The House meets this Saturday to respond to a situation of great gravity. We are here because, for the first time for many years, British sovereign territory has been invaded by a foreign power. After several days of rising tension in our relations with Argentina, that country's armed forces attacked the Falkland Islands yesterday and established military control of the islands.
Yesterday was a day of rumour and counter-rumour. Throughout the day we had no communication from the Government of the Falklands. Indeed, the last message that we received was at 21.55 hours on Thursday night, 1 April. Yesterday morning at 8.33 am we sent a telegram which was acknowledged. At 8.45 am all communications ceased. I shall refer to that again in a moment. By late afternoon yesterday it became clear that an Argentine invasion had taken place and that the lawful British Government of the islands had been usurped.
I am sure that the whole House will join me in condemning totally this unprovoked aggression by the Government of Argentina against British territory. [HON. MEMBERS: "Hear, hear".] It has not a shred of justification and not a scrap of legality.
It was not until 8.30 this morning, our time, when I was able to speak to the governor, who had arrived in Uruguay, that I learnt precisely what had happened. He told me that the Argentines had landed at approximately 6 am Falkland's time, 10 am our time. One party attacked the capital from the landward side and another from the seaward side. The governor then sent a signal to us which we did not receive.
Communications had ceased at 8.45 am our time. It is common for atmospheric conditions to make communications with Port Stanley difficult. Indeed, we had been out of contact for a period the previous night.
The governor reported that the Marines, in the defence of Government House, were superb. He said that they acted in the best traditions of the Royal Marines. They inflicted casualties, but those defending Government House suffered none. He had kept the local people informed of what was happening through a small local transmitter which he had in Government House. He is relieved that the islanders heeded his advice to stay indoors. Fortunately, as far as he is aware, there were no civilian casualties. When he left the Falklands, he said that the people were in tears. They do not want to be Argentine. He said that the islanders are still tremendously loyal. I must say that I have every confidence in the governor and the action that he took.
I must tell the House that the Falkland Islands and their dependencies remain British territory. No aggression and no invasion can alter that simple fact. It is the Government's objective to see that the islands are freed from occupation and are returned to British administration at the earliest possible moment.
Argentina has, of course, long disputed British sovereignty over the islands. We have absolutely no doubt about our sovereignty, which has been continuous since 1833. Nor have we any doubt about the unequivocal wishes of the Falkland Islanders, who are British in stock

and tradition, and they wish to remain British in allegiance. We cannot allow the democratic rights of the islanders to be denied by the territorial ambitions of Argentina.
Over the past 15 years, successive British Governments have held a series of meetings with the Argentine Government to discuss the dispute. In many of these meetings elected representatives of the islanders have taken part. We have always made it clear that their wishes were paramount and that there would be no change in sovereignty without their consent and without the approval of the House.
The most recent meeting took place this year in New York at the end of February between my hon. Friend the Member for Shoreham, (Mr. Luce) accompanied by two members of the islands council, and the Deputy Foreign Secretary of Argentina. The atmosphere at the meeting was cordial and positive, and a communiqué was issued about future negotiating procedures. Unfortunately, the joint communiqué which had been agreed was not published in Buenos Aires.
There was a good deal of bellicose comment in the Argentine press in late February and early March, about which my hon. Friend the Minister of State for Foreign and Commonwealth Affairs expressed his concern in the House on 3 March following the Anglo-Argentine talks in New York. However, this has not been an uncommon situation in Argentina over the years. It would have been absurd to dispatch the fleet every time there was bellicose talk in Buenos Aires. There was no good reason on 3 March to think that an invasion was being planned, especially against the background of the constructive talks on which my hon. Friend had just been engaged. The joint communiqué on behalf of the Argentine deputy Minister of Foreign Affairs and my hon. Friend read: "The meeting took place in a cordial and positive spirit. The two sides reaffirmed their resolve to find a solution to the sovereignty dispute and considered in detail an Argentine proposal for procedures to make better progress in this sense." There had, of course, been previous incidents affecting sovereignty before the one in South Georgia, to which I shall refer in a moment. In December 1976 the Argentines illegally set up a scientific station on one of the dependencies within the Falklands group—Southern Thule. The Labour Government attempted to solve the matter through diplomatic exchanges, but without success. The Argentines remained there and are still there.
Two weeks ago—on 19 March—the latest in this series of incidents affecting sovereignty occurred; and the deterioration in relations between the British and Argentine Governments which culminated in yesterday's Argentine invasion began. The incident appeared at the start to be relatively minor. But we now know it was the beginning of much more.
The commander of the British Antartic Survey base at Grytviken on South Georgia—a dependency of the Falkland Islands over which the United Kingdom has exercised sovereignty since 1775 when the island was discovered by Captain Cook—reported to us that an Argentine navy cargo ship had landed about 60 Argentines at nearby Leith harbour. They had set up camp and hoisted the Argentine flag. They were there to carry out a valid commercial contract to remove scrap metal from a former whaling station.
The leader of the commercial expedition, Davidoff, had told our embassy in Buenos Aires that he would be going

to South Georgia in March. He was reminded of the need to obtain permission from the immigration authorities on the island. He did not do so. The base commander told the Argentines that they had no right to land on South Georgia without the permission of the British authorities. They should go either to Grytviken to get the necessary clearances, or leave. The ship and some 50 of them left on 22 March. Although about 10 Argentines remained behind, this appeared to reduce the tension.
In the meantime, we had been in touch with the Argentine Government about the incident. They claimed to have had no prior knowledge of the landing and assured us that there were no Argentine military personnel in the party. For our part we made it clear that, while we had no wish to interfere in the operation of a normal commercial contract, we could not accept the illegal presence of these people on British territory.
We asked the Argentine Government either to arrange for the departure of the remaining men or to ensure that they obtained the necessary permission to be there. Because we recognised the potentially serious nature of the situation, HMS "Endurance" was ordered to the area. We told the Argentine Government that, if they failed to regularise the position of the party on South Georgia or to arrange for their departure, HMS "Endurance" would take them off, without using force, and return them to Argentina.
This was, however, to be a last resort. We were determined that this apparently minor problem of 10 people on South Georgia in pursuit of a commercial contract should not be allowed to escalate and we made it plain to the Argentine Government that we wanted to achieve a peaceful resolution of the problem by diplomatic means. To help in this, HMS "Endurance" was ordered not to approach the Argentine party at Leith but to go to Grytviken.
But it soon became clear that the Argentine Government had little interest in trying to solve the problem. On 25 March another Argentine navy ship arrived at Leith to deliver supplies to the 10 men ashore. Our ambassador in Buenos Aires sought an early response from the Argentine Government to our previous requests that they should arrange for the men's departure. This request was refused. Last Sunday, on Sunday 28 March, the Argentine Foreign Minister sent a message to my right hon. and noble Friend the Foreign Secretary refusing outright to regularise the men's position. Instead it restated Argentina's claim to sovereignty over the Falkland Islands and their dependencies.
My right hon. and noble Friend the Foreign and Commonwealth Secretary then sent a message to the United States Secretary of State asking him to intervene and to urge restraint.
By the beginning of this week it was clear that our efforts to solve the South Georgia dispute through the usual diplomatic channels were getting nowhere. Therefore, on Wednesday 31 March my right hon. and noble Friend the Foreign Secretary proposed to the Argentine Foreign Minister that we should dispatch a special emissary to Buenos Aires.
Later that day we received information which led us to believe that a large number of Argentine ships, including an aircraft carrier, destroyers, landing craft, troop carriers and submarines, were heading for Port Stanley. I contacted President Reagan that evening and asked him to intervene with the Argentine President directly. We promised, in the meantime, to take no action to escalate the dispute for fear of precipitating—[Interruption]—the very event that our efforts were directed to avoid. May I remind Opposition Members—[Interruption]—what happened when, during the lifetime of their Government——

—Southern Thule was occupied. It was occupied in 1976. The House was not even informed by the then Government until 1978, when, in response to questioning by my hon. Friend the Member for Shoreham (Mr. Luce), now Minister of State, Foreign and Commonwealth Office, the hon. Member for Merthyr Tydfil (Mr. Rowlands) said: "We have sought the resolve the issue though diplomatic exchanges between the two Governments. That is infinitely preferable to public denunciations and public statements when we are trying to achieve a practical result to the problem that has arisen."—[Official Report, 24 May 1978; Vol. 950, c. 1550–51.]"

The right hon. Lady is talking about a piece of rock in the most southerly part of the dependencies, which is completely uninhabited and which smells of large accumulations of penguin and other bird droppings. There is a vast difference—a whole world of difference—between the 1,800 people now imprisoned by Argentine invaders and that argument. The right hon. Lady should have the grace to accept that.

We are talking about the sovereignty of British territory—[Interruption]—which was infringed in 1976. The House was not even informed of it until 1978. We are talking about a further incident in South Georgia which—as I have indicated—seemed to be a minor incident at the time. There is only a British Antarctic scientific survey there and there was a commercial contract to remove a whaling station. I suggest to the hon. Gentleman that had I come to the House at that time and said that we had a problem on South Georgia with 10 people who had landed with a contract to remove a whaling station, and had I gone on to say that we should send HMS "Invincible", I should have been accused of war mongering and sabre rattling.
Information about the Argentine fleet did not arrive until Wednesday. Argentina is, of course, very close to the Falklands—a point that the hon. Member for Merthyr Tydfil cannot and must not ignore—and its navy can sail there very quickly. On Thursday, the Argentine Foreign Minister rejected the idea of an emissary and told our ambassador that the diplomatic channel, as a means of solving this dispute, was closed. President Reagan had a very long telephone conversation, of some 50 minutes, with the Argentine President, but his strong representations fell on deaf ears. I am grateful to him and to Secretary Haig for their strenuous and persistent efforts on our behalf.
On Thursday, the United Nations Secretary-General, Mr. Perez De Cuellar, summoned both British and Argentine permanent representatives to urge both countries to refrain from the use or threat of force in. the South Atlantic. Later that evening we sought an emergency meeting of the Security Council. We accepted the appeal of its President for restraint. The Argentines
said nothing. On Friday, as the House knows, the Argentines invaded the Falklands and I have given a precise account of everything we knew, or did not know, about that situation. There were also reports that yesterday the Argentines also attacked South Georgia, where HMS "Endurance" had left a detachment of 22 Royal Marines. Our information is that on 2 April an Argentine naval transport vessel informed the base commander at Grytviken that an important message would be passed to him after 11 o'clock today our time. It is assumed that this message will ask the base commander to surrender.
Before indicating some of the measures that the Government have taken in response to the Argentine invasion, I should like to make three points. First, even if ships had been instructed to sail the day that the Argentines landed on South Georgia to clear the whaling station, the ships could not possibly have got to Port Stanley before the invasion. [Interruption.] Opposition Members may not like it, but that is a fact.
Secondly, there have been several occasions in the past when an invasion has been threatened. The only way of being certain to prevent an invasion would have been to keep a very large fleet close to the Falklands, when we are some 8,000 miles away from base. No Government have ever been able to do that, and the cost would be enormous.

HMS "Endurance" is in the area. It is not for me to say precisely where, and the hon. Gentleman would not wish me to do so.
Thirdly, aircraft unable to land on the Falklands, because of the frequently changing weather, would have had little fuel left and, ironically, their only hope of landing safely would have been to divert to Argentina. Indeed, all of the air and most sea supplies for the Falklands come from Argentina, which is but 400 miles away compared with our 8,000 miles.
That is the background against which we have to make decisions and to consider what action we can best take. I cannot tell the House precisely what dispositions have been made—some ships are already at sea, others were put on immediate alert on Thursday evening.
The Government have now decided that a large task force will sail as soon as all preparations are complete. HMS "Invincible" will be in the lead and will leave port on Monday.
I stress that I cannot foretell what orders the task force will receive as it proceeds. That will depend on the situation at the time. Meanwhile, we hope that our continuing diplomatic efforts, helped by our many friends, will meet with success.
The Foreign Ministers of the European Community member States yesterday condemned the intervention and urged withdrawal. The NATO Council called on both sides to refrain from force and continue diplomacy.
The United Nations Security Council met again yesterday and will continue its discussions today. [Laughter.] Opposition Members laugh. They would have been the first to urge a meeting of the Security Council if we had not called one. They would have been the first to urge restraint and to urge a solution to the problem by diplomatic means. They would have been the first to accuse us of sabre rattling and war mongering.

The right hon. Lady referred to our many friends. Have we any friends in South America on this issue?
The Prime Minister
Doubtless our friends in South America will make their views known during any proceedings at the Security Council. I believe that many countries in South America will be prepared to condemn the invasion of the Falklands Islands by force.
We are now reviewing all aspects of the relationship between Argentina and the United Kingdom. The Argentine chargé d'affaires and his staff were yesterday instructed to leave within four days.
As an appropriate precautionary and, I hope, temporary measure, the Government have taken action to freeze Argentine financial assets held in this country. An order will be laid before Parliament today under the Emergency Laws (Re-enactments and Repeals) Act 1964 blocking the movement of gold, securities or funds held in the United Kingdom by the Argentine Government or Argentine residents.
As a further precautionary measure, the ECGD has suspended new export credit cover for the Argentine. It is the Government's earnest wish that a return to good sense and the normal rules of international behaviour on the part of the Argentine Government will obviate the need for action across the full range of economic relations.
We shall be reviewing the situation and be ready to take further steps that we deem appropriate and we shall, of course, report to the House.
The people of the Falkland Islands, like the people of the United Kingdom, are an island race. Their way of life is British; their allegiance is to the Crown. They are few in number, but they have the right to live in peace, to choose their own way of life and to determine their own allegiance. Their way of life is British; their allegiance is to the Crown. It is the wish of the British people and the duty of Her Majesty's Government to do everything that we can to uphold that right. That will be our hope and our endeavour and, I believe, the resolve of every Member of the House.

It was obviously essential that the House of Commons should be recalled on this occasion. I thank the Prime Minister for the decision to do so. I can well understand the anxiety and impatience of many of my hon. Friends on the Back Benches who voted in the Division a few minutes ago and who desire to have full and proper time to examine all the aspects of this issue. I shall return to that aspect of the matter in a few minutes.
I first wish to set on record as clearly as I possibly can what we believe to be the international rights and wrongs of this matter, because I believe that one of the purposes of the House being assembled on this occasion is to make that clear not only to the people in our country but to people throughout the world.
The rights and the circumstances of the people in the Falkland Islands must be uppermost in our minds. There is no question in the Falkland Islands of any colonial dependence or anything of the sort. It is a question of people who wish to be associated with this country and who have built their whole lives on the basis of association with this country. We have a moral duty, a political duty and every other kind of duty to ensure that that is sustained.
The people of the Falkland Islands have the absolute right to look to us at this moment of their desperate plight, just as they have looked to us over the past 150 years. They are faced with an act of naked, unqualified aggression, carried out in the most shameful and disreputable circumstances. Any guarantee from this invading force is utterly worthless—as worthless as any of the guarantees that are given by this same Argentine junta to its own people.
We can hardly forget that thousands of innocent people fighting for their political rights in Argentine are in prison and have been tortured and debased. We cannot forget that fact when our friends and fellow citizens in the Falkland Islands are suffering as they are at this moment.
On the merits of the matter, we hope that the question is understood throughout the world. In that respect I believe that the Government were right to take the matter to the United Nations. It would have been delinquency if they had not, because that is the forum in which we have agreed that such matters of international right and international claim should be stated.
Whatever else the Government have done—I shall come to that in a moment—or not done, I believe that it was essential for them to take our case to the United Nations and to present it with all the force and power of advocacy at the command of this country. The decision and the vote in the United Nations will take place in an hour or two's time. I must say to people there that we in this country, as a whole, irrespective of our party affiliations, will examine the votes most carefully.
I was interested to hear how strongly the President of France spoke out earlier this morning. I hope that every other country in the world will speak in a similar way.
If, at the United Nations this afternoon, no such declaration were made—I know that it would be only a declaration at first, but there might be the possibility of action there later—not merely would it be a gross injury to the rights of the people of the Falkland Islands, not merely would it be an injury to the people of this country, who have a right to have their claims upheld in the United Nations, but it would be a serious injury to the United Nations itself. It would enhance the dangers that similar, unprovoked aggressions could occur in other parts of the world.
That is one of the reasons why we are determined to ensure that we examine this matter in full and uphold the rights of our country throughout the world, and the claim of our country to be a defender of people's freedom throughout the world, particularly those who look to us for special protection, as do the people in the Falkland Islands.
I deal next with the Government's conduct in the matter. What has happened to British diplomacy? The explanations given by the right hon. Lady, when she managed to rise above some of her own party arguments—they were not quite the exclusive part of her speech—were not very full and not very clear. They will need to be made a good deal more ample in the days to come.
The right hon. Lady did not quote fully the response of Lord Carrington, the Secretary of State for Foreign and Commonwealth Affairs, at his press conference yesterday. She referred to the Minister of State, who, according to Lord Carrington, "had just been in New York discussing with Mr. Ross, his opposite number, the question of resumption of talks with the Argentine Government about the problems of the Falkland Islands. And they had had a talk and come to an agreement. Mr. Ross went back to the Argentine and a number of things came up and they sent a message which"——" I emphasise the words—— "I have not yet had time to reply to." Lord Carrington added: "So there was every reason to suppose that the Argentines were interested in negotiations." Those talks took place on 27 February. The right hon. Lady gave an account of these negotiations. But from what has happened it seems that the British Government have been fooled by the way in which the Argentine junta has gone about its business. The Government must answer for that as well as for everything else.
What about British communications and British intelligence? The Guardian states today in a leading article: "This country devotes a greater proportion of its annual output to its armed forces than any other Western country, with the exception of the United States. It has extensive diplomatic and intelligence gathering activities. And all of that gave Mrs. Thatcher, Lord Carrington and Mr. Nott precisely no effective cards when the Argentine navy moved." I should be very surprised to hear, because of some of the previous debates and discussions on the crises that have arisen with the Argentine, that the British Government did not have better intelligence than that. So good was our intelligence that, although the Prime Minister now tells us that the invasion took place at 10 am yesterday, the Lord Privy Seal—I know that he has apologised for some of his remarks—told the House of Commons and the British people: "We are taking appropriate military and diplomatic measures to sustain our rights under international law and in accordance with the provisions of the United Nations charter."—[Official Report, 2 April 1982; Vol. 21, c. 571.]" When he was saying that, it was the Argentine Government who were taking appropriate military, not diplomatic, measures to enforce their will.
The right hon. Lady, the Secretary of State for Defence and the whole Government will have to give a very full account of what happened, how their diplomacy was conducted and why we did not have the information to which we are entitled when expenditure takes place on such a scale. Above all, more important than the question of what happened to British diplomacy or to British intelligence is what happened to our power to act. The right hon. Lady seemed to dismiss that question. It cannot be dismissed. Of course this country has the power to act—short, often, of taking military measures. Indeed, we have always been told, as I understand it, that the purpose of having some military power is to deter. The right to deter and the capacity to deter were both required in this situation.
The previous Government had to deal with the same kind of dictatorial regime in the Argentine, the same kind of threat to the people of the Falkland Islands, and the same kinds of problems as those with which the Goverment have had to wrestle over the past weeks and months. My right hon. Friend the Member for Cardiff, South-East (Mr. Callaghan) compressed the whole position into the question that he put to the Government only last Tuesday. I shall read his remarks to the House, and I ask the House to mark every word. This was no factious Opposition. This was an Opposition Member seeking to sustain the Government if the Government were doing their duty.
My right hon. Friend said:
"I support the Government's attempts to solve the problem by diplomatic means, which is clearly the best and most sensible way of approaching the problem, but is the Minister aware that there have been other recent occasions when the Argentinians, when beset by internal troubles, have tried the same type of tactical diversion? Is the Minister aware that on a very recent occasion, of which I have full knowledge, Britain assembled ships which had been stationed in the Caribbean, Gibraltar and in the Mediterranean, and stood them about 400 miles off the Falklands in support of HMS "Endurance", and that when this fact became known, without fuss and publicity, a diplomatic solution followed? While I do not press the Minister on what is happening today, I trust that it is the same sort of action."—[Official Report, 30 March 1982; Vol. 21, c. 198.]" The House and whole country have the right to say the same thing to the Government. The people of the Falkland Islands have an even greater right to say it than ourselves. The right hon. Lady has not answered that question. She has hardly attempted to answer it. It is no answer to refer to the matter so effectively disposed of by my hon. Friend the Member for Merthyr Tydfil (Mr. Rowlands), who has much knowledge of these matters. It is, of course, a very different question.
No one can say for certain that the pacific and honourable solution of this problem that was reached in 1977 was due to the combination of diplomatic and military activity. These things cannot be proved. There is, however, every likelihood that that was the case. In any event, the fact that it worked on the previous occasion was surely all the more reason for the Government's seeking to make it work on this occasion, especially when, according to the Secretary of State for Foreign and Commonwealth Affairs—I refer again to the diplomatic exchanges—it had been going on for some time. According to the diplomatic exchanges, the Argentine Government were still awaiting an answer from the Secretary of State on some of the matters involved.
The right hon. Lady made some play, although not very effectively, with the time it takes to get warships into the area. We are talking about events several weeks ago. All these matters have to be answered. They cannot be answered fully in this debate. There will have to be another debate on the subject next week. Whether that debate takes the form of a motion of censure, or some other form, or perhaps takes the form of the establishment of an inquiry into the whole matter, so that all the evidence and the facts can be laid before the people of this country, I have not the slightest doubt that, at some stage, an inquiry of that nature, without any inhibitions and restraints, that can probe the matter fully will have to be undertaken.
I return to what I said at the start of my remarks. We are paramountly concerned, like, I am sure, the bulk of the House—I am sure that the country is also concerned—about what we can do to protect those who rightly and naturally look to us for protection. So far, they have been betrayed. The responsibility for the betrayal rests with the Government. The Government must now prove by deeds—they will never be able to do it by words—that they are not responsible for the betrayal and cannot be faced with that charge. That is the charge, I believe, that lies against them. Even though the position and the circumstances of the people who live in the Falkland Islands are uppermost in our minds—it would be outrageous if that were not the case—there is the longer-term interest to ensure that foul and brutal aggression does not succeed in our world. If it does, there will be a danger not merely to the Falkland Islands, but to people all over this dangerous planet.

