Richard Nixon: 'America's public enemy number one is drug abuse', War on Drugs speech

Ladies and gentlemen, I would like to summarise for you the meeting that I have just had with the bipartisan leaders, which began at eight o'clock and was completed two hours later. I began the meeting by making this statement, which I think needs to be made to the nation. America's public enemy number one in the United States is drug abuse. In order to fight and defeat this enemy, it is necessary to wage a new all out offensive. I've asked the Congress to provide the legislative authority and the funds to fuel this kind of an offensive.

This will be a worldwide offensive dealing with the problems of sources of supply, as well as Americans who may be stationed abroad wherever they are in the world.

It will be government-wide, pulling together the nine different fragmented areas where within the government in which this problem is now being handled.

And it will be nationwide in terms of a new educational programme that we trust will result as from the discussions that we have had.

With regard to this offensive, it is necessary first to have a new organisation, and the new organisation will be within the White House. Dr. Jaffe, who will be one of the briefers here today, will be the man directly responsible. He will report directly to me, and he will have the responsibility to take all of the government agencies, nine, that deal with the problems of rehabilitation, in which his primary responsibilities will be research and education, and see that they work not at cross purposes, but work together in dealing with the problem.

If we're going to have a successful offensive, we need more money. Consequently, I'm asking the Congress for 155 million in new funds, which will bring the total amount this year in the budget for drug abuse, both in enforcement and treatment to over $350 million. As far as the new money is concerned. Incidentally, I have made it clear to the leaders that if this is not enough, if more can be used.

If Dr. Jaffe, after studying this problem finds that we can use more, more will be provided. In order to defeat this enemy, which is causing such great concern and correctly so to so many American families, money will be provided to the extent that it is necessary and to the extent that it will be useful.

And finally, in order for this program to be effective, it is necessary that it be conducted on a basis in which the American people all join in it. That's why the meeting was bipartisan -- bipartisan because we needed the support of the Congress, but bipartisan because we needed the leadership of members of the Congress in this field.

Fundamentally, it is essential for the American people to be alerted to this danger, to recognise that it is a danger that will not pass with the passing of the war in Vietnam, which has brought to our attention the fact that a number of young Americans have become addicts as they serve abroad, whether in Vietnam or Europe or other places.

Because the problem existed before we became involved in Vietnam. It will continue to exist afterwards, and that is why this offensive deals with the problem there, in Europe, but will then go on to deal with the problem throughout America.

One final word with regard to presidential responsibility in this respect. I very much hesitate always to bring some new responsibility into the White House because there are so many here, and I believe in delegating those responsibilities to the departments. But I consider this problem so urgent, I also found that it was scattered so much throughout the government with so much conflict, without coordination that it had to be brought into the White House. And consequently, I have brought Dr. Jaffe into the White House directly reporting to me, so that we have not only the responsibility, but the authority to see that we wage this offensive effectively and in a coordinated way.

John F Kennedy: 'America's stake in Vietnam', Conference on Vietnam luncheon - 1956

It is a genuine pleasure to be here today at this vital Conference on the future of Vietnam, and America's stake in that new nation, sponsored by the American Friends of Vietnam, an organization of which I am proud to be a member. Your meeting today at a time when political events concerning Vietnam are approaching a climax, both in that country and in our own Congress, is most timely. Your topic and deliberations, which emphasize the promise of the future more than the failures of the past, are most constructive. I can assure you that the Congress of the United States will give considerable weight to your findings and recommendations; and I extend to all of you who have made the effort to participate in this Conference my congratulations and best wishes.

It is an ironic and tragic fact that this Conference is being held at a time when the news about Vietnam has virtually disappeared from the front pages of the American press, and the American people have all but forgotten the tiny nation for which we are in large measure responsible. This decline in public attention is due, I believe, to three factors:

First, it is due in part to the amazing success of President Diem in meeting firmly and with determination the major political and economic crises which had heretofore continually plagued Vietnam. (I shall say more about this point later, for it deserves more consideration from all Americans interested in the future of Asia).
Secondly, it is due in part to the traditional role of American journalism, including readers as well as writers, to be more interested in crises than in accomplishments, to give more space to the threat of wars than the need for works, and to write larger headlines on the sensational omissions of the past than the creative missions of the future.
Third and finally, our neglect of Vietnam is the result of one of the most serious weaknesses that has hampered the long-range effectiveness of American foreign policy over the past several years - and that is the overemphasis upon our role as "volunteer fire department" for the world. Whenever and wherever fire breaks out -- in Indochina, in the Middle East, in Guatemala, in Cyprus, in the Formosan Straits -- our firemen rush in, wheeling up all their heavy equipment, and resorting to every known method of containing and extinguishing the blaze. The crowd gathers -- the usually successful efforts of our able volunteers are heartily applauded -- and then the firemen rush off to the next conflagration, leaving the grateful but still stunned inhabitants to clean up the rubble, pick up the pieces, and rebuild their homes with whatever resources are available.

The role, to be sure, is a necessary one; but it is not the only role to be played, and the others cannot be ignored. A volunteer fire department halts, but rarely prevents, fires. It repels but rarely rebuilds; it meets the problems of the present but not of the future. And while we are devoting our attention to the Communist arson in Korea, there is smoldering in Indochina; we turn our efforts to Indochina until the alarm sounds in Algeria -- and so it goes.

