear arms. It would increase our security - - it would decrease the prospects of war. Surely this goal is sufficiently important to require our steady pursuit, yielding neither to the temptation to give up the whole effort nor the temptation to give up our insistence on vital and responsible safeguards.

I am taking this opportunity, therefore, to announce two important decisions in this regard.

First: Chairman Khrushchev, Prime Minister Macmillan and I have agreed that high-level discussions will shortly begin in Moscow looking toward early agreement on a comprehensive test ban treaty. Our hopes must be tempered with the caution of history - - but with our hopes go the hopes of all mankind.

Second: To make clear our good faith and solemn convictions on the matter, I now declare that the United States does not propose to conduct nuclear tests in the atmosphere so long as other states do not do so. We will not be the first to resume. Such a declaration is no substitute for a formal binding treaty - - but I hope it will help us achieve one. Nor would such a treaty be a substitute for disarmament - - but I hope it will help us achieve it.

Finally, my fellow Americans, let us examine our attitude toward peace and freedom here at home. The quality and spirit of our won society must justify and support our efforts abroad. We must show it in the dedication of our own lives - - as many of you who are graduation today will have a unique opportunity to do, by serving without pay in the Peace Corps abroad or in the proposed National Service Corps here at home.

But wherever we are, we must all, in our daily lives, live up to the age-old faith that peace and freedom walk together. In too many of our duties today, the peace is not secure because freedom is incomplete.

It is the responsibility of the Executive Branch at all levels of government - - local, state and national - - to provide and protect that freedom for all of our citizens by all means within their authority. It is the responsibility of the Legislative Branch at all levels, wherever that authority is not now adequate, to make it adequate. And it is the responsibility of all citizens in all sections of this country to respect the rights of all others and to respect the law of the land.

All this is not unrelated to world peace. "When a man's ways please the Lord," the Scriptures tell us, "he maketh even his enemies to be at peace with him." And is not peace, in the last analysis, basically a matter human rights - - the right to live out our lives without fear of devastation - - the right to breathe air as nature provided it - - the right of future generations to a healthy existence?

While we proceed to safeguard our national interests, let us also safeguard human interests. And the elimination of war and arms is clearly in the interest of both. No treaty, however much it may be to the advantage of all, however tightly it may be worded, can provide absolute security against the risks of deception and evasion. But it can - - if it is sufficiently effective in its enforcement and if it is sufficiently in the interests of its signers - - offer far more security and far fewer risks than an unabated, uncontrolled, unpredictable arms race.

The United States, as the world knows, will never start a war. We do not want a war. We do not now expect a war. This generation of Americans has already had enough - - more than enough - - of war and hate and oppression. We shall be prepared if others wish it. We shall be alert to try to stop it. But we shall also do our part to build a world of peace where the weak are safe and the strong are just. We are not helpless before that task or hopeless of its success. Confident and unafraid, we labor on - - not toward a strategy of annihilation but toward a strategy of peace.

Good morning President Taylor, Board of Trustees, faculty, parents, family, friends, the community of Galesburg, the class of 1955 -- which I understand was out partying last night, and yet still showed up here on time -- and most of all, the Class of 2005. Congratulations on your graduation, and thank you -- thank you for the honor of allowing me to be a part of it. Thank you also, Mr. President, for this honorary degree. It was only a couple of years ago that I stopped paying my student loans in law school. Had I known it was this easy, I would have ran [sic] for the United States Senate earlier.

You know, it has been about six months now since you sent me to Washington as your United States Senator. I recognize that not all of you voted for me, so for those of you muttering under your breath "I didn’t send you anywhere," that's ok too. Maybe we’ll hold -- What do you call it? -- a little Pumphandle after the ceremony. Change your mind for the next time.

It has been a fascinating journey thus far. Each time I walk onto the Senate floor, I'm reminded of the history, for good and for ill, that has been made there. But there have been a few surreal moments. For example, I remember the day before I was sworn in, myself and my staff, we decided to hold a press conference in our office. Now, keep in mind that I am ranked 99th in seniority. I was proud that I wasn’t ranked dead last until I found out that it’s just because Illinois is bigger than Colorado. So I’m 99th in seniority, and all the reporters are crammed into the tiny transition office that I have, which is right next to the janitor’s closet in the basement of the Dirksen Office Building. It’s my first day in the building, I have not taken a single vote, I have not introduced one bill, had not even sat down in my desk, and this very earnest reporter raises his hand and says:

“Senator Obama, what is your place in history?”