Thank you Mr Speaker, I’d like to thank Sue Gray for the diligence and professionalism with which she’s carried out her work. It’s through no fault of hers that she’s only been able to produce an update today, not the full report.
The prime minister repeatedly assured the House that the guidance was followed and the rules were followed. But we now know that 12 cases have breached the threshold for criminal investigation, which I remind the House means that there is evidence of serious and flagrant breaches of lockdown, including the party on May 20 2020, which we know the prime minister attended, and the party on November 13 2020 in the prime minister’s flat.
There can be no doubt that the prime minister himself is now subject to criminal investigation. The prime minister must keep his promise to publish Sue Gray’s report in full when it is available, but it is already clear what the report disclosed is the most damning conclusion possible.
By routinely breaking the rules he set, the prime minister took us all for fools, he held people’s sacrifice in contempt, he showed himself unfit for office.
His desperate denials since he was exposed have only made matters worse. Rather than come clean, every step of the way he’s insulted the public’s intelligence.
And now he’s finally fallen back on his usual excuse: it’s everybody’s fault but his. They go, he stays. Even now he is hiding behind a police investigation into criminality in his home and his office.
He gleefully treats what should be a mark of shame as a welcome shield. But prime minister, the British public aren’t fools, they never believed a word of it, they think the prime minister should do the decent thing and resign.
Of course he won’t because he is a man without shame and just as he has done throughout his life, he’s damaged everyone and everything around him along the way.
His colleagues have spent weeks defending the indefensible, touring the TV studios parroting his absurd denials, degrading themselves and their offices, fraying the bond of trust between the government and the public, eroding our democracy and the rule of law.
[Margaret Thatcher said] ‘the first duty of government is to uphold the law. If it tries to bob and weave and duck around that duty when it is inconvenient, then so will the governed.’
To govern this country is an honour, not a birthright. It’s an act of service to the British people, not the keys to a court to parade to your friends.
It requires honesty, integrity and moral authority. I can’t tell you how many times people have said to me that this prime minister’s lack of integrity is somehow ‘priced in’, that his behaviour and character don’t matter. I have never accepted that and I never will accept that.
Whatever your politics, whatever party you vote for, honesty and decency matter. Our great democracy depends on it, and cherishing and nurturing British democracy is what it means to be patriotic.
There are members opposite who know that, and they know the prime minister is incapable of it. The question they must ask themselves is what are they going to do about it?
They can heap their reputations, the reputation of their party and the reputation of this country on the bonfire that is his leadership, or they can spare the country from a prime minister totally unworthy of his responsibilities. It is their duty to do so.
They know better than anyone how unsuitable he is for high office, many of them knew in their hearts that we would inevitably come to this one day, and they know that as night follows day, continuing his leadership will mean further misconduct, cover-up and deceit.
It is only they who can end this farce. The eyes of the country are upon them. They will be judged on the decisions they take now.

Mr. Speaker
Before the debate begins, I should like to make a statement.
As the House knows, it is the general rule that matters which would entail legislation must not be discussed on a motion for the Adjournment. However, as I reminded the House on Monday, I am given discretion under Standing Order No. 16 to permit incidental reference to legislative action when enforcement of the prohibition would unduly restrict discussion. I propose today to exercise this discretion in respect of the general matter of the possible modification of the Official Secrets Act.
In the Prime Minister's written reply to a question by the hon. Member for Hartlepool (Mr. Leadbitter), reference was made to information conveyed to the Palace. I therefore think it wise at this stage to draw the attention of the House to our well-established rule that any references to the Royal Family must be phrased in courteous language and must not reflect upon the conduct of the Sovereign. This does not, however, inhibit the full discussion of any advice which may or may not have been given to Her Majesty.
The Prime Minister (Mrs. Margaret Thatcher)
In the early part of last week, Professor Blunt was publicly identified as having been a suspect Soviet agent. This disclosure understandably gave rise to grave concern.
Last Thursday, in response to a priority written question from the hon. Member for Hartlepool (Mr. Leadbitter), I thought it right to confirm that Professor Blunt had indeed been a Soviet agent and to give the House the salient facts. Today we have an opportunity to debate the whole matter. It may be convenient, therefore, if I start by setting out the facts in greater detail.
Professor Blunt has admitted that he was recruited for Russian intelligence when he was at Cambridge before the war. In 1940 he joined the Security Service. [column 403]
To us today it seems extraordinary that a man who had made no secret of his Marxist beliefs could have been accepted for secret work in any part of the public service, let alone the Security Service. But that is with the benefit of hindsight. Perhaps standards were relaxed because it was a time of considerable expansion and recruitment to deal with the wartime tasks of the service, which were directed against Hitler 's Germany.
Professor Blunt has said that during his period in the Security Service from 1940 to 1945 he regularly passed to Russian intelligence anything that came his way which would be of interest to them. We do not know exactly what information he passed; we do know, however, to what information he had access by virtue of his duties. There is no doubt that British interests were seriously damaged by his activities. But it is unlikely that British military operations or British lives were put at risk. Further, the story that he jeopardised the lives of secret agents in the Netherlands is without foundation; he was never in the Special Operations Executive.
After he left the Security Service in 1945 and resumed his career as an art historian, Professor Blunt ceased to have access to classified information. He has said that from 1945 to 1951 he passed no information to the Russians.
In May 1951 an investigation which had continued for some years caught up with Donald Maclean. It was Philby who warned Burgess to tell Maclean that he was about to be interrogated. And it was Burgess who used Blunt as a contact with a Soviet controller to help with the arrangements for Maclean's flight to Russia—a journey in which he was joined by Burgess.
Blunt admits that on one occasion between 1951 and 1956 he assisted Philby in contacting Russian intelligence. He has said that he has had no contact with Russian intelligence since then.
The defection of Burgess and Maclean led to intense and prolonged investigations of the extent to which the security and other public services had been infiltrated by Russian intelligence.
At an early stage in these investigations Professor Blunt came under inquiry. This was as a result of information to the effect [column 404]that Burgess had been heard in 1937 to say that he was working for a secret branch of the Comintern and that Blunt was one of his sources. Blunt denied this. Nevertheless, he remained under suspicion, and became the subject of intensive investigation. He was interviewed on 11 occasions over the following eight years. He persisted in his denial, and no evidence against him was obtained. Of course, until his confession, the authorities did not know the extent of his involvement with the Russians or the period over which it lasted.
It was early in 1964 that new information was received relating to an earlier period which directly implicated Blunt. I cannot disclose the nature of that information but it was not usable as evidence on which to base a prosecution. In this situation, the security authorities were faced with a difficult choice. They could have decided to wait in the hope that further information which could be used as a basis for prosecuting Blunt would, in due course, be discovered. But the security authorities had already pursued their inquiries for nearly 13 years without obtaining firm evidence against Blunt.
There was no reason to expect or hope that a further wait would be likely to yield evidence of a kind which had eluded them so far. Alternatively, they could have confronted Professor Blunt with the new information to see if it would break his denial. But Blunt had persisted in his denial at 11 interviews; the security authorities had no reason to suppose that he would do otherwise at a twelfth. If the security authorities had confronted him with the new information, and he still persisted in his denial, their investigation of him would have been no further forward and they might have prejudiced their own position by alerting him to information which he could then use to warn others.
They therefore decided to ask the Attorney-General, through the acting Director of Public Prosecutions, to authorise them to offer Blunt immunity from prosecution, if he both confessed and agreed to co-operate in their further investigations.
I should like to pause for a moment on this question of granting immunity, because I think that there may remain some misunderstanding about it. It is not [column 405]unusual for the Attorney-General to be asked to authorise immunity from prosecution in return for co-operation in the pursuit of inquiries. It happens from time to time in the course of criminal investigations. Under our constitutional arrangements, the decision is taken by the Attorney-General in his capacity as a Law Officer.

It is one law for them and another law for everybody else.
The Prime Minister
He takes it on the basis of what, in his view, is best in the public interest. He may consult his ministerial colleagues but he is not bound by their advice. The decision is his alone.
In this case, the then Attorney-General, Sir John Hobson, decided that it was in the public interest to offer an immunity from prosecution. In fact, to this day there is no evidence which could be used as a basis for prosecution against Blunt. So the offer of immunity was made. Professor Blunt confessed. Both at the time of his confession and subsequently he has co-operated in the inquiries of the security authorities. He had provided information about Russian intelligence activities and about his association with Burgess, Maclean and Philby.
After the Attorney-General's authority to offer immunity had been given, the Queen's private secretary was invited to a meeting with the permanent secretary at the Home Office and the Director-General of the Security Service. The Queen's private secretary was asked to the meeting because Blunt had, since 1945, held an unpaid appointment in the Royal Household for which he had been awarded a knighthood in the Royal Victorian Order in 1956. At this meeting, the Queen's private secretary was told that Professor Blunt was suspected of having been an agent of Russian intelligence, but that, provided he confessed and co-operated in the inquiries of the security authorities, he would be granted immunity from prosecution.
The Queen's private secretary asked what action the Queen was advised to take if Blunt confessed. He was told that the Queen was advised to take no action. Any action would, of course, have alerted Blunt's former Russian controllers and others who were already under suspicion to the fact that he had [column 406]confessed and could well be providing information to our security authorities. After Blunt had been interviewed and had confessed, as I have already described, the Palace duly followed the advice that had already been given.
I turn now to the question of how Ministers were informed. Relations between the Security Service and Ministers are governed by the directive given to the Director-General of the Security Service by the then Home Secretary, Sir David Maxwell Fyfe, in 1952, which is reproduced in Lord Denning 's report of September 1963 at paragraph 238. When discussing and endorsing the principles embodied in that directive, Lord Denning said:
“The Head of the Security Service is responsible directly to the Home Secretary for the efficient and proper working of the Service and not in the ordinary way to the Prime Minister … The Head of the Security Service may approach the Prime Minister himself on matters of supreme importance and delicacy, but this is not to say that the Prime Minister has any direct responsibility for the Security Service … If the Director General of the Security Service is in any doubt as to any aspect of his duties—as, for instance, when he gets information about a Minister or a senior public servant indicating that he may be a security risk—he should consult the Home Secretary. The Home Secretary will then have to take responsibility for further action.”
I can tell the House that in the case of Blunt the Director-General of the Security Service followed scrupulously the procedures which had been laid down. He had a meeting with the Home Secretary on 2 March 1964, in the course of which he told the Home Secretary about the new information implicating Blunt and he indicated that he would be discussing with the Director of Public Prosecutions how to conduct the interview with Blunt, bearing in mind the Security Service's need to obtain as much intelligence as possible about Soviet penetration.
The Home Secretary drew his attention to the need to inform the Queen's private secretary. On 17 June 1964 a further meeting was held between the Home Secretary, his permanent secretary and the Director-General, in which the Director-General reported that Blunt had admitted spying for the Russians throughout the war when he was serving in the Security Service.
The Home Secretary of the day, now Lord Brooke, who, at first, did not recall being told—[Interruption.] At first, he [column 407]did not recall being told, which is quite understandable—[Interruption].

The Prime Minister
I shall start the sentence again. The Home Secretary of the day, now Lord Brooke, who, at first, did not recall being told, has been reminded of these meetings and has, with characteristic integrity, accepted that his memory must have been at fault. [Interruption.] There is no more honourable or devoted servant.
It is also clear that when the Attorney-General took his decision to authorise the offer of immunity from prosecution he knew that the Home Secretary had been made aware of the matter.
There was therefore no failure on the part of the Security Service to carry out their duty to inform the Home Secretary of these matters. It was for the Home Secretary of these matters. It was for the Home Secretary to decide whether the Prime Minister should be informed. There is no record on this point. Neither Lord Brooke nor Lord Home can recall discussing the matter.
In the light of these events, I see no need to change the principles governing the relationships between the Security Service and Ministers, as set out in the Denning report. I think it right, however, that there should be a clear understanding among all those concerned about how we expect those principles to be applied. I have accordingly agreed the following points with my right hon. Friend the Home Secretary and my right hon. and learned Friend the Attorney-General.
First, the Director-General should report to the Home Secretary if he receives information about a present or former Minister or senior public servant indicating that he may be, or may have been, a security risk, unless circumstances are so exceptional that he judges it necessary to report direct to the Prime Minister.
Secondly, when the Director-General has reported to the Home Secretary, it is the Home Secretary's responsibility to inform the Prime Minister or make sure that the Prime Minister is informed.
Thirdly, if the Attorney-General is asked to authorise a grant of immunity from prosecution in a case involving national security, he should satisfy himself that the Home Secretary is aware [column 408]that the request has been made. In cases of especial doubt or difficulty, the Attorney-General or the Home Secretary, or both, may wish to see that the Prime Minister is also aware that the request has been made. The Attorney-General and the Home Secretary should always be informed of the outcome of the offer of immunity. It is the responsibility of the Home Secretary to ensure that the Prime Minister is informed.
So much for the procedures between the Security Services and Ministers. I turn now to another matter. I am advised that since 1967 successive Prime Ministers and Home Secretaries have all been informed about the position on Blunt.
Further, as I indicated in my written reply, the matter was also brought to the attention of successive Attorneys-General in 1972, June 1974 and June 1979. This was to inform them of the immunity that had been given.
Any legal matters will be dealt with by my right hon. and learned Friend the Attorney-General when he replies to the debate.
I have been asked why a day's notice of my intention to reply to a written question was given to Professor Blunt's solicitor. Had there been any question of prosecuting Blunt, of course there would have been no advance notice—and, indeed, no detailed reply either. Since there was no question of prosecution, there was no question of enabling Blunt to escape justice. His name had already been published, and it was reasonable therefore to tell his solicitor that I was going to give the facts in reply to a question in this House.
Clearly the public services are an attractive target for Soviet penetration, and the Security Service especially so, The service is very conscious of that danger. Indeed, in the light of all that has happened, it should be. Procedures for recruitment, vetting and monitoring members of the public services who have access to classified information have been much extended and improved. Of course nothing can be absolutely proof against penetration. In a democratic society it is always possible that a few will try to use freedom to destroy freedom. We must do everything that we can to prevent them. [column 409]
I will sum up. First, the procedures under which the Security Service is directly responsible to the Home Secretary were scrupulously followed. After 1967 successive Prime Ministers and Home Secretaries were all informed about this case.
Secondly, the immunity was offered to Blunt to get information on Soviet penetration into the public services. Neither at the time nor since has there been any evidence on which he could be prosecuted. I am advised that a confession obtained as a result of an inducement given would not be admissible as evidence in any prosecution.
Thirdly, the events of this case began well over 40 years ago. Many of the principal figures concerned, some of whom I have mentioned, have long since retired, and some have died. For obvious reasons, it is therefore not possible, and never will be, to establish all the facts accurately.

In practice my right hon. Friend William Whitelawthe Home Secretary and I both make a point of keeping in close touch with the Director-General of the Security Service.
Fifthly, it is important not to be so obsessed with yesterday's danger that we fail to detect today's. We know what happened to a very few of that pre-war generation who had Marxist leanings and who betrayed their country. We find it contemptible and repugnant. Our task now is to guard against their counterparts of today. [column 410]
Finally, the Security Service, by its very nature, has to work in secrecy.

The Government's purpose is to do everything possible to improve the morale and effectiveness of the Security Service, and to do nothing to undermine or weaken it. In that aim I believe that we shall have the support of the House.