Of course Vietnam is not completely forgotten by our policy-makers today -- I could not in honesty make such a charge and the facts would easily refute it -- but the unfortunate truth of the matter is that, in my opinion, Vietnam would in all likelihood be receiving more attention from our Congress and Administration, and greater assistance under our aid programs, if it were in imminent danger of Communist invasion or revolution. Like those peoples of Latin America and Africa whom we have very nearly overlooked in the past decade, the Vietnamese may find that their devotion to the cause of democracy, and their success in reducing the strength of local Communist groups, have had the ironic effect of reducing American support. Yet the need for that support has in no way been reduced. (I hope it will not be necessary for the Diem Government -- or this organization -- to subsidize the growth of the South Vietnam Communist Party in order to focus American attention on that nation's critical needs!)

No one contends that we should now rush all our firefighting equipment to Vietnam, ignoring the Middle East or any other part of the world. But neither should we conclude that the cessation of hostilities in Indochina removed that area from the list of important areas of United States foreign policy. Let us briefly consider exactly what is "America's Stake in Vietnam":

First, Vietnam represents the cornerstone of the Free World in Southeast Asia, the keystone to the arch, the finger in the dike. Burma, Thailand, India, Japan, the Philippines, and obviously Laos and Cambodia are among those whose security would be threatened if the Red Tide of Communism overflowed into Vietnam. In the past, our policy-makers have sometimes issued contradictory statements on this point -- but the long history of Chinese invasions of Southeast Asia being stopped by Vietnamese warriors should have removed all doubt on this subject.
Moreover, the independence of a Free Vietnam is crucial to the free world in fields other than the military. Her economy is essential to the economy of Southeast Asia; and her political liberty is an inspiration to those seeking to obtain or maintain their liberty in all parts of Asia - and indeed the world. The fundamental tenets of this nation's foreign policy, in short, depend in considerable measure upon a strong and free Vietnamese nation.
Secondly, Vietnam represents a proving ground of democracy in Asia. However we may choose to ignore it or deprecate it, the rising prestige and influence of Communist China in Asia are unchallengeable facts. Vietnam represents the alternative to Communist dictatorship. If this democratic experiment fails, if some one million refugees have fled the totalitarianism of the North only to find neither freedom nor security in the South, then weakness, not strength, will characterize the meaning of democracy in the minds of still more Asians. The United States is directly responsible for this experiment -- it is playing an important role in the laboratory where it is being conducted. We cannot afford to permit that experiment to fail.
Third and in somewhat similar fashion, Vietnam represents a test of American responsibility and determination in Asia. If we are not the parents of little Vietnam, then surely we are the godparents. We presided at its birth, we gave assistance to its life, we have helped to shape its future. As French influence in the political, economic, and military spheres has declined in Vietnam, American influence has steadily grown. This is our offspring -- we cannot abandon it, we cannot ignore its needs. And if it falls victim to any of the perils that threaten its existence -- Communism, political anarchy, poverty, and the rest -- then the United States, with some justification, will be held responsible; and our prestige in Asia will sink to a new low.
Fourth and finally, America's stake in Vietnam, in her strength and in her security, is a very selfish one -- for it can be measured, in the last analysis, in terms of American lives and American dollars. It is now well known that we were at one time on the brink of war in Indochina -- a war which could well have been more costly, more exhausting, and less conclusive than any war we have ever known. The threat to such war is not now altogether removed from the horizon. Military weakness, political instability, or economic failure in the new state of Vietnam could change almost overnight the apparent security which has increasingly characterized that area under the leadership of Premier Diem. And the key position of Vietnam in Southeast Asia, as already discussed, makes inevitable the involvement of this nation's security in any new outbreak of trouble.

It is these four points, in my opinion, that represent America's stake in Vietnamese security. And before we look to the future, let us stop to review what the Diem Government has already accomplished by way of increasing that security. Most striking of all, perhaps, has been the rehabilitation of more than ¾ of a million refugees from the North. For these courageous people dedicated to the free way of life, approximately 45,000 houses have been constructed, 2,500 wells dug, 100 schools established, and dozens of medical centers and maternity homes provided.

Equally impressive has been the increased solidarity and stability of the Government, the elimination of rebellious sects and the taking of the first vital steps toward true democracy. Where once colonialism and Communism struggled for supremacy, a free and independent republic has been proclaimed, recognized by over 40 countries of the free world. Where once a playboy emperor ruled from a distant shore, a constituent assembly has been elected.

Social and economic reforms have likewise been remarkable. The living conditions of the peasants have been vastly improved, the wastelands have been cultivated, and a wider ownership of the land is gradually being encouraged. Farm cooperatives and farmer loans have modernized an outmoded agricultural economy; and a tremendous dam in the center of the country has made possible the irrigation of a vast area previously uncultivated. Legislation for better labor relations, health protection, working conditions, and wages has been completed under the leadership of President Diem.

Finally, the Vietnamese army -- now fighting for its own homeland and not its colonial masters -- has increased tremendously in both quality and quantity. General O'Daniel can tell you more about these accomplishments.

But the responsibility of the United States for Vietnam does not conclude, obviously, with a review of what has been accomplished thus far with our help. Much more needs to be done; much more, in fact, than we have been doing up to now. Military alliances in Southeast Asia are necessary but not enough. Atomic superiority and the development of new ultimate weapons are not enough. Informational and propaganda activities, warning of the evils of Communism and the blessings of the American way of life, are not enough in a country where concepts of free enterprise and capitalism are meaningless, where poverty and hunger are not enemies across the 17th parallel but enemies within their midst. As Ambassador Chuong has recently said: "People cannot be expected to fight for the Free World unless they have their own freedom to defend, their freedom from foreign domination as well as freedom from misery, oppression, corruption."