I did what you just did, which is laugh out loud. I said, "place in history?" I thought he was kidding. At that point, I wasn’t even sure the other Senators would save a place for me at the cool kids’ table.

But as I was thinking about the words to share with this class, about what’s next, about what’s possible, and what opportunities lay ahead, I actually think it’s not a bad question for you, the class of 2005, to ask yourselves: What will be your place in history?

In other eras, across distant lands, this question could be answered with relative ease and certainty. As a servant in Rome, you knew you’d spend your life forced to build somebody else’s Empire. As a peasant in 11th Century China, you knew that no matter how hard you worked, the local warlord might come and take everything you had -- and you also knew that famine might come knocking at the door. As a subject of King George, you knew that your freedom of worship and your freedom to speak and to build your own life would be ultimately limited by the throne.

And then America happened.

A place where destiny was not a destination, but a journey to be shared and shaped and remade by people who had the gall, the temerity to believe that, against all odds, they could form “a more perfect union” on this new frontier.

And as people around the world began to hear the tale of the lowly colonists who overthrew an empire for the sake of an idea, they started to come. Across oceans and the ages, they settled in Boston and Charleston, Chicago and St. Louis, Kalamazoo and Galesburg, to try and build their own American Dream. This collective dream moved forward imperfectly -- it was scarred by our treatment of native peoples, betrayed by slavery, clouded by the subjugation of women, shaken by war and depression. And yet, brick by brick, rail by rail, calloused hand by calloused hand, people kept dreaming, and building, and working, and marching, and petitioning their government, until they made America a land where the question of our place in history is not answered for us. It’s answered by us.

Have we failed at times? Absolutely. Will you occasionally fail when you embark on your own American journey? You surely will. But the test is not perfection.
The true test of the American ideal is whether we’re able to recognize our failings and then rise together to meet the challenges of our time. Whether we allow ourselves to be shaped by events and history, or whether we act to shape them. Whether chance of birth or circumstance decides life’s big winners and losers, or whether we build a community where, at the very least, everyone has a chance to work hard, get ahead, and reach their dreams.

We have faced this choice before.

At the end of the Civil War, when farmers and their families began moving into the cities to work in the big factories that were sprouting up all across America, we had to decide:  Do we do nothing and allow captains of industry and robber barons to run roughshod over the economy and workers by competing to see who can pay the lowest wages at the worst working conditions? Or do we try to make the system work by setting up basic rules for the market, instituting the first public schools, busting up monopolies, letting workers organize into unions?

We chose to act, and we rose together.

When the irrational exuberance of the Roaring Twenties came crashing down with the stock market, we had to decide: do we follow the call of leaders who would do nothing, or the call of a leader who, perhaps because of his physical paralysis, refused to accept political paralysis?

We chose to act -- regulating the market, putting people back to work, expanding bargaining rights to include health care and a secure retirement -- and together we rose.

When World War II required the most massive home front mobilization in history and we needed every single American to lend a hand, we had to decide: Do we listen to skeptics who told us it wasn’t possible to produce that many tanks and planes? Or, did we build Roosevelt’s Arsenal for Democracy and grow our economy even further by providing our returning heroes with a chance to go to college and own their own home?

Again, we chose to act, and again, we rose together.

Today, at the beginning of this young century, we have to decide again. But this time, it is your turn to choose.

Here in Galesburg, you know what this new challenge is. You’ve seen it. All of you, your first year in college saw what happened at 9/11. It’s already been noted, the degree to which your lives will be intertwined with the war on terrorism that currently is taking place. But what you’ve also seen, perhaps not as spectacularly, is the fact that when you drive by the old Maytag plant around lunchtime, no one walks out anymore. I saw it during the campaign when I met union guys who worked at the plant for 20, 30 years and now wonder what they’re gonna do at the age of 55 without a pension or health care; when I met the man who’s son needed a new liver but because he’d been laid off, didn’t know if he could afford to provide his child the care that he needed.

It’s as if someone changed the rules in the middle of the game and no wonder -- no one bothered to tell these folks. And, in reality, the rules have changed.

It started with technology and automation that rendered entire occupations obsolete. When was the last time anybody here stood in line for the bank teller instead of going to the ATM, or talked to a switchboard operator? Then it continued when companies like Maytag were able to pick up and move their factories to some under developed country where workers were a lot cheaper than they are in the United States.