Prime Minister, Rector, Your Excellencies, Ladies and Gentlemen:
First, may I thank you for giving me the opportunity to return to Bruges and in very different circumstances from my last visit shortly after the Zeebrugge Ferry disaster, when Belgian courage and the devotion of your doctors and nurses saved so many British lives.
And second, may I say what a pleasure it is to speak at the College of Europe under the distinguished leadership of its Professor LukaszewskiRector.
The College plays a vital and increasingly important part in the life of the European Community.
And third, may I also thank you for inviting me to deliver my address in this magnificent hall.
What better place to speak of Europe's future than a building which so gloriously recalls the greatness that Europe had already achieved over 600 years ago.
Your city of Bruges has many other historical associations for us in Britain. Geoffrey Chaucer was a frequent visitor here.
And the first book to be printed in the English language was produced here in Bruges by William Caxton.
Britain and Europe
Mr. Chairman, you have invited me to speak on the subject of Britain and Europe. Perhaps I should congratulate you on your courage.
If you believe some of the things said and written about my views on Europe, it must seem rather like inviting Genghis Khan to speak on the virtues of peaceful coexistence!
I want to start by disposing of some myths about my country, Britain, and its relationship with Europe and to do that, I must say something about the identity of Europe itself.
Europe is not the creation of the Treaty of Rome.
Nor is the European idea the property of any group or institution.
We British are as much heirs to the legacy of European culture as any other nation. Our links to the rest of Europe, the continent of Europe, have been the dominant factor in our history.
For three hundred years, we were part of the Roman Empire and our maps still trace the straight lines of the roads the Romans built.
Our ancestors—Celts, Saxons, Danes—came from the Continent. [end p1]
Our nation was—in that favourite Community word— “restructured” under the Norman and Angevin rule in the eleventh and twelfth centuries.
This year, we celebrate the three hundredth anniversary of the glorious revolution in which the British crown passed to Prince William of Orange and Queen Mary.
Visit the great churches and cathedrals of Britain, read our literature and listen to our language: all bear witness to the cultural riches which we have drawn from Europe and other Europeans from us.
We in Britain are rightly proud of the way in which, since Magna Carta in the year 1215, we have pioneered and developed representative institutions to stand as bastions of freedom.
And proud too of the way in which for centuries Britain was a home for people from the rest of Europe who sought sanctuary from tyranny.
But we know that without the European legacy of political ideas we could not have achieved as much as we did.
From classical and mediaeval thought we have borrowed that concept of the rule of law which marks out a civilised society from barbarism.
And on that idea of Christendom, to which the Rector referred—Christendom for long synonymous with Europe—with its recognition of the unique and spiritual nature of the individual, on that idea, we still base our belief in personal liberty and other human rights.
Too often, the history of Europe is described as a series of interminable wars and quarrels.
Yet from our perspective today surely what strikes us most is our common experience. For instance, the story of how Europeans explored and colonised—and yes, without apology—civilised much of the world is an extraordinary tale of talent, skill and courage.
But we British have in a very special way contributed to Europe.
Over the centuries we have fought to prevent Europe from falling under the dominance of a single power.
We have fought and we have died for her freedom.
Only miles from here, in Belgium, lie the bodies of 120,000 British soldiers who died in the First World War.
Had it not been for that willingness to fight and to die, Europe would have been united long before now—but not in liberty, not in justice.
It was British support to resistance movements throughout the last War that helped to keep alive the flame of liberty in so many countries until the day of liberation.
Tomorrow, King Baudouin will attend a service in Brussels to commemorate the many brave Belgians who gave their lives in service with the Royal Air Force—a sacrifice which we shall never forget.
And it was from our island fortress that the liberation of Europe itself was mounted.
And still, today, we stand together.
Nearly 70,000 British servicemen are stationed on the mainland of Europe.
All these things alone are proof of our commitment to Europe's future. [end p2]
The European Community is one manifestation of that European identity, but it is not the only one.
We must never forget that east of the Iron Curtain, people who once enjoyed a full share of European culture, freedom and identity have been cut off from their roots.
We shall always look on Warsaw, Prague and Budapest as great European cities.
Nor should we forget that European values have helped to make the United States of America into the valiant defender of freedom which she has become.
Europe's Future
This is no arid chronicle of obscure facts from the dust-filled libraries of history.
It is the record of nearly two thousand years of British involvement in Europe, cooperation with Europe and contribution to Europe, contribution which today is as valid and as strong as ever [sic].
Yes, we have looked also to wider horizons—as have others—and thank goodness for that, because Europe never would have prospered and never will prosper as a narrow-minded, inward-looking club.
The European Community belongs to all its members.
It must reflect the traditions and aspirations of all its members.
And let me be quite clear.
Britain does not dream of some cosy, isolated existence on the fringes of the European Community. Our destiny is in Europe, as part of the Community.
That is not to say that our future lies only in Europe, but nor does that of France or Spain or, indeed, of any other member.
The Community is not an end in itself.
Nor is it an institutional device to be constantly modified according to the dictates of some abstract intellectual concept.
Nor must it be ossified by endless regulation.
The European Community is a practical means by which Europe can ensure the future prosperity and security of its people in a world in which there are many other powerful nations and groups of nations.
We Europeans cannot afford to waste our energies on internal disputes or arcane institutional debates.
They are no substitute for effective action.
Europe has to be ready both to contribute in full measure to its own security and to compete commercially and industrially in a world in which success goes to the countries which encourage individual initiative and enterprise, rather than those which attempt to diminish them.
This evening I want to set out some guiding principles for the future which I believe will ensure that Europe does succeed, not just in economic and defence terms but also in the quality of life and the influence of its peoples. [end p3]
Willing Cooperation Between Sovereign States
My first guiding principle is this: willing and active cooperation between independent sovereign states is the best way to build a successful European Community.
To try to suppress nationhood and concentrate power at the centre of a European conglomerate would be highly damaging and would jeopardise the objectives we seek to achieve.
Europe will be stronger precisely because it has France as France, Spain as Spain, Britain as Britain, each with its own customs, traditions and identity. It would be folly to try to fit them into some sort of identikit European personality.
Some of the founding fathers of the Community thought that the United States of America might be its model.
But the whole history of America is quite different from Europe.
People went there to get away from the intolerance and constraints of life in Europe.
They sought liberty and opportunity; and their strong sense of purpose has, over two centuries, helped to create a new unity and pride in being American, just as our pride lies in being British or Belgian or Dutch or German.
I am the first to say that on many great issues the countries of Europe should try to speak with a single voice.
I want to see us work more closely on the things we can do better together than alone.
Europe is stronger when we do so, whether it be in trade, in defence or in our relations with the rest of the world.
But working more closely together does not require power to be centralised in Brussels or decisions to be taken by an appointed bureaucracy.
Indeed, it is ironic that just when those countries such as the Soviet Union, which have tried to run everything from the centre, are learning that success depends on dispersing power and decisions away from the centre, there are some in the Community who seem to want to move in the opposite direction.
We have not successfully rolled back the frontiers of the state in Britain, only to see them re-imposed at a European level with a European super-state exercising a new dominance from Brussels.
Certainly we want to see Europe more united and with a greater sense of common purpose.
But it must be in a way which preserves the different traditions, parliamentary powers and sense of national pride in one's own country; for these have been the source of Europe's vitality through the centuries.
Encouraging change
My second guiding principle is this: Community policies must tackle present problems in a practical way, however difficult that may be.
If we cannot reform those Community policies which are patently wrong or ineffective and which are rightly causing public disquiet, then we shall not get the public support for the Community's future development.
And that is why the achievements of the European Council in Brussels last February are so important. [end p4]
It was not right that half the total Community budget was being spent on storing and disposing of surplus food.
Now those stocks are being sharply reduced.
It was absolutely right to decide that agriculture's share of the budget should be cut in order to free resources for other policies, such as helping the less well-off regions and helping training for jobs.
It was right too to introduce tighter budgetary discipline to enforce these decisions and to bring the Community spending under better control.
And those who complained that the Community was spending so much time on financial detail missed the point. You cannot build on unsound foundations, financial or otherwise, and it was the fundamental reforms agreed last winter which paved the way for the remarkable progress which we have made since on the Single Market.
But we cannot rest on what we have achieved to date.
For example, the task of reforming the Common Agricultural Policy is far from complete.
Certainly, Europe needs a stable and efficient farming industry.
But the CAP has become unwieldy, inefficient and grossly expensive. Production of unwanted surpluses safeguards neither the income nor the future of farmers themselves.
We must continue to pursue policies which relate supply more closely to market requirements, and which will reduce over-production and limit costs.
Of course, we must protect the villages and rural areas which are such an important part of our national life, but not by the instrument of agricultural prices.
Tackling these problems requires political courage.
The Community will only damage itself in the eyes of its own people and the outside world if that courage is lacking.
Europe Open to Enterprise
My third guiding principle is the need for Community policies which encourage enterprise.
If Europe is to flourish and create the jobs of the future, enterprise is the key.
The basic framework is there: the Treaty of Rome itself was intended as a Charter for Economic Liberty.
But that it is not how it has always been read, still less applied.
The lesson of the economic history of Europe in the 70's and 80's is that central planning and detailed control do not work and that personal endeavour and initiative do.
That a State-controlled economy is a recipe for low growth and that free enterprise within a framework of law brings better results.
The aim of a Europe open to enterprise is the moving force behind the creation of the Single European Market in 1992. By getting rid of barriers, by making it possible for companies to operate on a European scale, we can best compete with the United States, Japan and other new economic powers emerging in Asia and elsewhere. And that means action to free markets, action to widen choice, action to reduce government intervention.
Our aim should not be more and more detailed regulation from the centre: it should be to deregulate and to remove the constraints on trade.
Britain has been in the lead in opening its markets to others.
The City of London has long welcomed financial institutions from all over the world, which is why it is the biggest and most successful financial centre in Europe.
We have opened our market for telecommunications equipment, introduced competition into the market services and even into the network itself—steps which others in Europe are only now beginning to face.
In air transport, we have taken the lead in liberalisation and seen the benefits in cheaper fares and wider choice.
Our coastal shipping trade is open to the merchant navies of Europe.
We wish we could say the same of many other Community members.
Regarding monetary matters, let me say this. The key issue is not whether there should be a European Central Bank.
The immediate and practical requirements are:
to implement the Community's commitment to free movement of capital—in Britain, we have it;
and to the abolition through the Community of exchange controls—in Britain, we abolished them in 1979;
to establish a genuinely free market in financial services in banking, insurance, investment;
and to make greater use of the ecu.
This autumn, Britain is issuing ecu-denominated Treasury bills and hopes to see other Community governments increasingly do the same.
These are the real requirements because they are what the Community business and industry need if they are to compete effectively in the wider world.
And they are what the European consumer wants, for they will widen his choice and lower his costs.
It is to such basic practical steps that the Community's attention should be devoted.
When those have been achieved and sustained over a period of time, we shall be in a better position to judge the next move.
It is the same with frontiers between our countries.
Of course, we want to make it easier for goods to pass through frontiers.
Of course, we must make it easier for people to travel throughout the Community.
But it is a matter of plain common sense that we cannot totally abolish frontier controls if we are also to protect our citizens from crime and stop the movement of drugs, of terrorists and of illegal immigrants. [end p6]
That was underlined graphically only three weeks ago when one brave German customs officer, doing his duty on the frontier between Holland and Germany, struck a major blow against the terrorists of the IRA.
And before I leave the subject of a single market, may I say that we certainly do not need new regulations which raise the cost of employment and make Europe's labour market less flexible and less competitive with overseas suppliers.
If we are to have a European Company Statute, it should contain the minimum regulations.
And certainly we in Britain would fight attempts to introduce collectivism and corporatism at the European level—although what people wish to do in their own countries is a matter for them.
Europe Open to the World
My fourth guiding principle is that Europe should not be protectionist.
The expansion of the world economy requires us to continue the process of removing barriers to trade, and to do so in the multilateral negotiations in the GATT.
It would be a betrayal if, while breaking down constraints on trade within Europe, the Community were to erect greater external protection.
We must ensure that our approach to world trade is consistent with the liberalisation we preach at home.
We have a responsibility to give a lead on this, a responsibility which is particularly directed towards the less developed countries.
They need not only aid; more than anything, they need improved trading opportunities if they are to gain the dignity of growing economic strength and independence.
Europe and Defence
My last guiding principle concerns the most fundamental issue—the European countries' role in defence.
Europe must continue to maintain a sure defence through NATO.
There can be no question of relaxing our efforts, even though it means taking difficult decisions and meeting heavy costs.
It is to NATO that we owe the peace that has been maintained over 40 years.
The fact is things are going our way: the democratic model of a free enterprise society has proved itself superior; freedom is on the offensive, a peaceful offensive the world over, for the first time in my life-time.
We must strive to maintain the United States' commitment to Europe's defence. And that means recognising the burden on their resources of the world role they undertake and their point that their allies should bear the full part of the defence of freedom, particularly as Europe grows wealthier.
Increasingly, they will look to Europe to play a part in out-of-area defence, as we have recently done in the Gulf.
NATO and the Western European Union have long recognised where the problems of Europe's defence lie, and have pointed out the solutions. And the time has come when we must give substance to our declarations about a strong defence effort with better value for money. [end p7]
It is not an institutional problem.
It is not a problem of drafting. It is something at once simpler and more profound: it is a question of political will and political courage, of convincing people in all our countries that we cannot rely for ever on others for our defence, but that each member of the Alliance must shoulder a fair share of the burden.
We must keep up public support for nuclear deterrence, remembering that obsolete weapons do not deter, hence the need for modernisation.
We must meet the requirements for effective conventional defence in Europe against Soviet forces which are constantly being modernised.
We should develop the WEU, not as an alternative to NATO, but as a means of strengthening Europe's contribution to the common defence of the West.
Above all, at a time of change and uncertainly in the Soviet Union and Eastern Europe, we must preserve Europe's unity and resolve so that whatever may happen, our defence is sure.
At the same time, we must negotiate on arms control and keep the door wide open to cooperation on all the other issues covered by the Helsinki Accords.
But let us never forget that our way of life, our vision and all we hope to achieve, is secured not by the rightness of our cause but by the strength of our defence.
On this, we must never falter, never fail.
The British Approach
Mr. Chairman, I believe it is not enough just to talk in general terms about a European vision or ideal.
If we believe in it, we must chart the way ahead and identify the next steps.
And that is what I have tried to do this evening.
This approach does not require new documents: they are all there, the North Atlantic Treaty, the Revised Brussels Treaty and the Treaty of Rome, texts written by far-sighted men, a remarkable Belgian—Paul Henri Spaak—among them.
However far we may want to go, the truth is that we can only get there one step at a time.
And what we need now is to take decisions on the next steps forward, rather than let ourselves be distracted by Utopian goals.
Utopia never comes, because we know we should not like it if it did.
Let Europe be a family of nations, understanding each other better, appreciating each other more, doing more together but relishing our national identity no less than our common European endeavour.
Let us have a Europe which plays its full part in the wider world, which looks outward not inward, and which preserves that Atlantic community—that Europe on both sides of the Atlantic—which is our noblest inheritance and our greatest strength.
May I thank you for the privilege of delivering this lecture in this great hall to this great college (applause).