I shall not attempt to set forth the details of the type of aid program this nation should offer the Vietnamese -- for it is not the details of that program that are as important as the spirit with which it is offered and the objectives it seeks to accomplish. We should not attempt to buy the friendship of the Vietnamese. Nor can we win their hearts by making them dependent upon our handouts. What we must offer them is a revolution -- a political, economic, and social revolution far superior to anything the Communists can offer -- far more peaceful, far more democratic, and far more locally controlled. Such a Revolution will require much from the United States and much from Vietnam. We must supply capital to replace that drained by the centuries of colonial exploitation; technicians to train those handicapped by deliberate policies of illiteracy; guidance to assist a nation taking those first feeble steps toward the complexities of a republican form of government. We must assist the inspiring growth of Vietnamese democracy and economy, including the complete integration of those refugees who gave up their homes and their belongings to seek freedom. We must provide military assistance to rebuild the new Vietnamese Army, which every day faces the growing peril of Vietminh Armies across the border.

And finally, in the councils of the world, we must never permit any diplomatic action adverse to this, one of the youngest members of the family of nations -- and I include in that injunction a plea that the United States never give its approval to the early nationwide elections called for by the Geneva Agreement of 1954. Neither the United States nor Free Vietnam was a party to that agreement -- and neither the United States nor Free Vietnam is ever going to be a party to an election obviously stacked and subverted in advance, urged upon us by those who have already broken their own pledges under the Agreement they now seek to enforce.

All this and more we can offer Free Vietnam, as it passes through the present period of transition on its way to a new era -- an era of pride and independence, and era of democratic and economic growth -- an era which, when contrasted with the long years of colonial oppression, will truly represent a political, social and economic revolution.

This is the revolution we can, we should, we must offer to the people of Vietnam -- not as charity, not as a business proposition, not as a political maneuver, nor simply to enlist them as soldiers against Communism or as chattels of American foreign policy -- but a revolution of their own making, for their own welfare, and for the security of freedom everywhere. The Communists offer them another kind of revolution, glittering and seductive in its superficial appeal. The choice between the two can be made only by the Vietnamese people themselves. But in these times of trial and burden, true friendships stand out. As Premier Diem recently wrote a great friend of Vietnam, Senator Mansfield, "It is only in winter that you can tell which trees are evergreen." And I am confident that if this nation demonstrates that it has not forgotten the people of Vietnam, the people of Vietnam will demonstrate that they have not forgotten us.

Lyndon Johnson: 'We will stand in Vietnam', press conference escalating war - 1965

My fellow Americans:

Not long ago I received a letter from a woman in the Midwest. She wrote:

Dear Mr. President:

In my humble way I am writing to you about the crisis in Viet-Nam. I have a son who is now in Viet-Nam. My husband served in World War II. Our country was at war, but now, this time, it is just something that I don't understand. Why?"

Well, I have tried to answer that question dozens of times and more in practically every State in this Union. I have discussed it fully in Baltimore in April, in Washington in May, in San Francisco in June. Let me again, now, discuss it here in the East Room of the White House.

Why must young Americans, born into a land exultant with hope and with golden promise, toil and suffer and sometimes die in such a remote and distant place?

The answer, like the war itself, is not an easy one, but it echoes clearly from the painful lessons of half a century. Three times in my lifetime, in two World Wars and in Korea, Americans have gone to far lands to fight for freedom. We have learned at a terrible and a brutal cost that retreat does not bring safety and weakness does not bring peace.

It is this lesson that has brought us to Viet-Nam. This is a different kind of war. There are no marching armies or solemn declarations. Some citizens of South Viet-Nam at times, with understandable grievances, have joined in the attack on their own government.

But we must not let this mask the central fact that this is really war. It is guided by North Viet-Nam and it is spurred by Communist China. Its goal is to conquer the South, to defeat American power, and to extend the Asiatic dominion of communism. There are great stakes in the balance. Most of the non-Communist nations of Asia cannot, by themselves and alone, resist the growing might and the grasping ambition of Asian communism.

Our power, therefore, is a very vital shield. If we are driven from the field in Viet-Nam, then no nation can ever again have the same confidence in American promise, or in American protection.

In each land the forces of independence would be considerably weakened, and an Asia so threatened by Communist domination would certainly imperil the security of the United States itself.

We did not choose to be the guardians at the gate, but there is no one else.

Nor would surrender in Viet-Nam bring peace, because we learned from Hitler at Munich that success only feeds the appetite of aggression. The battle would be renewed in one country and then another country, bringing with it perhaps even larger and crueler conflict, as we have learned from the lessons of history.

Moreover, we are in Viet-Nam to fulfill one of the most solemn pledges of the American Nation. Three Presidents--President Eisenhower, President Kennedy, and your present President--over 11 years have committed themselves and have promised to help defend this small and valiant nation.

Strengthened by that promise, the people of South Viet-Nam have fought for many long years. Thousands of them have died. Thousands more have been crippled and scarred by war. We just cannot now dishonor our word, or abandon our commitment, or leave those who believed us and who trusted us to the terror and repression and murder that would follow.

This, then, my fellow Americans, is why we are in Viet-Nam.

My fellow Americans:

Once again in man's age-old struggle for a better life and a world of peace, the wisdom, courage, and compassion of the American people are being put to the test. This is the meaning of the tragic conflict in Vietnam.