As Tom Friedman points out in his new book, The World Is Flat, over the last decade or so, these forces -- technology and globalization -- have combined like never before. So that while most of us have been paying attention to how much easier technology has made our own lives -- sending e-mails back and forth on our blackberries, surfing the Web on our cell phones, instant messaging with friends across the world -- a quiet revolution has been breaking down barriers and connecting the world’s economies. Now business not only has the ability to move jobs wherever there’s a factory, but wherever there’s an internet connection.

Countries like India and China realized this. They understand that they no longer need to be just a source of cheap labor or cheap exports. They can compete with us on a global scale. The one resource they needed were skilled, educated workers. So they started schooling their kids earlier, longer, with a greater emphasis on math and science and technology, until their most talented students realized they don’t have to come to America to have a decent life -- they can stay right where they are.

The result? China is graduating four times the number of engineers that the United States is graduating. Not only are those Maytag employees competing with Chinese and Indian and Indonesian and Mexican workers, you are too. Today, accounting firms are e-mailing your tax returns to workers in India who will figure them out and send them back to you as fast as any worker in Illinois or Indiana could.

When you lose your luggage in Boston at an airport, tracking it down may involve a call to an agent in Bangalore, who will find it by making a phone call to Baltimore. Even the Associated Press has outsourced some of their jobs to writers all over the world who can send in a story at a click of a mouse.

As Prime Minister Tony Blair has said, in this new economy, "Talent is the 21st century wealth."  If you've got the skills, you've got the education, and you have the opportunity to upgrade and improve both, you’ll be able to compete and win anywhere. If not, the fall will be further and harder than it ever was before.

So what do we do about this? How does America find its way in this new, global economy? What will our place in history be?

Like so much of the American story, once again, we face a choice. Once again, there are those who believe that there isn’t much we can do about this as a nation. That the best idea is to give everyone one big refund on their government -- divvy it up by individual portions, in the form of tax breaks, hand it out, and encourage everyone to use their share to go buy their own health care, their own retirement plan, their own child care, their own education, and so on.

In Washington, they call this the Ownership Society. But in our past there has been another term for it -- Social Darwinism -- every man or woman for him or herself. It’s a tempting idea, because it doesn’t require much thought or ingenuity. It allows us to say that those whose health care or tuition may rise faster than they can afford -- tough luck. It allows us to say to the Maytag workers who have lost their job -- life isn’t fair. It let’s us say to the child who was born into poverty -- pull yourself up by your bootstraps. And it is especially tempting because each of us believes we will always be the winner in life’s lottery, that we’re the one who will be the next Donald Trump, or at least we won’t be the chump who Donald Trump says: “You’re fired!”

But there is a problem. It won’t work. It ignores our history. It ignores the fact that it’s been government research and investment that made the railways possible and the internet possible. It’s been the creation of a massive middle class, through decent wages and benefits and public schools that allowed us all to prosper. Our economic dependence depended on individual initiative. It depended on a belief in the free market; but it has also depended on our sense of mutual regard for each other, the idea that everybody has a stake in the country, that we’re all in it together and everybody’s got a shot at opportunity. That’s what’s produced our unrivaled political stability.

And so if we do nothing in the face of globalization, more people will continue to lose their health care. Fewer kids will be able to afford the diploma you’re about to receive.

More companies like United Airlines won’t be able to provide pensions for their employees. And those Maytag workers will be joined in the unemployment line by any worker whose skills can be bought and sold on the global market.

So today I’m here to tell you what most of you already know. This is not us -- the option that I just mentioned. Doing nothing. It’s not how our story ends -- not in this country. America is a land of big dreamers and big hopes.

It is this hope that has sustained us through revolution and civil war, depression and world war, a struggle for civil and social rights and the brink of nuclear crisis. And it is because our dreamers dreamed that we have emerged from each challenge more united, more prosperous, and more admired than before.

So let’s dream. Instead of doing nothing or simply defending 20th century solutions, let’s imagine together what we could do to give every American a fighting chance in the 21st century.

What if we prepared every child in America with the education and skills they need to compete in the new economy?  If we made sure that college was affordable for everyone who wanted to go? If we walked up to those Maytag workers and we said “Your old job is not coming back, but a new job will be there because we’re going to seriously retrain you and there’s life-long education that’s waiting for you -- the sorts of opportunities that Knox has created with the Strong Futures scholarship program.

What if no matter where you worked or how many times you switched jobs, you had health care and a pension that stayed with you always, so you all had the flexibility to move to a better job or start a new business? What if instead of cutting budgets for research and development and science, we fueled the genius and the innovation that will lead to the new jobs and new industries of the future?