Mr President, it gives me great pleasure to return to the Podium of this assembly. When I last spoke here four years ago, on the 40th anniversary of the United Nations, the message that I and others like me gave was one of encouragement to the organisation to play the great role allotted to it.
Of all the challenges faced by the world community in those four years, one has grown clearer than any other in both urgency and importance—I refer to the threat to our global environment. I shall take the opportunity of addressing the general assembly to speak on that subject alone.
INTRODUCTION
During his historic voyage through the south seas on the Beagle, Charles Darwin landed one November morning in 1835 on the shore of Western Tahiti.
After breakfast he climbed a nearby hill to find advantage point to survey the surrounding Pacific. The sight seemed to him like “a framed engraving” , with blue sky, blue lagoon, and white breakers crashing against the encircling Coral Reef.
As he looked out from that hillside, he began to form his theory of the evolution of coral; 154 years after Darwin 's visit to Tahiti we have added little to what he discovered then.
What if Charles Darwin had been able, not just to climb a foothill, but to soar through the heavens in one of the orbiting space shuttles?
What would he have learned as he surveyed our planet from that altitude? From a moon's eye view of that strange and beautiful anomaly in our solar system that is the earth?
Of course, we have learned much detail about our environment as we have looked back at it from space, but nothing has made a more profound impact on us than these two facts.
First, as the British scientist Fred Hoyle wrote long before space travel was a reality, he said “once a photograph of the earth, taken from the outside is available … a new idea as powerful as any other in history will be let loose” .
That powerful idea is the recognition of our shared inheritance on this planet. We know more clearly than ever [end p1] before that we carry common burdens, face common problems, and must respond with common action.
And second, as we travel through space, as we pass one dead planet after another, we look back on our earth, a speck of life in an infinite void. It is life itself, incomparably precious, that distinguishes us from the other planets.
It is life itself—human life, the innumerable species of our planet—that we wantonly destroy. It is life itself that we must battle to preserve.
For over forty years, that has been the main task of this United Nations.
To bring peace where there was war.
Comfort where there was misery.
Life where there was death.
The struggle has not always been successful. There have been years of failure.
But recent events have brought the promise of a new dawn, of new hope. Relations between the Western nations and the Soviet Union and her allies, long frozen in suspicion and hostility, have begun to thaw.
In Europe, this year, freedom has been on the march.
In Southern Africa—Namibia and Angola—the United Nations has succeeded in holding out better prospects for an end to war and for the beginning of prosperity.
And in South East Asia, too, we can dare to hope for the restoration of peace after decades of fighting.
While the conventional, political dangers—the threat of global annihilation, the fact of regional war—appear to be receding, we have all recently become aware of another insidious danger.
It is as menacing in its way as those more accustomed perils with which international diplomacy has concerned itself for centuries.
It is the prospect of irretrievable damage to the atmosphere, to the oceans, to earth itself.
Of course major changes in the earth's climate and the [end p2] environment have taken place in earlier centuries when the world's population was a fraction of its present size.
The causes are to be found in nature itself—changes in the earth's orbit: changes in the amount of radiation given off by the sun: the consequential effects on the plankton in the ocean: and in volcanic processes.
All these we can observe and some we may be able to predict. But we do not have the power to prevent or control them.
What we are now doing to the world, by degrading the land surfaces, by polluting the waters and by adding greenhouse gases to the air at an unprecedented rate—all this is new in the experience of the earth. It is mankind and his activities which are changing the environment of our planet in damaging and dangerous ways.
We can find examples in the past. Indeed we may well conclude that it was the silting up of the River Euphrates which drove man out of the Garden of Eden.
We also have the example of the tragedy of Easter Island, where people arrived by boat to find a primeval forest. In time the population increased to over 9,000 souls and the demand placed upon the environment resulted in its eventual destruction as people cut down the trees. This in turn led to warfare over the scarce remaining resources and the population crashed to a few hundred people without even enough wood to make boats to escape.
The difference now is in the scale of the damage we are doing.
VAST INCREASE IN CARBON DIOXIDE
We are seeing a vast increase in the amount of carbon dioxide reaching the atmosphere. The annual increase is three billion tonnes: and half the carbon emitted since the Industrial Revolution still remains in the atmosphere.
At the same time as this is happening, we are seeing the destruction on a vast scale of tropical forests which are uniquely able to remove carbon dioxide from the air.
Every year an area of forest equal to the whole surface of the United Kingdom is destroyed. At present rates of clearance we shall, by the year 2000, have removed 65 per cent of forests in the humid tropical zones. [end p3]
The consequences of this become clearer when one remembers that tropical forests fix more than ten times as much carbon as do forests in the temperate zones.
We now know, too, that great damage is being done to the Ozone Layer by the production of halons and chlorofluorocarbons. But at least we have recognised that reducing and eventually stopping the emission of CFCs is one positive thing we can do about the menacing accumulation of greenhouse gases.
It is of course true that none of us would be here but for the greenhouse effect. It gives us the moist atmosphere which sustains life on earth. We need the greenhouse effect—but only in the right proportions.
More than anything, our environment is threatened by the sheer numbers of people and the plants and animals which go with them. When I was born the world's population was some 2 billion people. My Michael Thatchergrandson will grow up in a world of more than 6 billion people.
Put in its bluntest form: the main threat to our environment is more and more people, and their activities: The land they cultivate ever more intensively; The forests they cut down and burn; The mountain sides they lay bare; The fossil fuels they burn; The rivers and the seas they pollute.
The result is that change in future is likely to be more fundamental and more widespread than anything we have known hitherto. Change to the sea around us, change to the atmosphere above, leading in turn to change in the world's climate, which could alter the way we live in the most fundamental way of all.
That prospect is a new factor in human affairs. It is comparable in its implications to the discovery of how to split the atom. Indeed, its results could be even more far-reaching.
THE LATEST SCIENTIFIC EVIDENCE
We are constantly learning more about these changes affecting our environment, and scientists from the Polar Institute in Cambridge and The British Antarctic Survey have been at the leading edge of research in both the Arctic and the Antarctic, warning us of the greater dangers that lie ahead. [end p4]
Let me quote from a letter I received only two weeks ago, from a British scientist on board a ship in the Antarctic Ocean: he wrote, “In the Polar Regions today, we are seeing what may be early signs of man-induced climatic change. Data coming in from Halley Bay and from instruments aboard the ship on which I am sailing show that we are entering a Spring Ozone depletion which is as deep as, if not deeper, than the depletion in the worst year to date. It completely reverses the recovery observed in 1988. The lowest recording aboard this ship is only 150 Dobson units for Ozone total content during September, compared with 300 for the same season in a normal year.” That of course is a very severe depletion.
He also reports on a significant thinning of the sea ice, and he writes that, in the Antarctic, “Our data confirm that the first-year ice, which forms the bulk of sea ice cover, is remarkably thin and so is probably unable to sustain significant atmospheric warming without melting. Sea ice, separates the ocean from the atmosphere over an area of more than 30 million square kilometres. It reflects most of the solar radiation falling on it, helping to cool the earth's surface. If this area were reduced, the warming of earth would be accelerated due to the extra absorption of radiation by the ocean.”
“The lesson of these Polar processes,” he goes on, “is that an environmental or climatic change produced by man may take on a self-sustaining or ‘runaway’ quality … and may be irreversible.” That is from the scientists who are doing work on the ship that is presently considering these matters.
These are sobering indications of what may happen and they led my correspondent to put forward the interesting idea of a World Polar Watch, amongst other initiatives, which will observe the world's climate system and allow us to understand how it works.
We also have new scientific evidence from an entirely different area, the Tropical Forests. Through their capacity to evaporate vast volumes of water vapour, and of gases and particles which assist the formation of clouds, the forests serve to keep their regions cool and moist by weaving a sunshade of white reflecting clouds and by bringing the rain that sustains them.
A recent study by our British Meteorological Office on the Amazon rainforest shows that large-scale deforestation may reduce rainfall and thus affect the climate directly. Past experience shows us that without trees there is no rain, and without rain there are no trees. [end p5]
THE SCOPE FOR INTERNATIONAL ACTION
Mr President, the evidence is there. The damage is being done. What do we, the International Community, do about it?
In some areas, the action required is primarily for individual nations or groups of nations to take.
I am thinking for example of action to deal with pollution of rivers—and many of us now see the fish back in rivers from which they had disappeared.
I am thinking of action to improve agricultural methods—good husbandry which ploughs back nourishment into the soil rather than the cut-and-burn which has damaged and degraded so much land in some parts of the world.
And I am thinking of the use of nuclear power which—despite the attitude of so-called greens—is the most environmentally safe form of energy.
But the problem of global climate change is one that affects us all and action will only be effective if it is taken at the international level.
It is no good squabbling over who is responsible or who should pay. Whole areas of our planet could be subject to drought and starvation if the pattern of rains and monsoons were to change as a result of the destruction of forests and the accumulation of greenhouse gases.
We have to look forward not backward and we shall only succeed in dealing with the problems through a vast international, co-operative effort.
Before we act, we need the best possible scientific assessment: otherwise we risk making matters worse. We must use science to cast a light ahead, so that we can move step by step in the right direction.
The United Kingdom has agreed to take on the task of co-ordinating such an assessment within the Inter-governmental Panel on Climate Change, an assessment which will be available to everyone by the time of the Second World Climate Conference next year.
But that will take us only so far. The report will not be able to tell us where the hurricanes will be striking; who will be flooded; or how often and how severe the droughts will be. Yet we will need to know these things if we are to adapt to future climate change, and that [end p6] means we must expand our capacity to model and predict climate change. We can test our skills and methods by seeing whether they would have successfully predicted past climate change for which historical records exist.
Britain has some of the leading experts in this field and I am pleased to be able to tell you that the United Kingdom will be establishing a new centre for the prediction of climate change, which will lead the effort to improve our prophetic capacity.
It will also provide the advanced computing facilities that scientists need. And it will be open to experts from all over the world, especially from the developing countries, who can come to the United Kingdom and contribute to this vital work.
But as well as the science, we need to get the economics right. That means first we must have continued economic growth in order to generate the wealth required to pay for the protection of the environment. But it must be growth which does not plunder the planet today and leave our children to deal with the consequences tomorrow.
And second, we must resist the simplistic tendency to blame modern multinational industry for the damage which is being done to the environment. Far from being the villains, it is on them that we rely to do the research and find the solutions.
It is industry which will develop safe alternative chemicals for refrigerators and air-conditioning. It is industry which will devise bio-degradable plastics. It is industry which will find the means to treat pollutants and make nuclear waste safe—and many companies as you know already have massive research programmes.
The multinationals have to take the long view. There will be no profit or satisfaction for anyone if pollution continues to destroy our planet.
As people's consciousness of environmental needs rises, they are turning increasingly to ozone-friendly and other environmentally safe products. The market itself acts as a corrective the new products sell and those which caused environmental damage are disappearing from the shelves.
And by making these new products widely available, industry will make it possible for developing countries to [end p7] avoid many of the mistakes which we older industrialised countries have made.
We should always remember that free markets are a means to an end. They would defeat their object if by their output they did more damage to the quality of life through pollution than the well-being they achieve by the production of goods and services.
On the basis then of sound science and sound economics, we need to build a strong framework for international action.
It is not new institutions that we need. Rather we need to strengthen and improve those which already exist: in particular the World Meteorological Organisation and the United Nations Environment Programme.
The United Kingdom has recently more than doubled its contribution to UNEP and we urge others, who have not done so and who can afford it, to do the same.
And the central organs of the United Nations, like this General Assembly, must also be seized of a problem which reaches into virtually all aspects of their work and will do so still more in the future.
CONVENTION ON GLOBAL CLIMATE
The most pressing task which faces us at the international level is to negotiate a framework convention on climate change—a sort of good conduct guide for all nations.
Fortunately we have a model in the action already taken to protect the ozone layer. The Vienna Convention in 1985 and the Montreal Protocol in 1987 established landmarks in international law. They aim to prevent rather than just cure a global environmental problem.
I believe we should aim to have a convention on global climate change ready by the time the World Conference on Environment and Development meets in 1992. That will be among the most important conferences the United Nations has ever held. I hope that we shall all accept a responsibility to meet this timetable.
The 1992 Conference is indeed already being discussed among many countries in many places. And I draw particular attention to the very valuable discussion which members of the Commonwealth had under the Mahathir bin MohamadPrime Minister of Malaysia's chairmanship at our recent Commonwealth Heads of Government Meeting in Kuala Lumpur. [end p8]
But a framework is not enough. It will need to be filled out with specific undertakings, or protocols in diplomatic language, on the different aspects of climate change.
These protocols must be binding and there must be effective regimes to supervise and monitor their application. Otherwise those nations which accept and abide by environmental agreements, thus adding to their industrial costs, will lose out competitively to those who do not.
The negotiation of some of these protocols will undoubtedly be difficult. And no issue will be more contentious than the need to control emissions of carbon dioxide, the major contributor—apart from water vapour—to the greenhouse effect.
We can't just do nothing. But the measures we take must be based on sound scientific analysis of the effect of the different gases and the ways in which these can be reduced. In the past there has been a tendency to solve one problem at the expense of making others worse.
The United Kingdom therefore proposes that we prolong the role of the Inter-governmental Panel on Climate Change after it submits its report next year, so that it can provide an authoritative scientific base for the negotiation of this and other protocols.
We can then agree to targets to reduce the greenhouse gases, and how much individual countries should contribute to their achievement. We think it important that this should be done in a way which enables all our economies to continue to grow and develop.
The challenge for our negotiators on matters like this is as great as for any disarmament treaty. The Inter-governmental Panel's work must remain on target, and we must not allow ourselves to be diverted into fruitless and divisive argument. Time is too short for that.
Before leaving the area where international action is needed, I would make a plea for a further global convention, one to conserve the infinite variety of species—of plant and animal life—which inhabit our planet.
The tropical forests contain a half of the species in the world, so their disappearance is doubly damaging, and it is astonishing but true that our civilisation, whose imagination has reached the boundaries of the universe, does not know, to within a factor of ten, how many species the earth [end p9] supports.
What we do know is that we are losing them at a reckless rate—between three and fifty each day on some estimates—species which could perhaps be helping us to advance the frontiers of medical science. We should act together to conserve this precious heritage.
BRITAIN'S CONTRIBUTION
Every nation will need to make its contribution to the world effort, so I want to tell you how Britain intends to contribute, either by improving our own national performance in protecting the environment, or through the help that we give to others, and I shall tell you under four headings.
First, we shall be introducing over the coming months a comprehensive system of pollution control to deal with all kinds of industrial pollution whether to air, water or land.
We are encouraging British industry to develop new technologies to clean up the environment and minimise the amount of waste it produces—and we aim to recycle 50 per cent of our household waste by the end of the century.
Secondly, we will be drawing up over the coming year our own environmental agenda for the decade ahead. That will cover energy, transport, agriculture, industry—everything which affects the environment.
With regard to energy, we already have a £2 billion programme of improvements to reduce acid rain emissions from our power stations. We shall be looking more closely at the role of non-fossil fuel sources, including nuclear, in generating energy. And our latest legislation requires companies which supply electricity positively to promote energy efficiency.
On transport, we shall look for ways to strengthen controls over vehicle emissions and to develop the lean-burn engine, which offers a far better long-term solution than the three-way catalyst, in terms of carbon dioxide and the greenhouse effect.
We have already reduced the tax on lead-free petrol to encourage its use. That is an example of using market-based incentives to promote good environmental practice and we shall see whether there are other areas where this same principle can be applied.
With regard to agriculture, we recognise that farmers not [end p10] only produce food—which they do with great efficiency—they need to conserve the beauty of the priceless heritage of our countryside. So we are therefore encouraging them to reduce the intensity of their methods and to conserve wild-life habitats.
We are planting new woods and forests—indeed there has been a 50 per cent increase in tree planting in Britain in the last ten years.
We also aim to reduce chemical inputs to the soil and we are bringing forward measures to deal with the complex problem of nitrates in water. All that is part of our own ten-year programme coming up to the end of the century.
Third, we are increasing our investment in research into global environmental problems. I have already mentioned the climate change centre that we are establishing.
In addition we are supporting our own scientists', and in particular the British Antarctic Survey's crucial contribution to the World Ocean Circulation Experiment, as well as the voyages of our aptly-named research ship, the ‘Charles Darwin’.
We have also provided more money for the Climate and Environment Satellite Monitoring Programmes of the European Space Agency.
Fourth, we help poorer countries to cope with their environmental problems through our Aid Programme.
We shall give special help to manage and preserve the tropical forests. We are already assisting in twenty countries and have recently signed agreements with India and Brazil.
And as a new pledge, I can announce today that we aim to commit a further £100 million bilaterally to tropical forestry activities over the next three years, mostly within the framework of the Tropical Forestry Action Plan. That is what we are doing in Britain under those four headings. All of those things.
CONCLUSION
Mr President, the environmental challenge which confronts the whole world demands an equivalent response from the whole world. Every country will be affected and no one can opt out. [end p11]
We should work through this great organisation and its agencies to secure world-wide agreements on ways to cope with the effects of climate change, the thinning of the Ozone Layer, and the loss of precious species.
We need a realistic programme of action and an equally realistic timetable.
Each country has to contribute, and those countries who are industrialised must contribute more to help those who are not.
The work ahead will be long and exacting. We should embark on it hopeful of success, not fearful of failure.
I began with Charles Darwin and his work on the theory of evolution and the origin of species. Darwin 's voyages were among the high-points of scientific discovery. They were undertaken at a time when men and women felt growing confidence that we could not only understand the natural world but we could master it, too.
Today, we have learned rather more humility and respect for the balance of nature. But another of the beliefs of Darwin 's era should help to see us through—the belief in reason and the scientific method.
Reason is humanity's special gift. It allows us to understand the structure of the nucleus. It enables us to explore the heavens. It helps us to conquer disease. Now we must use our reason to find a way in which we can live with nature, and not dominate nature.
At the end of a book which has helped many young people to shape their own sense of stewardship for our planet, its American author quotes one of our greatest English poems, Milton 's “Paradise Lost” .
When Adam in that poem asks about the movements of the heavens, Raphael the Archangel refuses to answer. “Let it speak” , he says,
”The Maker's high magnificence, who built
So spacious, and his line stretcht out so far,
That Man may know he dwells not in his own; An edifice too large for him to fill,
Lodg'd in a small partition, and the rest
Ordain'd for uses to his Lord best known.”
We need our reason to teach us today that we are not, that [end p12] we must not try to be, the lords of all we survey.
We are not the lords, we are the Lord's creatures, the trustees of this planet, charged today with preserving life itself—preserving life with all its mystery and all its wonder.
May we all be equal to that task.

I warn you that you will have poverty–when pensions slip and benefits are whittled away by a government that won’t pay in an economy that can’t pay.
I warn you that you will be cold–when fuel charges are used as a tax system that the rich don’t notice and the poor can’t afford.
I warn you that you must not expect work–when many cannot spend, more will not be able to earn. When they don’t earn, they don’t spend. When they don’t spend, work dies.
I warn you not to go into the streets alone after dark or into the streets in large crowds of protest in the light.
I warn you that you will be quiet–when the curfew of fear and the gibbet of unemployment make you obedient.
I warn you that you will have defence of a sort–with a risk and at a price that passes all understanding.
I warn you that you will be home-bound–when fares and transport bills kill leisure and lock you up.
I warn you that you will borrow less–when credit, loans, mortgages and easy payments are refused to people on your melting income.