In meeting the present challenge, it is essential that our people seek understanding, and that our leaders speak with candor.

I have therefore directed that this report to the American people be compiled and widely distributed. In its pages you will find statements on Vietnam by three leaders of your Government--by your President, your Secretary of State, and your Secretary of Defense.

These statements were prepared for different audiences, and they reflect the differing responsibilities of each speaker. The congressional testimony has been edited to avoid undue repetition and to incorporate the sense of the discussions that ensued.

Together, they construct a clear definition of America's role in the Vietnam conflict:

the dangers and hopes that Vietnam holds for all free men
the fullness and limits of our national objectives in a war we did not seek
the constant effort on our part to bring this war we do not desire to a quick and honorable end.

What are our goals in that war-strained land?

First, we intend to convince the Communists that we cannot be defeated by force of arms or by superior power. They are not easily convinced. In recent months they have greatly increased their fighting forces and their attacks and the number of incidents.

I have asked the Commanding General, General Westmoreland, what more he needs to meet this mounting aggression. He has told me. We will meet his needs.

I have today ordered to Viet-Nam the Air Mobile Division and certain other forces which will raise our fighting strength from 75,000 to 125,000 men almost immediately. Additional forces will be needed later, and they will be sent as requested.

This will make it necessary to increase our active fighting forces by raising the monthly draft call from 17,000 over a period of time to 35,000 per month, and for us to step up our campaign for voluntary enlistments.

After this past week of deliberations, I have concluded that it is not essential to order Reserve units into service now. If that necessity should later be indicated, I will give the matter most careful consideration and I will give the country--you--an adequate notice before taking such action, but only after full preparations.

We have also discussed with the Government of South Viet-Nam lately, the steps that we will take to substantially increase their own effort, both on the battlefield and toward reform and progress in the villages. Ambassador Lodge is now formulating a new program to be tested upon his return to that area.

These steps, like our actions in the past, are carefully measured to do what must be done to bring an end to aggression and a peaceful settlement.

We do not want an expanding struggle with consequences that no one can perceive, nor will we bluster or bully or flaunt our power, but we will not surrender and we will not retreat.

For behind our American pledge lies the determination and resources, I believe, of all of the American Nation.

Second, once the Communists know, as we know, that a violent solution is impossible, then a peaceful solution is inevitable.

We are ready now, as we have always been, to move from the battlefield to the conference table. I have stated publicly and many times, again and again, America's willingness to begin unconditional discussions with any government, at any place, at any time. Fifteen efforts have been made to start these discussions with the help of 40 nations throughout the world, but there has been no answer.

But we are going to continue to persist, if persist we must, until death and desolation have led to the same conference table where others could now join us at a much smaller cost.

Let me also add now a personal note. I do not find it easy to send the flower of our youth, our finest young men, into battle. I have spoken to you today of the divisions and the forces and the battalions and the units, but I know them all, every one. I have seen them in a thousand streets, of a hundred towns, in every State in this Union--working and laughing and building, and filled with hope and life. I think I know, too, how their mothers weep and how their families sorrow.

This is the most agonizing and the most painful duty of your President.

There is something else, too. When I was young, poverty was so common that we didn't know it had a name. An education was something that you had to fight for, and water was really life itself. I have now been in public life 35 years, more than three decades, and in each of those 35 years I have seen good men, and wise leaders, struggle to bring the blessings of this land to all of our people.

And now I am the President. It is now my opportunity to help every child get an education, to help every Negro and every American citizen have an equal opportunity, to have every family get a decent home, and to help bring healing to the sick and dignity to the old.

As I have said before, that is what I have lived for, that is what I have wanted all my life since I was a little boy, and I do not want to see all those hopes and all those dreams of so many people for so many years now drowned in the wasteful ravages of cruel wars. I am going to do all I can do to see that that never happens.

But I also know, as a realistic public servant, that as long as there are men who hate and destroy, we must have the courage to resist, or we will see it all, all that we have built, all that we hope to build, all of our dreams for freedom--all, all will be swept away on the flood of conquest.

So, too, this shall not happen. We will stand in Vietnam.

Spiro Agnew: 'I would swap the whole damn zoo', Missouri Republican Party Fundraising Dinner - 1970

Heard this grab on Ken Burns’ Vietnam documentary.

The Washington Post, which constantly urges us to lower our voices, said after the President's detailed address to the nation on his decision to clean out the Cambodian sanctuaries, and I quote, the Post said 'there is something so erratic and irrational, not to say incomprehensible about all this that you have to assume there is more to it than he is telling us.' Now, the Post might just well have come out and said that it thought the President had lost his sanity. Words like 'erratic', 'irrational', and 'incomprehensible' are not ordinarily used to describe the carefully studied military decision of the nation's commander in chief .

Ladies and gentlemen, you've heard a lot of wild, hot rhetoric tonight. None of it, mine. This goes on daily in the editorial pages of some very large, reputable newspapers in this country. Not all of them in the East by a long shot. And it pours out of the television set, and the radio in a daily torrent, assailing our ears so incessantly that we no longer register shock at the irresponsibility and the thoughtlessness behind the statements. 'But you are the vice president', they say to me, 'you should choose your language more carefully'. Nonsense. I swore that I would uphold the Constitution against all enemies, foreign and domestic. Those who would tear our country apart or try to bring down its government are enemies, whether here or abroad, whether destroying libraries and classrooms on a college campus, or firing at American troops from a rice paddy in Southeast Asia.