Right now, all across America, there are amazing discoveries being made. If we supported these discoveries on a national level, if we committed ourselves to investing in these possibilities, just imagine what it could do for a town like Galesburg. Ten or twenty years down the road, that old Maytag plant could re-open its doors as an Ethanol refinery that turned corn into fuel. Down the street, a biotechnology research lab could open up on the cusp of discovering a cure for cancer. And across the way, a new auto company could be busy churning out electric cars. The new jobs created would be filled by American workers trained with new skills and a world-class education.

All of that is possible but none of it will come easy. Every one of us is going to have to work more, read more, train more, think more. We will have to slough off some bad habits -- like driving gas guzzlers that weaken our economy and feed our enemies abroad. Our children will have to turn off the TV set once in a while and put away the video games and start hitting the books. We’ll have to reform institutions, like our public schools, that were designed for an earlier time. Republicans will have to recognize our collective responsibilities, even as Democrats recognize that we have to do more than just defend old programs.

It won’t be easy, but it can be done. It can be our future. We have the talent and the resources and brainpower. But now we need the political will. We need a national commitment.

And we need each of you.

Now, no one can force you to meet these challenges. If you want, it will be pretty easy for you to leave here today and not give another thought to towns like Galesburg and the challenges they face. There is no community service requirement in the real world; no one is forcing you to care. You can take your diploma, walk off this stage, and go chasing after the big house, and the nice suits, and all the other things that our money culture says that you should want, that you should aspire to, that you can buy.

But I hope you don’t walk away from the challenge. Focusing your life solely on making a buck shows a certain poverty of ambition. It asks too little of yourself. You need to take up the challenges that we face as a nation and make them your own. Not because you have a debt to those who helped you get here, although you do have that debt. Not because you have an obligation to those who are less fortunate than you, although I do think you do have that obligation. It’s primarily because you have an obligation to yourself. Because individual salvation has always depended on collective salvation. Because it’s only when you hitch your wagon to something larger than yourself that you realize your true potential.

And I know that all of you are wondering how you’ll do this, the challenges seem so big. They seem so difficult for one person to make a difference.

But we know it can be done. Because where you’re sitting, in this very place, in this town, it’s happened before.

Nearly two centuries ago, before civil rights, before voting rights, before Abraham Lincoln, before the Civil War, before all of that, America was stained by the sin of slavery. In the sweltering heat of southern plantations, men and women who looked like me could not escape the life of pain and servitude in which they were sold. And yet, year after year, as this moral cancer ate away at the American ideals of liberty and equality, the nation was silent.

But its people didn’t stay silent for long.

One by one, abolitionists emerged to tell their fellow Americans that this would not be our place in history -- that this was not the America that had captured the imagination of the world.

This resistance that they met was fierce, and some paid with their lives. But they would not be deterred, and they soon spread out across the country to fight for their cause. One man from New York went west, all the way to the prairies of Illinois to start a colony.

And here in Galesburg, freedom found a home.

Here in Galesburg, the main depot for the Underground Railroad in Illinois, escaped slaves could roam freely on the streets and take shelter in people’s homes. And when their masters or the police would come for them, the people of this town would help them escape north, some literally carrying them in their arms to freedom.

Think about the risks that involved. If they were caught abetting a fugitive, you could’ve been jailed or lynched. It would have been simple for these townspeople to turn the other way; to go live their lives in a private peace.

And yet, they didn’t do that. Why?

Because they knew that we were all Americans; that we were all brothers and sisters; the same reason that a century later, young men and women your age would take Freedom Rides down south, to work for the Civil Rights movement. The same reason that black women would walk instead of ride a bus after a long day of doing somebody else’s laundry and cleaning somebody else’s kitchen. Because they were marching for freedom.

Today, on this day of possibility, we stand in the shadow of a lanky, raw-boned man with little formal education who once took the stage at Old Main and told the nation that if anyone did not believe the American principles of freedom and equality, that those principles were timeless and all-inclusive, they should go rip that page out of the Declaration of Independence.

My hope for all of you is that as you leave here today, you decide to keep these principles alive in your own life and in the life of this country. You will be tested. You won’t always succeed. But know that you have it within your power to try. That generations who have come before you faced these same fears and uncertainties in their own time. And that through our collective labor, and through God’s providence, and our willingness to shoulder each other’s burdens, America will continue on its precious journey towards that distant horizon, and a better day.