The right hon. Member for Penrith and The Border (Mr. Whitelaw) was good enough at the beginning of his speech to make a few kindly references to myself. Therefore, it would be churlish if I did not comment upon them. I had intended to start my speech by making a few remarks on the speeches of the representatives of the smaller parties. However, let me say at once to the right hon. Gentleman that I was especially gratified that he quoted—accurately for a change—my words at the Moss Side by-election. So effective were my words on that occasion, and so overwhelming was the force of my argument, that a good Labour Member was returned to the House of Commons. I am not saying that it was entirely due to my words on that occasion, but it shows that the right hon. Gentleman has not picked on the most damning of all indictments against me for what I might have said.
I shall return later to the speeches of the right hon. Gentleman and the right hon. Lady the Leader of the Opposition. First, I should like to refer to some of the extremely important speeches that have been made by representatives of the smaller parties in the House. I do not know whether all hon. Members understand that this is a House in which smaller parties have rights. [HON. MEMBERS: "Hear, hear."] I do not know why Conservative Members should jeer so readily. It would be discourteous of me not to reply to those speeches.
I refer first to the speech of my hon. Friend the Member for Belfast, West (Mr. Fitt). I am glad that there were a considerable number of hon. Members in the Chamber for my hon. Friend's speech. All those who heard it, whatever their views, would have been deeply moved.
576 My hon. Friend proved again what we on this side of the House have always recognised—that he is a man of great courage and great honour. The House is wise to heed what he says.
I did not agree with everything that my hon. Friend said about the Government and our conduct in Northern Ireland. My hon. Friend is one of my oldest friends in the House, and I believe that when he comes to review everything that he said he will recognise that there were some unjust comments on what has been done by my right hon. Friends. Nevertheless, I respect his speech. Of course, I would have preferred that my hon. Friend could have made a peroration in which he said that he would come into the Lobby with us, but even though that peroration was absent it does not detract from the admiration felt by every hon. Member who heard his speech.
The hon. Member for Antrim, South (Mr. Molyneaux) also speaks for Northern Ireland. He is well aware that my right hon. Friend the Secretary of State for Northern Ireland made a statement just under a year ago on many of the matters that the hon. Gentleman touched on. We are pursuing those policies faithfully and properly. Anyone who reviews what the Government have done in that area cannot doubt the straightforwardness and honesty with which we have approached the problems. I do not believe that the hon. Members who represent Northern Ireland, on both sides of the House, can question what I am saying.
I believe that the right hon. Member for Western Isles (Mr. Stewart) and his party have made an error in the way that they propose to vote. However misguided the right hon. Gentleman may be if he adheres to his apparent resolution to vote in the Lobby with those who are most bitterly opposed to the establishment of a Scottish Assembly, hon. Members who heard his speech must acknowledge the remarkable allegiance that the right hon. Gentleman commands from his followers. It is one of the wonders of the world. There has bean nothing quite like it since the armies of ancient Rome used to march into battle. It is only now that we see the right hon. Gentleman in his full imperial guise.
Hail Emperor, those about to die salute you. 577 Which brings me to the Leader of the Liberal Party. He knows that I would not like to miss him out. I am sure that I shall elicit the support and sympathy of the right hon. Lady when I say that she and I have always shared a common interest in the development of this young man. If the right hon. Lady has anything to say about the matter, I shall be happy to give way to her. I should very much like to know, as I am sure would everybody else, what exactly happened last Thursday night. I do not want to misconstrue anything, but did she send for him or did he send for her—or did they just do it by billet-doux? Cupid has already been unmasked. This is the first time I have ever seen a Chief Whip who could blush. He has every right to blush. Anybody who was responsible for arranging this most grisly of assignations has a lot to answer for.
That brings me to the right hon. Lady. I have never in this House or elsewhere, so far as I know, said anything discourteous to her, and I do not intend to do so. I do not believe that is the way in which politics should be conducted. That does not mean that we cannot exchange occasional pleasantries. What the right hon. Lady has done today is to lead her troops into battle snugly concealed behind a Scottish nationalist shield, with the boy David holding her hand.
I must say to the right hon. Lady—and I should like to see her smile—that I am even more concerned about the fate of the right hon. Gentleman than I am about her. She can look after herself. But the Leader of the Liberal Party—and I say this with the utmost affection—has passed from rising hope to elder statesman without any intervening period whatsoever.
I hope that the House will excuse me if I refer to some of the speeches made by representatives of the smaller parties. Although there have been occasional mischievous attacks made on politicians in this House, and sometimes occasionally on myself, I believe that, especially in a Parliament where there is no absolute majority, it is the duty of the Leader of the House to be prepared to enter into conversation with representatives of all parties. What is more, there is not one spokesman or representative of any smaller party in this House who can say that I have misled him on any occasion in any conversation I have had with him. I 578 believe that that process assists the House in transacting its business, and I believe that the House of Commons will come to learn that.
Let me turn to the central theme of the right hon. Lady's speech. She quoted a book which was written by Anthony Crosland, who was a good friend of hon. Members who sit on the Labour Benches. I hope that she will not mind if I quote from a book, published not so long ago, by Reginald Maudling. I do not do this as a taunt, but I believe that it is of major significance to the House in deciding the vote and to the country at large in the more general debate over the coming weeks and months. It concerns a matter of major significance to our country over the past seven or eight years. Mr. Maud-ling wrote of his experience in the Shadow Cabinet: From the start, there was a tendency in the Shadow Cabinet to move away from the Heath line of policy further to the Right: to this I was totally opposed. In particular, I could not support the arguments of Keith Joseph, who was inclined to say that all we had done in the Government of 1970–74 was wrong and not true Conservatism. I totally disagreed with this, because it seemed to me that Keith was fully entitled to measure himself for a hair shirt if he wanted to, but I was blowed if I could see why he should measure me and Ted at the same time. I am sorry that we do not have the assistance of the right hon. Member for Sidcup (Mr. Heath). That was just a prelude, and Mr. Maudling continued: I could not help recalling Selsdon Park, and the swing to the Right in our policies which occurred then, and how long it had taken in Government to get back to the realities of life. I feared that the same thing was beginning to happen again. I believe that that is an authentic account of what happened in the Shadow Cabinet when the right hon. Lady, out of passionate conviction, led her party back to the Selsdon Park policies. That is the reality of the matter and the reason why the right hon. Lady has never succeeded in securing full political cooperation with the right hon. Member for Sidcup. There is still a great gulf between Selsdon Park Conservatives and those who learnt, in the words of Mr. Maudling, "the realities of life". That comes from someone with great experience in the 1970–74 Government.
Some of us believe that a major purpose in politics is to ensure that our country shall not again have to live 579 through the situation in the period 1970 to 1974. What the right hon. Lady is proposing, which is confirmed by Mr. Maudling's experience inside the Shadow Cabinet, is retreading that path. Nothing more disastrous could happen to our country, not only in industrial relations, which is perhaps most strongly branded on the public's mind, but in almost all areas. It was part of the Selsdon Park policy to abandon support for British industry, drive us into the Common Market on the most disadvantageous terms, and return to the naked laissez-faire policies of the right hon. Member for Leeds, North-East (Sir K. Joseph). Those are the policies to which the right hon. Lady has led her party. I give her full credit. She does it because she believes in it. She would hardly deny it. Or will she deny it and pretend that on this issue she has some special new policy of her own?
The Leader of the Opposition has not been able to explain very successfully to the House her special policy for dealing with devolution. We have made a proposal, but the Leader of the Opposition said in reply to my hon. Friend the Member for West Lothian (Mr. Dalyell) that she proposed—and I think that this is a fair summary of what she said—talks about talks about talks about talks. That is her proposal for devolution. In fact, I think that my summary of her reply is rather complimentary because what she really proposes is to do nothing at all—[HON. MEMBERS: "Good."] Conservative Back Benchers shout "Good" and the hon. Member for Halesowen and Stourbridge (Mr. Stokes) shouts louder than anyone, but the Leader of the Opposition has, on the devolution question, torn up all the original policies of her party—the ones on which they fought the last general election—and now she proposes to do nothing. She has no proposals for a Scottish Assembly or any form of devolution or progress in that direction.
If that is her course, she has come round in a big circle. I will not say full circle, because she has never been very much in favour of devolution. She has torn up the proposals that her party put forward in "The Right Approach" not so many years ago. At that time she said: 580 in our view the Union is more likely to be harmed by doing nothing than by responding to the wish of the people of Scotland for less government from the centre. What the right hon. Lady is doing is what she said a few years ago she was not prepared to do.
We believe that if this House says that it will wipe the Scotland Act off the statute book without proper consideration, very serious injury could be inflicted on the United Kingdom and on the Union itself. This House of Commons should pay resepect to the referendum, even if it does not comply with the full requirement of 40 per cent. laid down in the Bill. It was on that basis that we made our proposal to the right hon. Lady and to the other parties. If we win the vote tonight, we will renew these proposals. I hope that every section of the House, whatever its preliminary views on the matter, will be prepared to discuss these issues afresh, otherwise there will be a deep gulf and breach, which will grow in years to come, between Scotland and the rest of the United Kingdom. That would be a highly dangerous development. I hope that Conservatives will have second thoughts on the subject.
In her speech today, the right hon. Lady sought to make us forget what happened in the years of the previous Conservative Government. She also sought to give a very peculiar impression of the kind of legacy the Conservatives left behind for the Labour Government who came to power in 1974. It is interesting to note the things that she did not mention at all. She did not say a word about the balance of payments. I do not know whether she regards that as a matter of any significance. The fact is that the deficit in our balance of payments in the year that she and her right hon. Friends left office was the biggest in our history—even bigger than the deficit that the Tory Party left us in 1964. But of course she wants all that to be wiped away from the public memory. She wants to have wiped away from the public memory also the real figures of the rate of inflation when the Conservatives left office—what is more, a rising rate of inflation. There was a rate of inflation of 14 per cent. in February, with 15 per cent. and more in the pipeline, and a prophecy then of 20 per cent.—

We have heard the old parrot cry from all the right hon. and hon. parrots before, and I dare say that they will utter it again. We shall hear it all through the general election campaign, but it will not alter the fact that the Conservatives left us a rising rate of inflation, zooming upwards, with threshold payments inbuilt to make the rate of inflation continue upwards. That is what they left us, and what we have done is to bring the rate down to less than half what it was when the right hon. Lady and her right hon. and hon. Friends were put out of office. That is another of the major aspects of what has occurred that the Conservatives wish to leave out of the reckoning.
Worst of all, perhaps, the greatest disservice that the right hon. Lady does to the country in the way in which she presents the argument is that she seeks to pretend that all the burdens and problems that we have had to contend with in the past four years—and nobody can say that the storm has not been a fierce one—[HON. MEMBERS: "Ah."] The Conservatives think that there is no storm blowing outside. So ignorant are they of the outside world that they think that there is a storm blowing only here. So incompetent and ill equipped are they to try to put things right that they do not even trouble to know what is happening in other parts of the world.
When my right hon. Friend the Prime Minister goes to conferences to meet the leaders of the United States, Japan and other countries, all that the right hon. Lady and her friends can do in the House is to jeer and sneer as if those were matters of no significance. Moreover, the right hon. Lady does something worse. She says that in some way or other this country has been demeaned in the councils of the world during these past four years. There is no basis for that. It is not what the leaders of the other countries say; it is only what the Leader of the Opposition in this country says. That is not what the other countries have said about the policies that we have advocated at the summit meetings.
Why does not the right hon. Lady say whether she agrees or disagrees with the propositions that we have put at those summit meetings? It is because she wishes to mislead the people of this country into thinking that there is a problem only 582 here, that there is no problem in the wider world. We have had this from the Conservative Party on many occasions before. It has happened so often in our history, and I believe that it will happen again in the coming months when the public go to the polls to decide the issue. The argument must be lifted from the levels where the right hon. Lady would have it to the level of seeing what is happening to our country as a whole. Anyone who looks can see a very different story from the one told by the right hon. Lady today.
It is not the case that we have failed to grapple with all the problems in the past four years. We have started to deal with them, even with the limited power that we have had in this House. We have also, despite all the storms, despite all the setbacks, despite all the hardships, carried out major programmes of social reform at the same time. It is because we were determined to carry out those social changes, those social reforms, those improvements in the social services, despite all the difficulties, determined to share better the wealth produced by this country, even if that wealth was not as great as we wanted to it to be, that we have been able to weather the storm and prepare for other times.
So what will happen? What will once again be the choice at the next election? It will not be so dissimilar from the choice that the country had to make in 1945, or even in 1940 when the Labour Party had to come to the rescue of the country—[HON. MEMBERS: "Oh."]
It was on a motion of the Labour Party that the House of Commons threw out the Chamberlain Government in 1940. It was thanks to the Labour Party that Churchill had the chance to serve the country in the war years. Two-thirds of the Conservative Party at that time voted for the same reactionary policies as they will vote for tonight. It is sometimes in the most difficult and painful moments of our history that the country has turned to the Labour Party for salvation, and it has never turned in vain. We saved the country in 1940, and we did it again in 1945. We set out to rescue the country—or what was left of it—in 1974. Here 583 again in 1979 we shall do the same—[Interruption.]