Indeed, as for these deserters, malcontents, radicals, incendiaries, the civil and the uncivil disobedience among our young, SDS, PLP, Weatherman I and Weathermen II, the Revolutionary Action Movement, the Yippies, hippies, Yahoos, Black Panthers, lions and tigers alike — I would swap the whole damn zoo for a single platoon of the kind of young Americans I saw in Vietnam.

Spiro Agnew: 'An effete core of impudent snobs', Des Moines speech about the mainstream media - 1969

Thank you very much, Governor Ray, Governor Ogilvie, Governor Tiemann, Mr. Boyd, Miss Peterson, the many distinguished officials of the Republican Party gathered for this Midwest regional meeting. It's indeed a pleasure for me to be here tonight. I had intended to make all three of the regional meetings that have been scheduled thus far, but unfortunately I had to scrub the Western one -- Hawaii was a little far at the moment, that time. But I'm glad to be here tonight and I look forward to attending the others.

I think it's obvious from the cameras here that I didn't come to discuss the ban on cyclamates or DDT. I have a subject I think is of great interest to the American people. Tonight I want to discuss the importance of the television medium to the American people. No nation depends more on the intelligent judgment of its citizens. And no medium has a more profound influence over public opinion. Nowhere in our system are there fewer checks on such vast power. So nowhere should there be more conscientious responsibility exercised than by the news media. The question is, "Are we demanding enough of our television news presentations?" "And are the men of this medium demanding enough of themselves?"

Monday night, a week ago, President Nixon delivered the most important address of his Administration, one of the most important of our decade. His subject was Vietnam. My hope, as his at that time, was to rally the American people to see the conflict through to a lasting and just peace in the Pacific. For 32 minutes, he reasoned with a nation that has suffered almost a third of a million casualties in the longest war in its history.

When the President completed his address -- an address, incidentally, that he spent weeks in the preparation of -- his words and policies were subjected to instant analysis and querulous criticism. The audience of 70 million Americans gathered to hear the President of the United States was inherited by a small band of network commentators and self-appointed analysts, the majority of whom expressed in one way or another their hostility to what he had to say.

It was obvious that their minds were made up in advance. Those who recall the fumbling and groping that followed President Johnson's dramatic disclosure of his intention not to seek another term have seen these men in a genuine state of non-preparedness. This was not it.

One commentator -- One commentator twice contradicted the President's statement about the exchange of correspondence with Ho Chi Minh. Another challenged the President's abilities as a politician. A third asserted that the President was following a Pentagon line. Others, by the expressions on their faces, the tone of their questions, and the sarcasm of their responses, made clear their sharp disapproval.

To guarantee in advance that the President's plea for national unity would be challenged, one network [A.B.C.] trotted out Averell Harriman for the occasion. Throughout the President's address, he waited in the wings. When the President concluded, Mr. Harriman recited perfectly. He attacked the Thieu Government as unrepresentative. He criticized the President's speech for various deficiencies. He twice issued a call to the Senate Foreign Relations Committee to debate Vietnam once again. He stated his belief that the Vietcong or North Vietnamese did not really want a military takeover of South Vietnam. And he told a little anecdote about a "very, very responsible" fellow he had met in the North Vietnamese delegation.

All in all, Mr. Harriman offered a broad range of gratuitous advice challenging and contradicting the policies outlined by the President of the United States. Where the President had issued a call for unity, Mr. Harriman was encouraging the country not to listen to him.

A word about Mr. Harriman. For 10 months he was America's chief negotiator at the Paris peace talks -- a period in which the United States swapped some of the greatest military concessions in the history of warfare for an enemy agreement on the shape of the bargaining table. Like Coleridge's Ancient Mariner, Mr. Harriman seems to be under some heavy compulsion to justify his failures to anyone who will listen. And the networks have shown themselves willing to give him all the air time he desires.

Now every American has a right to disagree with the President of the United States and to express publicly that disagreement. But the President of the United States has a right to communicate directly with the people who elected him, and the -- and the people of this country have the right to make up their own minds and form their own opinions about a Presidential address without having the President's words and thoughts characterized through the prejudices of hostile critics before they can even be digested.

When Winston Churchill rallied public opinion to stay the course against Hitler's Germany, he didn't have to contend with a gaggle of commentators raising doubts about whether he was reading public opinion right, or whether Britain had the stamina to see the world -- the war through. When President Kennedy rallied a nation in the Cuban missile crisis, his address to the people was not chewed over by a roundtable of critics who disparaged the course of action he'd asked America to follow.

The purpose of my remarks tonight is to focus your attention on this little group of men who not only enjoy a right of instant rebuttal to every Presidential address, but, more importantly, wield a free hand in selecting, presenting, and interpreting the great issues in our nation.

First, let's define that power.

At least 40 million Americans every night, it's estimated, watch the network news. Seven million of them view A.B.C., the remainder being divided between N.B.C. and C.B.S. According to Harris polls and other studies, for millions of Americans the networks are the sole source of national and world news. In Will Rogers' observation, what you knew was what you read in the newspaper. Today for growing millions of Americans, it's what they see and hear on their television sets.

Now how is this network news determined? A small group of men, numbering perhaps no more than a dozen anchormen, commentators, and executive producers, settle upon the 20 minutes or so of film and commentary that's to reach the public.

This selection is made from the 90 to 180 minutes that may be available. Their powers of choice are broad. They decide what 40 to 50 million Americans will learn of the day's events in the nation and in the world. We cannot measure this power and influence by the traditional democratic standards, for these men can create national issues overnight. They can make or break by their coverage and commentary a moratorium on the war. They can elevate men from obscurity to national prominence within a week. They can reward some politicians with national exposure and ignore others.

For millions of Americans the network reporter who covers a continuing issue -- like the ABM or civil rights -- becomes, in effect, the presiding judge in a national trial by jury.

It must be recognized that the networks have made important contributions to the national knowledge -- through news, documentaries, and specials. They have often used their power constructively and creatively to awaken the public conscience to critical problems. The networks made hunger and black lung disease national issues overnight. The TV networks have done what no other medium could have done in terms of dramatizing the horrors of war. The networks have tackled our most difficult social problems with a directness and an immediacy that's the gift of their medium. They focus the nation's attention on its environmental abuses -- on pollution in the Great Lakes and the threatened ecology of the Everglades. But it was also the networks that elevated Stokely Carmichael and George Lincoln Rockwell from obscurity to national prominence.

Nor is their power confined to the substantive. A raised eyebrow, an inflection of the voice, a caustic remark dropped in the middle of a broadcast can raise doubts in a million minds about the veracity of a public official or the wisdom of a Government policy. One Federal Communications Commissioner considers the powers of the networks equal to that of local, state, and Federal Governments all combined. Certainly it represents a concentration of -- of power over American public opinion unknown in history.

Now what do Americans know of the men who wield this power? Of the men who produce and direct the network news, the nation knows practically nothing. Of the commentators, most Americans know little other than that they reflect an urbane and assured presence, seemingly well-informed on every important matter. We do know that to a man these commentators and producers live and work in the geographical and intellectual confines of Washington, D.C., or New York City, the latter of which James Reston terms "the most unrepresentative community in the entire United States."

Both communities bask in their own provincialism, their own parochialism. We can deduce that these men read the same newspapers. They draw their political and social views from the same sources. Worse, they talk constantly to one another, thereby providing artificial reinforcement to their shared viewpoints. Do they allow their biases to influence the selection and presentation of the news? David Brinkley states, "objectivity is impossible" to normal human behavior. Rather, he says, we should strive for "fairness"

Another anchorman on a network news show contends, and I quote:

You can't expunge all your private convictions just because you sit in a seat like this and a camera starts to stare at you. I think your program has to reflect what your basic feelings are. I'll plead guilty to that.

Less than a week before the 1968 election, this same commentator charged that President Nixon's campaign commitments were no more durable than campaign balloons. He claimed that, were it not for the fear of the hostile reaction, Richard Nixon would be giving into, and I quote him exactly, "his natural instinct to smash the enemy with a club or go after him with a meat axe."

Had this slander been made by one political candidate about another, it would have been dismissed by most commentators as a partisan attack. But this attack emanated from the privileged sanctuary of a network studio and therefore had the apparent dignity of an objective statement.

The American people would rightly not tolerate this concentration of power in Government. Is it not fair and relevant to question its concentration in the hands of a tiny, enclosed fraternity of privileged men elected by no one and enjoying a monopoly sanctioned and licensed by Government? The views of a -- the majority of this fraternity do not -- and I repeat, not -- represent the views of America. And that is why such a great gulf existed between how the nation received the President's address and how the networks reviewed it.

Not only did the country receive the President's address warmer -- more warmly than the networks, but so also did the Congress of the United States. Yesterday, the President was notified that 300 individual Congressmen and 50 Senators of both parties had endorsed his efforts for peace. As with other American institutions, perhaps it is time that the networks were made more responsive to the views of the nation and more responsible to the people they serve.

Now I want to make myself perfectly clear: I'm not asking for Government censorship or any other kind of censorship. I am asking whether a form of censorship already exists when the news that 40 million Americans -- when the news that 40 million Americans receive each night is determined by a handful of men responsible only to their corporate employers and is filtered through a handful of commentators who admit to their own set of biases.

The questions I'm raising here tonight should have been raised by others long ago. They should have been raised by those Americans who have traditionally considered the preservation of freedom of speech and freedom of the press their special provinces of responsibility. They -- They should have been raised by those Americans who share the view of the late Justice Learned Hand that "right conclusions are more likely to be gathered out of a multitude of tongues than through any kind of authoritative selection."

Advocates for the networks have claimed a First Amendment right to the same unlimited freedoms held by the great newspapers of America. But the situations are not identical. Where The New York Times reaches 800,000 people, N.B.C. reaches 20 times that number on its evening news. Nor can the tremendous impact of seeing television film and hearing commentary be compared with reading the printed page.

A decade ago, before the network news acquired such dominance over public opinion, Walter Lippman spoke to the issue. He said,

There [is] is an essential and radical difference between television and printing...The three or four competing television stations control virtually all that can be received over the air by ordinary television sets. But besides the mass circulation dailies, there are [the] weeklies, [the] monthlies, [the] out-of-town newspapers and books. If a man does [not] like his newspaper, he can read another from out of town, or wait for a weekly news magazine. It [is] not ideal, but it [is] infinitely better than the situation in television. There, if a man does [not] like what the networks [offer him], all he can do is [to] turn them off, and listen to a phonograph (p.414).

"Networks," he stated,

which are few in number, have a virtual monopoly of a whole medium of communication. The newspapers of mass circulation have no monopoly [of] the medium of print (p.414).