Thank you. Comrades, Alan, I think you must be all Welsh to give a welcome like that. But wherever you come from, I do thank you and I think movement, the country, will have got that message that you gave them there and then very loud and very clear. There is no mistaking that.
Comrades, before I present my parliamentary report this year, I want to mark the fact that at this Conference we see the retirement of an unusual number of our senior comrades in the trade union movement and also, of course, we have seen this year the retirement of our General Secretary, Jim Mortimer. I want to take this opportunity of paying tribute to all of those people, together with those who are perhaps not so distinguished, for their lifetime of service to this working class movement.
Today, however, we learn with deep sadness that one of those retired friends died this morning. Terry Duffy was blunt, irascible, not always easy to agree with, but as honest as the day was long, and we mourn his death and the fact that he had to endure with immense courage months of a dreadful illness. We send our sincere condolences to his family, and to Terry and to the many others who have made such a contribution to our movement we say thanks for all that they have done.
Comrades, this week in which our Conference meets is the 333rd week of Mrs Thatcher’s government. In this average week in Tory Britain 6,000 people will lose their jobs, 225 businesses will go bankrupt, £400 million will be spent on paying the bills of unemployment, 6,000 more people will be driven by poverty into supplementary benefit; and in this week in the world at large over $10,000 million will be spent on armaments and less than $1,000 million will be spent on official aid; and in this week over 300,000 children will die in the Third World. These are the real challenges that we have to face, at home and abroad. These are the concerns of our nation; they are the crises of our world. These are the problems which we in our party address and must address this week and every other week. Only we will address them this week and every other week, because that is what our party is for.
The Tories do not see things like that. They do not believe that these are great problems of substance at all. They think that all of the woes are simply a matter of ‘presentation’, as they put it. Presentation – that is what their ministers tell each other, that is what their Conference will tell itself next week, that is what the Prime Minister uses to explain everything: it is all a matter of presentation. The unemployment does not really exist, the training centres have not been shut down, the Health Service is safe in their hands: it is all just a matter of presentation. Indeed, they are so convinced of that that they have now got rid of Mr John Selwyn Gummer. He has been sent off to the Ministry of Agriculture, where doubtlessly the expertise that he gained as Chairman of the Tory Party in handling natural fertiliser will come in very handy.
In little Selwyn’s place we have Mr Norman Tebbit, charged with the task, so the newspapers tell us, of explaining the government to the country. The last person to have that commission was Dr Goebbels. Whilst Lord Willie Whitelaw, so the newspapers tell us, retains responsibility for co-ordinating the presentation of government policy. Norman and Willie – surely arsenic and old lace! Still, to give the devil his due, Mr Tebbit has been very frank about his whole function. A few days ago he said: ‘I don’t mind being blackguarded for what we’ve done, but I don’t want to be blackguarded for what we haven’t done.’
He will not mind then if I ask him to take a little time off from commissioning young Tories to litter the streets of Bournemouth and give us a few explanations. Ask him to explain, for instance, how the self-acclaimed party of law and order comes to preside over a record 40 per cent rise in crime in our country in the last six years. How does the declared party of school standards contrive a situation in which Her Majesty’s inspectors can describe the schooling system as ‘inadequate, shabby, dilapidated, outdated’, and then on top of that the Government goads the most temperate of professions – the teachers – into taking prolonged sanctions in the schools they work in? How does the party of the family cut child benefit, cut housing benefit, reduce nursery schooling, turn hundreds of women into immigration widows? How does the party of the family hit the old and the sick by cutting funds in the health and social services? How does the party of the family, indeed of the country and the suburbs, isolate the villages and the suburbs by destroying public transport services? How does the party of the family, above all, so arrange things that this year there is the lowest number of public housing starts in the whole of modern history, the same year in which a Prime Minister makes provision for her retirement with a £450,000 fortress in Dulwich? Is that the mark of the family party?
How is it that the party that promised to roll back the state has arrived at the situation where 1,700,000 more people are entirely dependent on the state because of their poverty during the time the Tories have been in government? How can the party of freedom, the friends of freedom, illegalise trade unionism in GCHQ Cheltenham? How can the party of freedom abolish the right to vote in the Greater London and metropolitan county councils? How can the party of freedom prosecute Sarah Tisdall and Clive Ponting? How can the party of freedom make secret plans to surrender completely the sovereignty of the British people in the event of war? How can the party of freedom do that? That did not happen when the Panzer divisions were at the French coast, when this country was in its most dire jeopardy. The institutions of freedom in this country were maintained. We insist that at tall times of national gravity, at any time of public jeopardy, there is all the more reason for us to sustain the values and the institutions of our democracy in this country. That is what we tell the party of freedom.
How does the party of enterprise preside over record bankruptcies? How does the party of tax cuts arrange that the British people now carry the biggest ever burden of taxation in British history? And how, above all, does the party that got the power by complaining that ‘Labour isn’t working’ claim in the name of sanity that there is a recovery going on, when unemployment rises remorselessly to the point where this Thursday they will record 3.4 million British people registered unemployed even on their fiddle figures? That is an awful lot – 3.4 million – of moaning Minnies, even for the most malevolent Maggie to try and explain away.
They are the paradoxes, they are the inconsistencies, they are the hypocrisies that Norman Tebbit has got to try and explain. No wonder they have given him a professional fiction writer as deputy chairman. But even if Jeffrey Archer was a mixture of the inventive genius of Shakespeare and Houdini and Uri Geller all rolled up into one, he still would not be able to do the trick, because the British people have rumbled. They have rumbled the methods, the motives, the style of the Government. They now understand. The great majority of the British people, including very much those who are not disadvantaged, are now alarmed and ashamed by the way that this Government rules, the divisions it creates, the dangers that it creates in our country. Their concern is recorded in every opinion poll, it is obvious in the statements of clergymen, it is even apparent amongst the soggier elements of the Conservative Party; and the breadth of that concern is evidence of the breadth of decent values and attitudes amongst the British people.
The Government ignores those feelings. They propose no concessions, no changes. All we get is a fleeting visit to what the Prime Minister thinks of as ‘the North’ and we get a Secretary of State for Employment in quarantine in the House of Lords, and then the other response that the Government makes to national crisis is to preach continually that there will be some great miracle of prosperity in some great non-unionised, low wage, tax-dodging, low-tech privatised day that one time will come upon us. It is a myth, mirage, fantasy, and the British people now know that.
They want a government that changes those policies; they want a government that will lift the poor and the unemployed; they want jobs to be generated; and they have demonstrated in overwhelming majorities that they want unemployment and insecurity to be fought by the Government, not used by the Government as the main tool of its economic policies. That is what the British people want. They resent the Tory strategy of fear. They know that fear brings caution, insecurity breeds stagnation. It goes not bring the ‘get up and go’ society that Mrs Thatcher talks about; it brings the ‘keep your head down, hang on to what you’ve got, stay scared’ society. That is what it brings – anxiety. And the penalties of disadvantage do not make confidence or co-operation or strength or stability; they make deference, they make division, they make weakness, yes, and they make conflict too. When tension, division, distrust, racism and idleness are ignited by hopelessness, all of those policies of fear and neglect create chaos in our society and on our streets.
I say that we cannot afford to be ruled by a government that does nothing to combat that lethal mixture of stagnation and strife. We could not afford it at any time, but least of all can we afford it now, when our society must change or decay. We are in that time now, and there must be a better way to face those challenges, those alternatives, than the way that is shown by the Government of Margaret Thatcher.
I believe I know that in this party we do have that better way. I believe we have it because we have the values, the perceptions and the policies that come from democratic socialism. We have the combination of idealism, which stops us throwing in the towel and giving in to he defeatism of toryism, and the realism which makes us buckle down to finding and implementing the answers. That is the essence of what we believe in. That is the combination of idealism and realism that this country needs now. I say to this movement and I say to the country: that combination is more necessary than ever before.
We live in a time of rapidly and radically changing technology. We live at a time of shifts in the whole structure of the world economy; we live at a time of new needs among the peoples of the world and new aspirations among young people and among women – late but welcome new aspirations among half of humankind. In the light of those changes, we need governing policies in this country that can gain change by consent. That will not come from government that bullies and dictates. It will not come from a government that evades changed and dodges the real issues. Change by consent can only be fostered by a government that will deliberately help people to cope with, handle and manage that change. That is the task for us – to promote change in such a way that it advances the people, all of the people.
Change cannot be left to chance. If it is left to chance, it becomes malicious, it creates terrible victims. It has done so generation in, generation out. Change has to be organised. It has to be shaped to the benefit of a society, deliberately, by those who have democratic power in that society; and the democratic instrument of the people who exist for that purpose is the state – yes, the state. To us that means a particular kind of state – an opportunity state, which exists to assist in nourishing talent and rewarding merit; a productive state, which exists to encourage investment and to help expand output; an enabling state, which is at the disposal of the people instead of being dominant over the people. In a word, we want a servant state, which respects those who work for it and reminds them that they work for the people of the country, a state which will give support to the voluntary efforts of those who, in their own time and from their own inspiration, will help the old, the sick, the needy, the young, the ill-housed and the hopeless.
We are democratic socialists. We want to put the state where it belongs in a democracy – under the feet of the people, not over the heads of the people. That is where the state belongs in a democracy. It means the collective contribution of the community for the purpose of individual liberty throughout the community; of individual freedom which is not nominal but real; of freedom which can be exercised in practice because school is good, because the hospital is there, because the training is accessible, because the alternative work is available, because the law is fair, because the streets are safe – real freedoms, real choices, real chances, and, going with them, the real opportunity to meet responsibilities. It is not a state doing things instead of people who could do those things better; it is not a state replacing families or usurping enterprise or displacing initiative or smothering individualism. It is the absolute opposite: it is a servant state doing things that institutions – big institutions, rich institutions, corporate institutions, rich, strong people – will not do, have not done, with anything like the speed or in anything like the scale that is necessary to bring change with consent in our society. That kind of state is the state that we seek under democratic control.
It cannot be done with brutality and it cannot be done with blandness either. That is why the Social Democrats and the Liberals are utterly useless for the purpose of securing change with consent. They are in Polo politics – smooth and firm on the outside and absolutely nothing on the inside. They do not really do anything or say anything to address the real problems. They have just had a fortnight of conferences, most of which they spent talking about themselves and having a sort of a seminar about which David was going to play second fiddle, because we all know which David is going to play first trumpet, don’t we? They cannot be the enablers, for while there are doubtlessly people in their ranks who seek the decent ends of opportunity and production, there is no one there who will commit the means to secure those ends of opportunity and production. That is in the nature of the attitude that they have.
On top of all that in any case all of their aims for the next election are geared to one objective – a permanent, vested interest in instability, a hung Parliament, in which they can be the self-important arbiters of power. That would be contemptible at any time, but at a time when the Government is going to have to get on immediately, urgently, emergently with the task of generating jobs and investment, a strategy which is intent upon horse trading, juggling, balancing and ego flattering is totally contemptible, and the British people should know that.
The Tories meanwhile do not desire enabling ends and plainly will not commit enabling means. In every policy of the Tory government they have shown that their objective is to reduce what we have of an enabling state, what we have of a welfare state, to a rubble of shabby services and lost jobs. Of course they tell us they are not real jobs. Teachers, doctors, nurses, home helps, ancillaries in the schools and in the hospitals, ambulance drivers – they are not real jobs, that is what the Tories tell us. We know they are real jobs. We know they are real jobs because if those jobs are not done, if people are not allowed to do them, the consequent is real pain, real loss of opportunity, real suffering, real misery, yes, and real costs too. That is why they are real jobs, as real as life and death.
We see the Tories’ attitude towards enabling people in the education cuts; we see it in the closure of skill centres and training boards; we see it in the reduction in apprenticeships; we see it in the attempted withdrawal of board and lodging allowances to unemployed youngsters and to the chronically sick who need residences. Above all, we now see the Government’s attitude towards enabling in the proposals made by Norman Fowler in his social security review, which you debated this morning; ‘social security review’ – it would more appropriately be called social insecurity for you and you and you and you. Everybody in this country is going to be disadvantaged if they ever get the chance to implement those policies fully.
In the Labour party we are fighting, and we will go on fighting, those poor law proposals, and as part of that fight early next year we will launch Labour’s freedom and fairness campaign to put the issues to the British people, to give them our alternatives and to show that once again we have real policies for hope to put in place of fear, which is the only Tory policy. Of course hope is cheap; attractive, delightful, but cheap. Help costs money. So in the course of that fight and in our policies for construction and care we have to take full account of the breadth and depth of the ruin made by the policies of eight or maybe even, by then, nine years of applied Thatcherism. The extent of that ruin is awful. Last Wednesday the Association of British Chambers of Commerce reported: ‘Our shrinking manufacturing base and deteriorating trade performance raises a fundamental question about the future of the British economy. How do we pay our way in the world when the oil trade surplus, at present a huge £11.5 thousand million, begins to disappear in the late 1980s. Answers to these questions from economic ministers and senior civil servants have been unsatisfactory.’
Comrades, in the last six years, alone among the major industrial nations, manufacturing production in Britain has actually fallen by 8 per cent; investment in manufacturing production has fallen by 20 per cent; manufactured trade has moved from a surplus of £4,000 million in the last year of the Labour government to a deficit of £4,000 million in the sixth year of the Tory government. In the years since 1979 our economic strength has been eaten away just as surely as if we had been engaged in a war – I put it to this party, I put it to the country, not as a defence, not in any defensive sense whatsoever, but as a salutary fact of life. The Tories have been the party and the government of destruction. If we are to rebuild and recover in this country, this Labour Party must be the party of production. That is where our future lies. It is not a new role for us, but it does require a fresh and vigorous reassertion.
Over the years our enemies and critics – yes, and a few of our friends as well – have given us the reputation of being a party that is solely concerned with redistribution, of being a party much more concerned about the allocation of wealth than the creation of wealth. It was not true; it is not true; it never has been and all our history shows that – from the great industrial development and nationalisation Acts of the Attlee Government, which gave this country a post-war industrial basis, through to the Wilson Government’s investment schemes and initiatives that brought new life to where I come from, to South Wales, to Scotland, to the North-East, to Merseyside to the new towns of the South-East, right through to the actions of the last Labour Government, which ensured that at least we retained a British computer industry, a British motor industry, a machine tool industry, a shipbuilding industry. We have a long record and need give no apology for being the party of production.
Now in the 1980s we face new challenges in our determination that our country shall produce its way out of slump. There is the challenge of the hi-tech industries, which six years ago had a surplus with the rest of the world and now run a £2.3 billion deficit with the rest of the world, as a result of deliberately depressed demand, withdrawal of research and development and expensive money – the policies of the Tory Government. We have challenges too from the traditional industries, those industries dismissed, written off, by a Tory government that calls them ‘smoke-stack’ industries and really think that Britain’s future is as a warehouse, a tourist trap, with nothing to export but our capital. That is the vision they have of the future – totally impractical, ruinous, not only for our generation but for all those to come.
Through our ‘Jobs in Industry’ campaign, in all our policies, we in this party say to the British people: Britain has made it, Britain can make it and, provided that we give to the workers, the managers, the technicians, the people of Britain the means to make it, Britain will make it in the future if we have a Labour government. Those means that they must have at their disposal are training, research and development, and finance for investment over periods and at prices that producers can and will afford. That is absolutely crucial. Other countries do it, and nobody has yet explained satisfactorily to me how it can be, why it should be, that we have a government and a financial system that believe that Britain can’t do it, Britain can’ make it and in any case Britain shouldn’t make it in the future. We cannot afford that surrender mentality from government. We have got to have a government like those of Japan, Germany, Sweden, France and Italy, which put the real interests of their country first. They don’t talk about competing in the world economy as if it is a game of cricket. They talk about competing and they mean it, so they put their money where their speeches are.
I am not saying that an economy can revive and thrive only with government; I am saying that it is a fact of life in a modern economy that there can’t be any real progress while the policies of a government lie like a great stone across the path of productive manufacturing advance. I am not saying that it can only be done with government; I am saying that the fact of life is that we will not revive and thrive without the active support, involvement, participation of government.
To all those defeatists, the real moaning Minnies of Britain, who say: ‘That’s all very well, but British workers won’t respond, British managers won’t respond’, I say: go to the industries in Britain where modernisation has taken place, some of them foreign-owned, and see how, when people have the means, they can stand their corner with any competing industry in the world. I say too to them: go to where, in Labour local authorities, enterprise boards have been established, bringing together public capital and private capital, bringing together people with common objectives, and see how they succeed in measurement by anybody’s terms. Go and see, where people get the chance, how they take that chance, how they use it, how they use money to make production, how they spend some to make some, how they are determined to make modern things for modern markets, and do it successfully – from handicrafts right across to the frontier technologies.
We won’t accept the defeatism, the surrender mentality. That is why the first priority as the next government of Britain will be to invest in Britain. It has been obvious for decades and disastrously clear since the Thatcher Government took away controls on the export of capital six years ago at Britain is a grossly under-invested country. There is less excuse for that now than ever. The Tories have had more oil money in every month that they have been in government than Jim Callaghan’s government had in a whole year of government. They have spent that money on sustaining unemployment, and even as the oil money poured out on that unemployment, even as it poured in to the Exchequer, the investment money poured out of the British economy altogether.
In the last six years, over £60,000 million of investment capital has left Britain. We need that money – not the Labour Party or the Labour Government: Britain needs that money, if we are to rebuild. That is why we are going to establish our scheme to bring the funds back home where they are needed, so that they can be used for generating employment, development and growth in our economy. We are going to use those funds for long-term loans for the purchase of modern machinery, for research and development, for training. We will ensure that the return paid is comparable to what can be got elsewhere, but the difference will be this: those resources will be here, for the process of investment, for the purpose of creating wealth, for the purpose most of all of generating jobs here in Britain.
We don’t make those arguments for getting and using that money out of any jingoistic or nationalistic motive. What we say is this: we need those policies for we simply cannot afford the level of charity shown by the moneyhandlers of Britain towards our advanced industrial competitors. That charity is too expensive for this country to tolerate any longer. We need that money. We need the money to be able to produce; we need the money to be able to generate those jobs, further development, new investment; we need that wealth to reward people for their effort, for their enterprise; and we need that money and the wealth that it generates to provide the means of properly funding the system of justice and opportunity and care which I call the enabling state.
We need that money to make our way in the world, but there are other ways too in which we must make our way in the world. We must make our way morally as well as economically. For us as democratic socialists there can be no retreat from our duties as citizens of the world. We don’t want to be the worlds policemen, we don’t want to pretend that we are the world’s pastor either, but we must be the friends of freedom; and as people who believe that the great privilege of strength, the great privilege of being strong, is the power which it gives to be able to help people who are not strong, we understand where our obligations are in this world.
If the morality won’t convince people, if the ethics won’t convince people, let the practicalities – the material practicalities – convince them. In this world now we either live together or we decay separately. It is in our material interest to ensure that the supplicants of the Third World are turned into customers and consumers by relieving them of the terrible burdens of interest, by the effectiveness of our aid policies and by assisting in their development. That is a clinical fact stripped of all emotion, and I use it to persuade the falterers. But even to them I say that if you had come with me this year to see the different levels of need in the barrios of Managua and the shambas of Tanzania, in the desert settlements of Kenya and, most of all, in the back streets of Addis Ababa – for I have never seen such destitution – I would not have to tickle you with profit. If you had seen and touched and felt and smelt, you would know where your duty as free people, as people with money, as people with power and strength, really lies in this world. I say to those people that they would want to do all they could to give life and to help people make a life for themselves. They would. That is what the British people showed just on the basis of television pictures, even without the touch on the skin of a starving child. The British people showed it and will go on showing that they feel that putting food in people’s stomachs and putting clothes on people’s backs and putting roofs over people’s heads is our place in the world; and, even more than that, they show they understand that helping people to provide the means to grow their food, to make their clothes, to find their freedom, is our place in the world in this democracy.
Just as it is the duty, the privilege, of the strong to help the weak, so it is the duty of the free to help those across this planet who are oppressed because of their beliefs, the colour of their skin, their sex, their poverty, their powerlessness, their principles. We reach out to them, for we must be the friends of those who are oppressed, those who are made captives in their own lands, in our efforts, right throughout this movement, some announced, some more subtle, to secure the release of refuseniks and so-called dissidents in the Soviet Union, in our support for Solidarnosc, in our aid for the democrats of Chile, in our backing, our solidarity, with the democratically elected government of the Republic of Nicaragua. We stand with them. In all those and in many other ways, in our support for the United Nations, we know that for us as free people freedom can have no boundaries.
Comrades, the Government doesn’t know that. Britain should not have to be dragged, fumbling, stumbling and mumbling, into imposing even the most nominal economic sanctions against apartheid South Africa. We should be leading opinion, out of pride in our own liberty and out of the practical knowledge, as we in this movement have counselled for years, that there is only one plausible way that stands the remotest chance of securing peaceful change in South Africa, and that is by the strong imposing of effective economic sanctions against apartheid. Now, when South African businessmen sensibly confer with leaders of the African National Congress, when the United Democratic Front grows bold in its demands for freedom in South Africa and when even the President of the United States of America is obliged to impose embargoes on the apartheid regime, the British government’s excuses and alibis become more lame, more pathetic, more contemptible by the day.
Next month is the Commonwealth Heads of Government Conference. Britain will be stranded, isolated amongst that Commonwealth of nations – rich nations, poor nations, black nations, white nations, north and south – as the only nation that shows any degree of friendship towards apartheid South Africa. We should be taking our place in the world properly, with the Australians, the New Zealanders, the Canadians, and the Zambians, the Tanzanians and those who at the front line have made the most monstrous sacrifices in order to sustain what pressure they can on South Africa.
In taking our proper place in the modern world, rid of all the vanities, the nostalgia for a past whose glory missed most of our people, it is essential that we strip ourselves of illusions; most important, that we strip ourselves of the illusions of nuclear grandeur. Not my phrase – nuclear grandeur, the illusions. That phrase belongs to Field Marshall Lord Carver, former Chief of the Defence Staff. In June he said to the House of Lords: ‘Why do the Government obstinately persist in wasting money on a so-called British independent deterrent? … Our ballistic missiles submarines are not an essential element of NATO’s strategy. Whether they are regarded as an addition to the force assigned to the Supreme Allied Commander Europe or as an independent force, they are superfluous and a waste of money. The essential element is the stationing of United States conventional land and air forces on the Continent; and, in order to persuade the American people that it is right, proper and in their own interests that they should continue to [contribute to the defence of Western Europe], it is essential that we and our fellow-European members of NATO should convince them that we are using our money and manpower effectively to maintain … the capability of our conventional forces … That, my Lords, is the first priority of our defence policy, not illusions of nuclear grandeur.’
I don’t suppose I agree with Field Marshall Lord Carver about everything, but that was a very effective way, from a very effective spokesman, of demonstrating the insanity, the waste, the illusion of Tory Party policy, and demonstrating too the reality and necessity of our complete non-nuclear defence policy to maintain the proper security of our country and alliance. That is our policy, our commitment to the British people, and we will honour it in full.
We want to honour our undertakings in full in every area of policy. We want to say what we mean and mean what we say. We want to keep our promises, and because we want to do that it is essential that we don’t make false promises. That is why we must not casually make promises that are so fanciful, so self-indulgent, so exaggerated that they can be completely falsified by the realities in which we live and the realities that we know we shall encounter. If we do not take that view, if we do make false promises, we shall lose integrity, we shall demonstrate immaturity, we will not convince the people.
Comrades, 463 resolutions have been submitted to this Conference on policy issues, committed honestly, earnestly, and a lot of thought has gone into them. Of those 463, 300 refer to something called the next Labour Government and they refer to what they want that next Labour Government to do. I want to take on many of those commitments. I want to meet many of those demands. I want to respond to many of those calls, in practice – not in words, but in actions. But there is of course a pre-condition to honouring those or any other undertaking that we give. That pre-condition is unavoidable, total and insurmountable, and it is a pre-condition that in this movement we do not want to surmount. It is the pre-condition that we win a general election. There is absolutely no other way to put any of those policies into effect. The only way to restore, the only way to rebuild, the only way to reinstate, the only way to help the poor, to help the unemployed, to help the victimised, is to get the support of those who are not poor, not unemployed, not victimised who support our view. That means, comrades, reaching out to them and showing them that we are at one with their decent values and aims, that we are with their hopes for their children, with their needs, with their ideals of justice, improvement and prosperity in the future.
There are some in our movement who, when I say that we must reach out in that fashion, accuse me of an obsession with electoral politics; there are some who, when I say we must reach out and make a broader appeal to those who only have their labour to sell, who are part of the working classes – no doubt about their credentials – say that I am too preoccupied with winning; there are some who say, when I reach out like that and in the course of seeking that objective, that I am prepared to compromise values. I say to them and I say to everybody else, and I mean it from the depths of my soul: there is no need to compromise values, there is no need in this task to surrender our socialism, there is no need to abandon or even try to hide any of our principles, but there is an implacable need to win and there is an equal need for us to understand that we address an electorate which is sceptical, an electorate which needs convincing, a British public who want to know that our idealism is not lunacy, our realism is not timidity, our eagerness is not extremism, a British public who want to know that our carefulness too is not nervousness.
I speak to you, to this Conference. People say that leaders speak to the television cameras. All right, we have got some eavesdroppers. But my belief has always been this, and I act upon it and will always act upon it. I come here to this Conference primarily, above all, to speak to this movement at its Conference. I say to you at this Conference, the best place for me to say anything, that I will tell you what you already know, although some may need reminding. I remind you, every one of you, of something that every single one of you said in the desperate days before June 9, 1983. You said to each other on the streets, you said to each other in the cars rushing round, you said to each other in the committee rooms: elections are not won in weeks, they are won in years. That is what you said to each other. That is what you have got to remember: not in future weeks or future years; this year, this week, this Conference, now – this is where we start winning elections, not waiting until the returning officer is ready.
Secondly, something else you know. If Socialism is to be successful in this country, it must relate to the practical needs and the mental and moral traditions of the men and women of this country. We must emphasise what we have in common with those people who are our neighbours, workmates and fellow countrymen and women – and we have everything in common with them – in a way we could not do if we were remote, if, like the Tories, we were in orbit around the realities of our society, if, like the Social Democrats and the Liberals, we stood off from those realities, retreated from them, deserted them. But we are of, from, for the people. That is our identity, that is our commitment, that is how much we have in common with the people. Let us emphasise that, let us demonstrate it, let us not hide it away as if it was something extraordinary or evidence of reaction. Let us emphasise what we have in common with the people of this country.
We must not dogmatise or browbeat. We have got to reason with people; we have got to persuade people. That is their due. We have voluntarily, every one of us, joined a political party. We wish a lot more people would come and join us, help us, give us their counsel, their energies, their advice, broaden our participation. But in making the choice to join a political party we took a decision, and it was that, by persuasion, we hoped that we could bring more people with us. So that is the basis on which we have got to act, want to act.
Thirdly, something else you know. There is anger in this country at the devastation brought about by these last six years of Tory government, but strangely that anger is mixed with despair, a feeling that the problems are just too great, too complex, to be dealt with by any government or any policy. That feeling is abroad. We disagree with it, we contend it, we try to give people the rational alternatives, but it exists. If our response to that despair, anger and confusion amounts to little more than slogans, if we give the impression to the British people that we believe that we can just make a loud noise and the Tory walls of Jericho will fall down, they are not going to treat us very seriously at all – and we won’t deserve to be treated very seriously.
Fourthly, I shall tell you again what you know. Because you are from the people, because you are of the people, because you live with the same realities as everybody else lives with, implausible promises don’t win victories. I’ll tell you what happens with impossible promises. You start with far-fetched resolutions. They are then pickled into a rigid dogma, a code, and you go through the years sticking to that, out-dated, mis-placed, irrelevant to the real needs, and you end up in the grotesque chaos of a Labour council, a Labour council, hiring taxis to scuttle round a city handing out redundancy notices to its own workers.
I am telling you, no matter how entertaining, how fulfilling to short-term egos – I tell you and you’ll listen, I’m telling you that you can’t play politics with people’s jobs and with people’s services or with their homes. Comrades, the voice of the people – not the people here; the voice of the real people with real needs – is louder than all the boos that can be assembled. Understand that, please, comrades. In your socialism, in your commitment to those people, understand it. The people will not, cannot, abide posturing. They cannot respect the gesture-generals or the tendency-tacticians.
Comrades, it seems to me lately that some of our number become like latter-day public school-boys. It seems it matters not whether you won or lost, but how you played the game. We cannot take that inspiration from Rudyard Kipling. Those game players get isolated, hammered, blocked off. They might try to blame others – workers, trade unions, some other leadership, the people of the city – for not showing sufficient revolutionary consciousness, always somebody else, and then they claim a rampant victory. Whose victory? Not victory for the people, not victory for them. I see the casualties; we all see the casualties. They are not to be found amongst the leaders and some of the enthusiasts; they are to be found amongst the people whose jobs are destroyed, whose services are crushed, whose living standards are pushed down to deeper depths of insecurity and misery. Comrades, these are vile times under this Tory Government for local democracy, and we have got to secure power to restore real local democracy.
But I look around this country and I see Labour councils, I see socialists, as good as any other socialists, who fought the good fight and who, at he point when they thought they might jeopardise people’s jobs and people’s services, had the intelligence, yes, and the courage to adopt a different course. They truly put jobs and services first before other considerations. They had to make hellish choices. I understand it. You must agonise with them in the choices they had to make – very unpalatable, totally undesirable, but they did it. They found ways. They used all their creativity to find ways that would best protect those whom they employed and those whom they were elected to defend. Those people are leaders prepared to take decisions, to meet obligations, to giver service. They know life is real, life is earnest – too real, too earnest to mistake a Conference Resolution for an accomplished fact; too real, too earnest to mistake a slogan for a strategy; too real, too earnest to allow them to mistake their own individual enthusiasm for mass movement; too real, too earnest to mistake barking for biting. I hope that becomes universal too.
Comrades, I offer you this counsel. The victory of socialism, said a great socialist, does not have to be complete to be convincing. I have no time, he went on, for those who appear to threaten the whole of private property but who in practice would threaten nothing; they are purists and therefore barren. Not the words of some hypnotised moderate, not some petrified pragmatist, but Aneurin Bevan in 1950 at the height of his socialist vision and his radical power and conviction. There are some who will say that power and principle are somehow in conflict. Those people who think that power and principle are in conflict only demonstrate the superficiality, the shallowness, of their own socialist convictions; for whilst they are bold enough to preach those convictions in little coteries, they do not have the depth of conviction to subject those convictions, those beliefs, that analysis, to the real test of putting them into operation in power.
There is no collision between principle and power. For us as democratic socialists the two must go together, like a rich vein that passes through everything that we believe in, everything that we try to do, everything that we will implement. Principle and power, conviction and accomplishment, going together. We know that power without principle is ruthless and vicious, and hollow and sour. We know that principle without power is naïve, idle sterility. That is useless – useless to us, useless to the British people to overcome their travails, useless for our purpose of changing society as democratic socialists. I tell you that now. It is what I have always said, it is what I shall go on saying, because it is what I said to you at the very moment that I was elected leader.
I say to you in complete honesty, because this is the movement that I belong to, that I owe this party everything I have got – not the job, not being leader of the Labour Party, but every life chance that I have had since the time I was a child: the life chance of a comfortable home, with working parents, people who had jobs; the life chance of moving out of a pest and damp-infested set of rooms into a decent home, built by a Labour council under a Labour Government; the life chance of an education that went on for as long as I wanted to take it. Me and millions of others of my generation got all their chances from this movement. That is why I say that this movement, its values, its policies, applied in power, gave me everything that I have got – me and millions like me of my generation and succeeding generations. That is why it is my duty to be honest and that is why it is our function, our mission, our duty – all of us – to see that those life chances exist and are enriched and extended to millions more, who without us will never get the chance of fulfilling themselves. That is why we have got to win, that is what I have always believed and that is what I put to you at the very moment that I was elected.
In 1983 I said to this Conference ‘We have to win. We must not permit any purpose to be superior for the Labour movement to that purpose.’ I still believe it. I will go on saying it until we achieve that victory and I shall live with the consequences, which I know, if this movement is with me, will be victory – victory with our policies intact, no sell-outs, provided that we put nothing before the objective of explaining ourselves and reasoning with the people of this country. We will get that victory with our policies, our principles, intact. I know it can be done. Reason tells me it can be done. The people throughout this movement, who I know in huge majority share all these perceptions and visions and want to give all their energies, they know it can be done. Realism tells me it can be done, and the plain realities and needs of our country tell me it must be done. We have got to win, not for our sakes, but really, truly to deliver the British people from evil. Let’s do it.