Now a virtual monopoly of a whole medium of communication is not something that democratic people should blithely ignore. And we are not going to cut off our television sets and listen to the phonograph just because the airways belong to the networks. They don't. They belong to the people. As Justice Byron...White wrote in his landmark opinion six months ago, "It [is] the right of the viewers and listeners, not the right of the broadcasters, which is paramount."

Now it's argued that this power presents no danger in the hands of those who have used it responsibly. But as to whether or not the networks have abused the power they enjoy, let us call as our first witness, former Vice President Humphrey and the city of Chicago. According to Theodore White, television's intercutting of the film from the streets of Chicago with the "current proceedings on the floor of the convention created the most striking and false political picture of 1968 -- the nomination of a man for the American Presidency by the brutality and violence of merciless police."

If we are to believe a recent report of the House of Representatives Commerce Committee, then television's presentation of the violence in the streets worked an injustice on the reputation of the Chicago police. According to the committee findings, one network in particular presented, and I quote, "a one-sided picture which in large measure exonerates the demonstrators and protestors." Film of provocations of police that was available never saw the light of day, while the film of a police response which the protestors provoked was shown to millions.

Another network showed virtually the same scene of violence from three separate angles without making clear it was the same scene. And while the full report is reticent in drawing conclusions, it is not a document to inspire confidence in the fairness of the network news. Our knowledge of the impact of network news on the national mind is far from incomplete [sic] but some early returns are available. Again, we have enough information to raise serious questions about its effect on a democratic society.

Several years ago Fred Friendly, one of the pioneers of network news, wrote that its "missing ingredients" were "conviction, controversy, and a point of view" The networks have compensated with a vengeance.

And in the networks' endless pursuit of controversy, we should ask: "What is the end value -- to enlighten or to profit?" "What is the end result -- to inform or to confuse?" "How does the ongoing exploration for more action, more excitement, more drama serve our national search for internal peace and stability?"

Gresham's Law seems to be operating in the network news. Bad news drives out good news. The irrational is more controversial than the rational. Concurrence can no longer compete with dissent. One minute of Eldridge Cleaver is worth 10 minutes of Roy Wilkins. The labor crisis settled at the negotiating table is nothing compared to the confrontation that results in a strike -- or better yet, violence along the picket lines. Normality has become the nemesis of the network news.

Now the upshot of all this controversy is that a narrow and distorted picture of America often emerges from the televised news. A single, dramatic piece of the mosaic becomes in the minds of millions the entire picture. The -- The American who relies upon television for his news might conclude that the majority of American students are embittered radicals; that the majority of black Americans feel no regard for their country; that violence and lawlessness are the rule rather than the exception on the American campus. We know that none of these conclusions is true.

Perhaps the place to start looking for a credibility gap is not in the offices of the Government in Washington but in the studios of the networks in New York. Television may have destroyed the old stereotypes, but has it not created new ones in their places? What has this "passionate" pursuit of controversy done to the politics of progress through local compromise essential to the functioning of a democratic society?

The members of Congress or the Senate who follow their principles and philosophy quietly in a spirit of compromise are unknown to many Americans, while the loudest and most extreme dissenters on every issue are known to every man in the street. How many marches and demonstrations would we have if the marchers did not know that the ever-faithful TV cameras would be there to record their antics for the next news show?

We've heard demands that Senators and Congressmen and judges make known all their financial connections so that the public will know who and what influences their decisions and their votes. Strong arguments can be made for that view. But when a single commentator or producer, night after night, determines for millions of people how much of each side of a great issue they are going to see and hear, should he not first disclose his personal views on the issue as well? In this search for excitement and controversy, has more than equal time gone to the minority of Americans who specialize in attacking the United States -- its institutions and its citizens?

Tonight I've raised questions. I've made no attempt to suggest the answers. The answers must come from the media men. They are challenged to turn their critical powers on themselves, to direct their energy, their talent, and their conviction toward improving the quality and objectivity of news presentation. They are challenged to structure their own civic ethics -- to relate their great feeling with the great responsibilities they hold.

And the people of America are challenged, too -- challenged to press for responsible news presentations. The people can let the networks know that they want their news straight and objective. The people can register their complaints on bias through mail to the networks and phone calls to local stations. This is one case where the people must defend themselves, where the citizen, not the Government, must be the reformer; where the consumer can be the most effective crusader.

By way of conclusion, let me say that every elected leader in the United States depends on these men of the media. Whether what I've said to you tonight will be heard and seen at all by the nation is not my decision; it's not your decision -- it's their decision.

In tomorrow's edition of the Des Moines Register, you'll be able to read a news story detailing what I said tonight. Editorial comment will be reserved for the editorial page, where it belongs. Should not the same wall of separation exist between news and comment on the nation's networks?

Now my friends, we'd never trust such power, as I've described, over public opinion in the hands of an elected Government. It's time we questioned it in the hands of a small and unelected elite. The great networks have dominated America's airwaves for decades. The people are entitled to a full accounting of their stewardship.

The great speechwriter, Graham Freudenberg, who wrote for Whitlam and Hawke, nominated this speech with Calwell as the best speech of his career.

The Government’s decision to send the First Battalion of the Australian Regular Army to Vietnam is, without question, one of the most significant events in the history of this Commonwealth. Why I believe this will be explained in the course of my speech. Therefore, it is a matter for regret that the Prime Minister’s announcement was made in the atmosphere that prevailed around the precincts of this Parliament last Thursday. When one recalls that even two hours before the Prime Minister rose to make his statement it was being said on his behalf that there was no certainty that any statement would be made at all, it can hardly be said that the Government’s handling of the matter was designed to inspire confidence or trust.