On her last day in parliament, Margaret Thatcher was questioned on the widening gap between richest 10% and poorest 10% during her Prime Ministership.
All levels of income are better off than they were in 1979. But what the honorable member is saying is that he would rather the poor were poorer provided the rich were less rich. That way you will never create the wealth for better social services as we have. And what a policy. Yes. He would rather have the poor poorer provided the rich were less rich. That is the Liberal policy. Yes it came out. He didn’t intend it to but it did.
Opposition questioner: The Prime Minister is aware that I detest every single one of her domestic policies…
I think the honorable gentlemen knows that I have the same contempt for his Socialist policies as the people of East Europe who have experienced it (rest of sentence drowned out by cheers). I think I must have hit the right nail on the head when I pointed out that the logic of those policies are they’d rather have the poor poorer. Once they start to talk about the gap, they’d rather the gap be [indicates an everything lower gap]. Not up here [indicates an everybody higher gap]. But that [indicates an everything lower gap]

The first duty of any Government is to safeguard its people against external aggression. To guarantee the survival of our way of life.
The question we must now ask ourselves is whether the present Government is fulfilling that duty. It is dismantling our defences at a moment when the strategic threat to Britain and her allies from an expansionist power is graver than at any moment since the end of the last war.
Military men are always warning us that the strategic balance is tilting against NATO and the west.

They don't seem to realise that the submarines and missiles that the Russians are building could be destined to be used against us.
Perhaps some people in the Labour Party think we are on the same side as the Russians!
But just let's look at what the Russians are doing.
She's ruled by a dictatorship of patient, far-sighted determined men who are rapidly making their country the foremost naval and military power in the world. End of section checked against BBC Radio News Report 2200 19 January 1976.
They are not doing this solely for the sake of self-defence.
A huge, largely land-locked country like Russia does not need to build the most powerful navy in the world just to guard its own frontiers.
No. The Russians are bent on world dominance, and they are rapidly acquiring the means to become the most powerful imperial nation the world has seen.
The men in the Soviet politburo don't have to worry about the ebb and flow of public opinion. They put guns before butter, while we put just about everything before guns.
They know that they are a super power in only one sense—the military sense.
They are a failure in human and economic terms.
But let us make no mistake. The Russians calculate that their military strength will more than make up for their economic and social weakness. They are determined to use it in order to get what they want from us.
Last year on the eve of the Helsinki Conference, I warned that the Soviet Union is spending 20 per cent more each year than the United States on military research and development. 25 per cent more on weapons and equipment. 60 per cent more on strategic nuclear forces.
In the past ten years Russia has spent 50 per cent more than the United States on naval shipbuilding.
Some military experts believe that Russia has already achieved strategic superiority over America.
But it is the balance of conventional forces which poses the most immediate dangers for NATO.
I am going to visit our troops in Germany on Thursday. I am going at a moment when the Warsaw Pact forces—that is, the forces of Russia and her allies—in Central Europe outnumber NATOs by 150,000 men nearly 10,000 tanks and 2,600 aircraft. We cannot afford to let that gap get bigger.
Still more serious gaps have opened up elsewhere—especially in the troubled area of Southern Europe and the Mediterranean.
The rise of Russia as a world-wide naval power, threatens our oil rigs and our traditional life-lines, the sea routes.
Over the past ten years, the Russians have quadrupled their force of nuclear submarines. They are now building one nuclear submarine a month.
They are searching for new naval base facilities all over the world, while we are giving up our few remaining bases.
They have moved into the Indian Ocean. They pose a rising threat to our northern waters and, farther east to Japan's vital sea routes.
The Soviet navy is not designed for self-defence. We do not have to imagine an all-out nuclear war or even a conventional war in order to see how it could be used for political purposes.
I would be the first to welcome any evidence that the Russians are ready to enter into a genuine detente. But I am afraid that the evidence points the other way.
I warned before Helsinki of the dangers of falling for an illusory detente. Some people were sceptical at the time, but we now see that my warning was fully justified.
Has detente induced the Russians to cut back on their defence programme?
Has it dissuaded them from brazen intervention in Angola?
Has it led to any improvement in the conditions of Soviet citizens, or the subject populations of Eastern Europe?
We know the answers.
At Helsinki we endorsed the status quo in Eastern Europe. In return we had hoped for the freer movement of people and ideas across the Iron Curtain. So far we have got nothing of substance.
We are devoted, as we always have been, to the maintenance of peace.
We will welcome any initiative from the Soviet Union that would contribute to that goal.
But we must also heed the warnings of those, like Alexander Solzhenitsyn , who remind us that we have been fighting a kind of ‘Third World War’ over the entire period since 1945—and that we have been steadily losing ground.
As we look back over the battles of the past year, over the list of countries that have been lost to freedom or are imperilled by Soviet expansion can we deny that Solzhenitsyn is right?
We have seen Vietnam and all of Indochina swallowed up by Communist aggression. We have seen the Communists make an open grab for power in Portugal, our oldest ally—a sign that many of the battles in the Third World War are being fought inside Western countries.
And now the Soviet Union and its satellites are pouring money, arms and front-line troops into Angola in the hope of dragging it into the Communist bloc.
We must remember that there are no Queensbury rules in the contest that is now going on. And the Russians are playing to win.
They have one great advantage over us—the battles are being fought on our territory, not theirs.
Within a week of the Helsinki conference, Mr Zarodov , a leading Soviet ideologue, was writing in Pravda about the need for the Communist Parties of Western Europe to forget about tactical compromises with Social Democrats, and take the offensive in order to bring about proletarian revolution.
Later Mr Brezhnev made a statement in which he gave this article his personal endorsement.
If this is the line that the Soviet leadership adopts at its Party Congress next month, then we must heed their warning. It undoubtedly applies to us too.
We in Britain cannot opt out of the world.
If we cannot understand why the Russians are rapidly becoming the greatest naval and military power the world has ever seen if we cannot draw the lesson of what they tried to do in Portugal and are now trying to do in Angola then we are destined—in their words—to end up on ‘the scrap heap of history’.
We look to our alliance with American and NATO as the main guarantee of our own security and, in the world beyond Europe, the United States is still the prime champion of freedom.
But we are all aware of how the bitter experience of Vietnam has changed the public mood in America. We are also aware of the circumstances that inhibit action by an American president in an election year.
So it is more vital then ever that each and every one of us within NATO should contribute his proper share to the defence of freedom.
Britain, with her world-wide experience of diplomacy and defence, has a special role to play. We in the Conservative Party are determined that Britain should fulfil that role. Beginning of section checked against BBC Radio News Report 0700 20 January 1976
We're not harking back to some nostalgic illusion about Britain's role in the past.
We're saying—Britain has a part to play now, a part to play for the future.
The advance of Communist power threatens our whole way of life. That advance is not irreversible, providing that we take the necessary measures now. But the longer that we go on running down our means of survival, the harder it will be to catch up.

What has this Government been doing with our defences?
Under the last defence review, the Government said it would cut defence spending by £4,700 million over the next nine years.
Then they said they would cut a further £110 million.
It now seems that we will see further cuts.
If there are further cuts, perhaps the [ Roy Mason ] Defence Secretary should change his title, for the sake of accuracy, to the Secretary for Insecurity.
On defence, we are now spending less per head of the population than any of our major allies. Britain spends only £90 per head on defence. West Germany spends £130, France spends £115. The United States spends £215. Even neutral Sweden spends £60 more per head than we do.
Of course, we are poorer than most of our NATO allies. This is part of the disastrous economic legacy of Socialism.
But let us be clear about one thing.
This is not a moment when anyone with the interests of this country at heart should be talking about cutting our defences.
It is a time when we urgently need to strengthen our defences.
Of course this places a burden on us. But it is one that we must be willing to bear if we want our freedom to survive.
Throughout our history, we have carried the torch for freedom. Now, as I travel the world, I find people asking again and again, "What has happened to Britain?" They want to know why we are hiding our heads in the sand, why with all our experience, we are not giving a lead.[fo 16]
Many people may not be aware, even now, of the full extent of the threat.
We expect our Governments to take a more far-sighted view.
To give them their due, the Government spelled out the extent of the peril in their Defence White Paper last year, But, having done so, they drew the absurd conclusion that our defence efforts should be reduced.
The Socialists, in fact, seem to regard defence as almost infinitely cuttable. They are much more cautious when it comes to cutting other types of public expenditure.
They seem to think that we can afford to go deeper into debt so that the Government can prop up a loss-making company. And waste our money on the profligate extension of nationalisation and measures such as the Community Land Act.
Apparently, we can even afford to lend money to the Russians, at a lower rate of interest that we have to pay on our own borrowings.
But we cannot afford, in Labour's view, to maintain our defences at the necessary level—not even at a time when on top of our NATO commitments, we are fighting a major internal war against terrorism in Northern Ireland, and need more troops in order to win it.
There are crises farther from home that could affect us deeply. Angola is the most immediate.
In Angola, the Soviet-backed guerrilla movement, the MPLA, is making rapid headway in its current offensive, despite the fact that it controls only a third of the population, and is supported by even less.
The MPLA is gaining ground because the Soviet Union and its satellites are pouring money, guns and front-line troops into the battle.
Six thousand Cuban regular soldiers are still there.
But it is obvious that an acceptable solution for Angola is only possible if all outside powers withdraw their military support.
You might well ask: why on earth should we think twice about what is happening in a far-away place like Angola?
There are four important reasons.
The first is that Angola occupies a vital strategic position. If the pro-Soviet faction wins, one of the immediate consequences will almost certainly be the setting up of Soviet air and naval bases on the South Atlantic.
The second reason is that the presence of Communist forces in this area will make it much more difficult to settle the Rhodesian problem and achieve an understanding between South Africa and black Africa.
The third reason is even more far-reaching.
If the Russians have their way in Angola, they may well conclude that they can repeat the performance elsewhere. Similarly, uncommitted nations would be left to conclude that NATO is a spent force and that their best policy is to pursue an accommodation with Russia.
Fourthly, what the Russians are doing in Angola is against detente.
They seem to believe that their intervention is consistent with detente.
Indeed, Izvestiya recently argued that Soviet support for the Communist MPLA is "an investment in detente"—which gives us a good idea of what they really mean by the word.
We should make it plain to the Russians that we do not believe that what they are doing in Angola is consistent with detente.
It is usually said that NATO policy ends in North Africa at the Tropic of Cancer. But the situation in Angola brings home the fact that NATOs supplylines need to be protected much further south.
In the Conservative Party we believe that our foreign policy should continue to be based on a close understanding with our traditional ally, America.
This is part of our Anglo-Saxon tradition as well as part of our NATO commitment, and it adds to our contribution to the European Community.
Our Anglo-Saxon heritage embraces the countries of the Old Commonwealth that have too often been neglected by politicians in this country, but are always close to the hearts of British people.
We believe that we should build on our traditional bonds with Australia, New Zealand and Canada, as well as on our new ties with Europe.
I am delighted to see that the Australians and the New Zealanders have concluded—as I believe that most people in this country are coming to conclude—that Socialism has failed.
In their two electoral avalanches at the end of last year, they brought back Governments committed to freedom of choice, governments that will roll back the frontiers of state intervention in the economy and will restore incentives for people to work and save.
Our congratulations go to Mr Fraser and Mr Muldoon .
I know that our countries will be able to learn from each other.
What has happened in Australasia is part of a wider reawakening to the need to provide a more positive defence of the values and traditions on which Western civilisation, and prosperity, are based.
We stand with that select body of nations that believe in democracy and social and economic freedom.
Part of Britain's world role should be to provide, through its spokesmen, a reasoned and vigorous defence of the Western concept of rights and liberties: The kind that America's Ambassador to the UN, Mr Moynihan , has recently provided in his powerfully argued speeches.
But our role reaches beyond this. We have abundant experience and expertise in this country in the art of diplomacy in its broadest sense.
It should be used, within Europe, in the efforts to achieve effective foreign policy initiatives.
Within the EEC, the interests of individual nations are not identical and our separate identities must be seen as a strength rather than a weakness.
Any steps towards closer European union must be carefully considered.
We are committed to direct elections within the Community, but the timing needs to be carefully calculated.
But new problems are looming up.
Among them is the possibility that the Communists will come to power through a coalition in Italy. This is a good reason why we should aim for closer links between those political groups in the European Parliament that reject Socialism.
We have a difficult year ahead in 1976.
I hope it will not result in a further decline of Western power and influence of the kind that we saw in 1975.
It is clear that internal violence—and above all political terrorism—will continue to pose a major challenge to all Western societies, and that it may be exploited as an instrument by the Communists.
We should seek close co-ordination between the police and security services of the Community, and of Nato, in the battle against terrorism.
The way that our own police have coped with recent terrorist incidents provides a splendid model for other forces.
The message of the Conservative Party is that Britain has an important role to play on the world stage. It is based on the remarkable qualities of the British people. Labour has neglected that role. MT apparently omitted the following passage in delivery. She noted, "If short of time go to top of page 32 (We are often told)." Pages 29–31 of the text are clipped together.
Our capacity to play a constructive role in world affairs is of course related to our economic and military strength.
Socialism has weakened us on both counts. This puts at risk not just our chance to play a useful role in the councils of the world, but the Survival of our way of life.
Caught up in the problems and hardships that Socialism has brought to Britain, we are sometimes in danger of failing to see the vast transformations taking place in the world that dwarf our own problems, great though they are.
But we have to wake up to those developments, and find the political will to respond to them.
Soviet military power will not disappear just because we refuse to look at it.
And we must assume that it is there to be used—as threat or as force—unless we maintain the necessary deterrents.
We are under no illusions about the limits of British influence. End of passage probably omitted in delivery.
We are often told how this country that once ruled a quarter of the world is today just a group of offshore islands.
Well, we in the Conservative Party believe that Britain is still great.
The decline of our relative power in the world was partly inevitable—with the rise of the super powers with their vast reserves of manpower and resources.
But it was partly avoidable too—the result of our economic decline accelerated by Socialism.
We must reverse that decline when we are returned to Government.
In the meantime, the Conservative Party has the vital task of shaking the British public out of a long sleep.
Sedatives have been prescribed by people, in and out of Government, telling us that there is no external threat to Britain, that all is sweetness and light in Moscow, and that a squadron of fighter planes or a company of marine commandos is less important than some new subsidy.
The Conservative Party must now sound the warning.
There are moments in our history when we have to make a fundamental choice.
This is one such moment—a moment when our choice will determine the life or death of our kind of society,—and the future of our children.
Let's ensure that our children will have cause to rejoice that we did not forsake their freedom.

I am greatly honoured to have been invited to attend the opening of this 1988 General Assembly of the Church of Scotland; and I am deeply grateful that you have now asked me to address you.
I am very much aware of the historical continuity extending over four centuries, during which the position of the Church of Scotland has been recognised in constitutional law and confirmed by successive Sovereigns. It sprang from the independence of mind and rigour of thought that have always been such powerful characteristics of the Scottish people, as I have occasion to know. [muted laughter] It has remained close to its roots and has inspired a commitment to service from all people.
I am therefore very sensible of the important influence which the Church of Scotland exercises in the life of the whole nation, both at the spiritual level and through the extensive caring services which are provided by your Church's department of social responsibility. And I am conscious also of the value of the continuing links which the Church of Scotland maintains with other Churches.
Perhaps it would be best, Moderator, if I began by speaking personally as a Christian, as well as a politician, about the way I see things. Reading recently, I came across the starkly simple phrase:
"Christianity is about spiritual redemption, not social reform".
Sometimes the debate on these matters has become too polarised and given the impression that the two are quite separate. But most Christians would regard it as their personal Christian duty to help their fellow men and women. They would regard the lives of children as a precious trust. These duties come not from any secular legislation passed by Parliament, but from being a Christian.
But there are a number of people who are not Christians who would also accept those responsibilities. What then are the distinctive marks of Christianity?
They stem not from the social but from the spiritual side of our lives, and personally, I would identify three beliefs in particular:
First, that from the beginning man has been endowed by God with the fundamental right to choose between good and evil. And second, that we were made in God's own image and, therefore, we are expected to use all our own power of thought and judgement in exercising that choice; and further, that if we open our hearts to God, He has promised to work within us. And third, that Our Lord Jesus Christ, the Son of God, when faced with His terrible choice and lonely vigil chose to lay down His life that our sins may be forgiven. I remember very well a sermon on an Armistice Sunday when our Preacher said, "No one took away the life of Jesus , He chose to lay it down".
I think back to many discussions in my early life when we all agreed that if you try to take the fruits of Christianity without its roots, the fruits will wither. And they will not come again unless you nurture the roots.
But we must not profess the Christian faith and go to Church simply because we want social reforms and benefits or a better standard of behaviour;but because we accept the sanctity of life, the responsibility that comes with freedom and the supreme sacrifice of Christ expressed so well in the hymn:
"When I survey the wondrous Cross, On which the Prince of glory died, My richest gain I count but loss, And pour contempt on all my pride."
May I also say a few words about my personal belief in the relevance of Christianity to public policy—to the things that are Caesar's?
The Old Testament lays down in Exodus the Ten Commandments as given to Moses , the injunction in Leviticus to love our neighbour as ourselves and generally the importance of observing a strict code of law. The New Testament is a record of the Incarnation, the teachings of Christ and the establishment of the Kingdom of God. Again we have the emphasis on loving our neighbour as ourselves and to "Do-as-you-would-be-done-by".
I believe that by taking together these key elements from the Old and New Testaments, we gain: a view of the universe, a proper attitude to work, and principles to shape economic and social life.
We are told we must work and use our talents to create wealth. "If a man will not work he shall not eat" wrote St. Paul to the Thessalonians. Indeed, abundance rather than poverty has a legitimacy which derives from the very nature of Creation.
Nevertheless, the Tenth Commandment—Thou shalt not covet—recognises that making money and owning things could become selfish activities. But it is not the creation of wealth that is wrong but love of money for its own sake. The spiritual dimension comes in deciding what one does with the wealth. How could we respond to the many calls for help, or invest for the future, or support the wonderful artists and craftsmen whose work also glorifies God, unless we had first worked hard and used our talents to create the necessary wealth? And remember the woman with the alabaster jar of ointment.
I confess that I always had difficulty with interpreting the Biblical precept to love our neighbours "as ourselves" until I read some of the words of C.S. Lewis. He pointed out that we don't exactly love ourselves when we fall below the standards and beliefs we have accepted. Indeed we might even hate ourselves for some unworthy deed.
None of this, of course, tells us exactly what kind of political and social institutions we should have. On this point, Christians will very often genuinely disagree, though it is a mark of Christian manners that they will do so with courtesy and mutual respect. [Applause] What is certain, however, is that any set of social and economic arrangements which is not founded on the acceptance of individual responsibility will do nothing but harm.
We are all responsible for our own actions. We can't blame society if we disobey the law. We simply can't delegate the exercise of mercy and generosity to others. The politicians and other secular powers should strive by their measures to bring out the good in people and to fight down the bad: but they can't create the one or abolish the other. They can only see that the laws encourage the best instincts and convictions of the people, instincts and convictions which I'm convinced are far more deeply rooted than is often supposed.
Nowhere is this more evident than the basic ties of the family which are at the heart of our society and are the very nursery of civic virtue. And it is on the family that we in government build our own policies for welfare, education and care.
You recall that Timothy was warned by St. Paul that anyone who neglects to provide for his own house (meaning his own family) has disowned the faith and is "worse than an infidel".
We must recognise that modern society is infinitely more complex than that of Biblical times and of course new occasions teach new duties. In our generation, the only way we can ensure that no-one is left without sustenence, help or opportunity, is to have laws to provide for health and education, pensions for the elderly, succour for the sick and disabled.
But intervention by the State must never become so great that it effectively removes personal responsibility. The same applies to taxation; for while you and I would work extremely hard whatever the circumstances, there are undoubtedly some who would not unless the incentive was there. And we need their efforts too.
Moderator, recently there have been great debates about religious education. I believe strongly that politicians must see that religious education has a proper place in the school curriculum. [Applause]
In Scotland, as in England, there is an historic connection expressed in our laws between Church and State. The two connections are of a somewhat different kind, but the arrangements in both countries are designed to give symbolic expression to the same crucial truth: that the Christian religion—which, of course, embodies many of the great spiritual and moral truths of Judaism—is a fundamental part of our national heritage. And I believe it is the wish of the overwhelming majority of people that this heritage should be preserved and fostered. [Applause] For centuries it has been our very life blood. And indeed we are a nation whose ideals are founded on the Bible.
Also, it is quite impossible to understand our history or literature without grasping this fact, and that's the strong practical case for ensuring that children at school are given adequate instruction in the part which the Judaic-Christian tradition has played in moulding our laws, manners and institutions. How can you make sense of Shakespeare and Sir Walter Scott, or of the constitutional conflicts of the 17th century in both Scotland and England, without some such fundamental knowledge?
But I go further than this. The truths of the Judaic-Christian tradition are infinitely precious, not only, as I believe, because they are true, but also because they provide the moral impulse which alone can lead to that peace, in the true meaning of the word, for which we all long.
To assert absolute moral values is not to claim perfection for ourselves. No true Christian could do that. What is more, one of the great principles of our Judaic-Christian inheritance is tolerance. People with other faiths and cultures have always been welcomed in our land, assured of equality under the law, of proper respect and of open friendship. There's absolutely nothing incompatible between this and our desire to maintain the essence of our own identity. There is no place for racial or religious intolerance in our creed.
When Abraham Lincoln spoke in his famous Gettysburg speech of 1863 of "government of the people, by the people, and for the people", he gave the world a neat definition of democracy which has since been widely and enthusiastically adopted. But what he enunciated as a form of government was not in itself especially Christian, for nowhere in the Bible is the word democracy mentioned. Ideally, when Christians meet, as Christians, to take counsel together their purpose is not (or should not be) to ascertain what is the mind of the majority but what is the mind of the Holy Spirit—something which may be quite different. [Applause]
Nevertheless I am an enthusiast for democracy. And I take that position, not because I believe majority opinion is inevitably right or true—indeed no majority can take away God-given human rights—but because I believe it most effectively safeguards the value of the individual, and, more than any other system, restrains the abuse of power by the few. And that is a Christian concept.
But there is little hope for democracy if the hearts of men and women in democratic societies cannot be touched by a call to something greater than themselves. Political structures, state institutions, collective ideals—these are not enough.
We Parliamentarians can legislate for the rule of law. You, the Church, can teach the life of faith.
But when all is said and done, the politician's role is a humble one. I always think that the whole debate about the Church and the State has never yielded anything comparable in insight to that beautiful hymn "I Vow to Thee my Country". It begins with a triumphant assertion of what might be described as secular patriotism, a noble thing indeed in a country like ours:
"I vow to thee my country all earthly things above; entire, whole and perfect the service of my love".
It goes on to speak of "another country I heard of long ago" whose King can't be seen and whose armies can't be counted, but "soul by soul and silently her shining bounds increase". Not group by group, or party by party, or even church by church—but soul by soul—and each one counts.
That, members of the Assembly, is the country which you chiefly serve. You fight your cause under the banner of an historic Church. Your success matters greatly—as much to the temporal as to the spiritual welfare of the nation. I leave you with that earnest hope that may we all come nearer to that other country whose "ways are ways of gentleness and all her paths are peace." [Applause]
Geoffrey Howe: 'Their bats have been broken', Resignation speech - 1990

This speech was seen by many as a catalyst for Thatcher's own resignation, three weeks later.
I find to my astonishment that a quarter of a century has passed since I last spoke from one of the Back Benches. Fortunately, however, it has been my privilege to serve for the past 12 months of that time as Leader of the House of Commons, so I have been reminded quite recently of the traditional generosity and tolerance of this place. I hope that I may count on that today as I offer to the House a statement about my resignation from the Government.
It has been suggested - even, indeed, by some of my Right Honourable and Honourable Friends - that I decided to resign solely because of questions of style and not on matters of substance at all. Indeed, if some of my former colleagues are to be believed, I must be the first Minister in history who has resigned because he was in full agreement with Government policy. The truth is that, in many aspects of politics, style and substance complement each other. Very often, they are two sides of the same coin.
The Prime Minister and I have shared something like 700 meetings of Cabinet or Shadow Cabinet during the past 18 years, and some 400 hours alongside each other, at more than 30 international summit meetings. For both of us, I suspect, it is a pretty daunting record. The House might well feel that something more than simple matters of style would be necessary to rupture such a well-tried relationship. It was a privilege to serve as my Right Honourable Friend's first Chancellor of the Exchequer; to share in the transformation of our industrial relations scene; to help launch our free market programme, commencing with the abolition of exchange control; and, above all, to achieve such substantial success against inflation, getting it down within four years from 22 per cent. to 4 per cent. upon the basis of the strict monetary discipline involved in the medium-term financial strategy. Not one of our economic achievements would have been possible without the courage and leadership of my Right Honourable Friend - and, if I may say so, they possibly derived some little benefit from the presence of a Chancellor who was not exactly a wet himself.
It was a great honour to serve for six years as Foreign and Commonwealth Secretary and to share with my Right Honourable Friend in some notable achievements in the European Community - from Fontainebleau to the Single European Act. But it was as we moved on to consider the crucial monetary issues in the European context that I came to feel increasing concern. Some of the reasons for that anxiety were made very clear by my Right Honourable Friend the Member for Blaby in his resignation speech just over 12 months ago. Like him, I concluded at least five years ago that the conduct of our policy against inflation could no longer rest solely on attempts to measure and control the domestic money supply. We had no doubt that we should be helped in that battle, and, indeed, in other respects, by joining the Exchange Rate Mechanism of the European Monetary System. There was, or should have been, nothing novel about joining the ERM; it has been a long-standing commitment. For a quarter of a century after the Second World War, we found that the very similar Bretton Woods regime did serve as a useful discipline. Now, as my Right Honourable Friend the Prime Minister acknowledged two weeks ago, our entry into the ERM can be seen as an "extra discipline for keeping down inflation".
However, it must be said that that practical conclusion has been achieved only at the cost of substantial damage to her Administration and, more serious still, to its inflation achievements.
As my Right Honourable Friend the Member for Blaby explained:
"The real tragedy is that we did not join the Exchange Rate Mechanism at least five years ago".
As he also made clear,
"That was not for want of trying".
Indeed, the so-called Madrid Conditions came into existence only after the then Chancellor and I, as Foreign Secretary, made it clear that we could not continue in office unless a specific commitment to join the ERM was made.
As the House will no doubt have observed, neither member of that particular partnership now remains in office. Our successor as Chancellor of the Exchequer has, during the past year, had to devote a great deal of his considerable talents to demonstrating exactly how those Madrid Conditions have been attained, so as to make it possible to fulfill a commitment whose achievement has long been in the national interest.
It is now, alas, impossible to resist the conclusion that today's higher rates of inflation could well have been avoided had the question of ERM membership been properly considered and resolved at a much earlier stage. There are, I fear, developing grounds for similar anxiety over the handling - not just at and after the Rome summit - of the wider, much more open question of economic and monetary union. Let me first make clear certain important points on which I have no disagreement with my Right Honourable Friend, the Prime Minister. I do not regard the Delors Report as some kind of sacred text that has to be accepted, or even rejected, on the nod. But it is an important working document. As I have often made plain, it is seriously deficient in significant respects.
I do not regard the Italian presidency's management of the Rome Summit as a model of its kind - far from it. It was much the same, as my Right Honourable Friend the Prime Minister will recall, in Milan some five years ago.
I do not regard it as in any sense wrong for Britain to make criticisms of that kind plainly and courteously, nor in any sense wrong for us to do so, if necessary, alone. As I have already made clear, I have, like the Prime Minister and other Right Honourable Friends, fought too many European battles in a minority of one to have any illusions on that score.
But it is crucially important that we should conduct those arguments upon the basis of a clear understanding of the true relationship between this country, the Community and our Community partners. And it is here, I fear, that my Right Honourable Friend the Prime Minister increasingly risks leading herself and others astray in matters of substance as well as of style.
It was the late Lord Stockton, formerly Harold Macmillan, who first put the central point clearly. As long ago as 1962, he argued that we had to place and keep ourselves within the EC. He saw it as essential then, as it is today, not to cut ourselves off from the realities of power; not to retreat into a ghetto of sentimentality about our past and so diminish our own control over our own destiny in the future.
The pity is that the Macmillan view had not been perceived more clearly a decade before in the 1950s. It would have spared us so many of the struggles of the last 20 years had we been in the Community from the outset; had we been ready, in the much too simple phrase, to "surrender some sovereignty" at a much earlier stage. If we had been in from the start, as almost everybody now acknowledges, we should have had more, not less, influence over the Europe in which we live today. We should never forget the lesson of that isolation, of being on the outside looking in, for the conduct of today's affairs.
We have done best when we have seen the Community not as a static entity to be resisted and contained, but as an active process which we can shape, often decisively, provided that we allow ourselves to be fully engaged in it, with confidence, with enthusiasm and in good faith.
We must at all costs avoid presenting ourselves yet again with an over-simplified choice, a false antithesis, a bogus dilemma, between one alternative, starkly labelled "co-operation between independent sovereign states" and a second, equally crudely labelled alternative, "centralised, federal super-state", as if there were no middle way in between.
We commit a serious error if we think always in terms of "surrendering" sovereignty and seek to stand pat for all time on a given deal - by proclaiming, as my Right Honourable Friend the Prime Minister did two weeks ago, that we have "surrendered enough".
The European enterprise is not and should not be seen like that - as some kind of zero sum game. Sir Winston Churchill put it much more positively 40 years ago, when he said :
"It is also possible and not less agreeable to regard this sacrifice or merger of national sovereignty as the gradual assumption by all the nations concerned of that larger sovereignty which can alone protect their diverse and distinctive customs and characteristics and their national traditions".
I have to say that I find Winston Churchill's perception a good deal more convincing, and more encouraging for the interests of our nation, than the nightmare image sometimes conjured up by my Right Honourable Friend, who seems sometimes to look out upon a continent that is positively teeming with ill- intentioned people, scheming, in her words, to "extinguish democracy", to "dissolve our national identities", and to lead us "through the back-door into a federal Europe".
What kind of vision is that for our business people, who trade there each day, for our financiers, who seek to make London the money capital of Europe or for all the young people of today?
These concerns are especially important as we approach the crucial topic of Economic and Monetary Union. We must be positively and centrally involved in this debate and not fearfully and negatively detached. The costs of disengagement here could be very serious indeed.
There is talk, of course, of a single currency for Europe. I agree that there are many difficulties about the concept - both economic and political. Of course, as I said in my letter of resignation, none of us wants the imposition of a single currency. But that is not the real risk. The 11 others cannot impose their solution on the 12th country against its will, but they can go ahead without us. The risk is not imposition but isolation. The real threat is that of leaving ourselves with no say in the monetary arrangements that the rest of Europe chooses for itself, with Britain once again scrambling to join the club later, after the rules have been set and after the power has been distributed by others to our disadvantage. That would be the worst possible outcome.
It is to avoid just that outcome and to find a compromise both acceptable in the Government and sellable in Europe that my Right Honourable Friend the Chancellor has put forward his Hard ECU proposal. This lays careful emphasis on the possibility that the Hard ECU as a common currency could, given time, evolve into a single currency. I have of course supported the Hard ECU plan. But after Rome, and after the comments of my Right Honourable Friend the Prime Minister two weeks ago, there is grave danger that the Hard ECU proposal is becoming untenable, because two things have happened.
The first is that my Right Honourable Friend the Prime Minister has appeared to rule out from the start any compromise at any stage on any of the basic components that all the 11 other countries believe to be a part of EMU - a single currency or a permanently fixed exchange rate, a Central Bank or Common Monetary Policy. Asked whether we would veto any arrangement that jeopardised the Pound Sterling, my Right Honourable Friend replied simply, "Yes". That statement means not that we can block EMU but that they can go ahead without us. Is that a position that is likely to ensure, as I put it in my resignation letter, that "we hold, and retain, a position of influence in this vital debate"?
I fear not. Rather, to do so, we must, as I said, take care not to rule in or rule out any one solution absolutely. We must be seen to be part of the same negotiation.
The second thing that happened was, I fear, even more disturbing. Reporting to this House, my Right Honourable Friend almost casually remarked that she did not think that many people would want to use the Hard ECU anyway - even as a Common Currency, let alone as a single one. It was remarkable - indeed, it was tragic - to hear my Right Honourable Friend dismissing, with such personalised incredulity, the very idea that the Hard ECU proposal might find growing favour among the peoples of Europe, just as it was extraordinary to hear her assert that the whole idea of EMU might be open for consideration only by future generations. Those future generations are with us today. How on earth are the Chancellor and the Governor of the Bank of England, commending the Hard ECU as they strive to, to be taken as serious participants in the debate against that kind of background noise? I believe that both the Chancellor and the Governor are cricketing enthusiasts, so I hope that there is no monopoly of cricketing metaphors. It is rather like sending your opening batsmen to the crease only for them to find, the moment the first balls are bowled, that their bats have been broken before the game by the team captain.
The point was perhaps more sharply put by a British businessman, trading in Brussels and elsewhere, who wrote to me last week, stating :
"People throughout Europe see our Prime Minister's finger-wagging and hear her passionate, "No, No, No", much more clearly than the content of the carefully worded formal texts".
He went on :
"It is too easy for them to believe that we all share her attitudes; for why else has she been our Prime Minister for so long?"
My correspondent concluded :
"This is a desperately serious situation for our country". And sadly, I have to agree.
The tragedy is - and it is for me personally, for my Party, for our whole people and for my Right Honourable Friend herself, a very real tragedy - that the Prime Minister's perceived attitude towards Europe is running increasingly serious risks for the future of our nation. It risks minimising our influence and maximising our chances of being once again shut out. We have paid heavily in the past for late starts and squandered opportunities in Europe. We dare not let that happen again. If we detach ourselves completely, as a Party or a nation, from the middle ground of Europe, the effects will be incalculable and very hard ever to correct.
In my letter of resignation, which I tendered with the utmost sadness and dismay, I said :
"Cabinet Government is all about trying to persuade one another from within".
That was my commitment to Government by persuasion - persuading colleagues and the nation. I have tried to do that as Foreign Secretary and since, but I realise now that the task has become futile: trying to stretch the meaning of words beyond what was credible, and trying to pretend that there was a common policy when every step forward risked being subverted by some casual comment or impulsive answer.
The conflict of loyalty, of loyalty to my Right Honourable Friend the Prime Minister - and, after all, in two decades together that instinct of loyalty is still very real - and of loyalty to what I perceive to be the true interests of the nation, has become all too great. I no longer believe it possible to resolve that conflict from within this Government. That is why I have resigned. In doing so, I have done what I believe to be right for my party and my country. The time has come for others to consider their own response to the tragic conflict of loyalties with which I have myself wrestled for perhaps too long.