However, I do not wish to dwell on that unhappy episode. The matter before us is far too important to allow anything to obscure or confuse the basic issue before us. The over-riding issue which this Parliament has to deal with at all times is the nation’s security. All our words, all our policies, all our actions, must be judged ultimately by this one crucial test: What best promotes our national security, what best guarantees our national survival? It is this test which the Labor Party has applied to the Government’s decision. We have, of course, asked ourselves other related questions, but basically the issue remains one of Australia’s security. Therefore, on behalf of all my colleagues of Her Majesty’s Opposition, I say that we oppose the Government’s decision to send 800 men to fight in Vietnam. We oppose it firmly and completely.

We regret the necessity that has come about. We regret that as a result of the Government’s action it has come about. It is not our desire, when servicemen are about to be sent to distant battlefields, and when war, cruel, costly and interminable, stares us in the face, that the nation should be divided. But it is the Government which has brought this tragic situation about and we will not shirk our responsibilities in stating the views we think serve Australia best. Our responsibility, like that of the Government, is great but, come what may, we will do our duty as we see it and know it to be towards the people of Australia and our children’s children. Therefore, I say, we oppose this decision firmly and completely.

We do not think it is a wise decision. We do not think it is a timely decision. We do not think it is a right decision. We do not think it will help the fight against Communism. On the contrary, we believe it will harm that fight in the long term. We do not believe it will promote the welfare of the people of Vietnam. On the contrary, we believe it will prolong and deepen the suffering of that unhappy people so that Australia’s very name may become a term of reproach among them. We do not believe that it represents a wise or even intelligent response to the challenge of Chinese power. On the contrary, we believe it mistakes entirely the nature of that power, and that it materially assists China in her subversive aims. Indeed, we cannot conceive a decision by this Government more likely to promote the long term interests of China in Asia and the Pacific. We of the Labor Party do not believe that this decision serves, or is consistent with, the immediate strategic interests of Australia. On the contrary, we believe that, by sending one quarter of our pitifully small effective military strength to distant Vietnam, this Government dangerously denudes Australia and its immediate strategic environs of effective defence power. Thus, for all these and other reasons, we believe we have no choice but to oppose this decision in the name of Australia and of Australia’s security.

I propose to show that the Government’s decision rests on three false assumptions: An erroneous view of the nature of the war in Vietnam; a failure to understand the nature of the Communist challenge; and a false notion as to the interests of America and her allies. No debate on the Government’s decision can proceed, or even begin, unless we make an attempt to understand the nature of the war in Vietnam. Indeed, this is the crux of the matter; for unless we understand the nature of the war, we cannot understand what Australia’s correct role in it should be.

The Government takes the grotesquely over-simplified position that this is a straightforward case of aggression from North Vietnam against an independent South Vietnam. In the Government’s view, such internal subversion as there may be in South Vietnam is directed and operated from the North; that is to say, the Communist insurgents – the Vietcong – are merely the agents of the North, recruited in the North, trained in the North, instructed by the North, supplied from the North and infiltrated from the North.

The Government then takes this theory a little further by cleverly pointing to the undoubted fact that just as Communist North Vietnam lies north of South Vietnam, so Communist China lies north of North Vietnam. Thus, according to this simplified, not to say simple, theory, everything falls into place and the whole operation becomes, in the Prime Minister’s words ”part of a thrust by Communist China between the Indian and Pacific Oceans”. And by this reasoning, the very map of Asia itself becomes a kind of conspiracy of geography against Australia.

But is this picture of Chinese military aggression thrusting down inexorably through Indo China, Malaysia and Indonesia to Australia a true or realistic one? Does it state the true nature of the Chinese threat? Does it speak the truth of the actual situation in Vietnam? Does it tell the truth about the relation between China and North Vietnam? I believe it does not. I propose to show that it does not. If it is not true, then the Government is basing its entire policy on false premises, and I can imagine no greater threat to the security of this nation than that.

Let us first examine the case of South Vietnam itself. It is a gross and misleading over-simplification to depict this war in simple terms of military aggression from the North. That there has long been, and still is, aggression from the North and subversion inspired from the North, I do not for one moment deny. But the war in South Vietnam, the war to which we are sending this one battalion as a beginning in our commitment, is also a civil war and it is a guerrilla war. The great majority of the Vietcong are South Vietnamese. The object of the Vietcong in the war – this guerrilla war – is to avoid as far as possible direct entanglement with massed troops in order that by infiltration, subversion and terrorism, they may control villages, hamlets, outposts and small communities wherever these are most vulnerable. This, like all civil wars and all guerilla wars, has been accompanied by unusual savagery. This war has a savagery and a record of atrocities, with savage inhumanity daily perpetrated by both sides, all of its own. We cannot condemn the atrocities of the one without condemning those of the other. We of the Labor Party abhor and condemn both, as we condemn all atrocities. I repeat: The war in South Vietnam is a civil war, aided and abetted by the North Vietnamese Government, but neither created nor principally maintained by it. To call it simply “foreign aggression” as the Prime Minister does, and as his colleagues do, is to misrepresent the facts and, thereby, confuse the issue with which we must ultimately come to terms.

The people of Vietnam may, therefore, be divided into three kinds: Those who support the present Government and are actively anti-Communist; those who are Communist and of whom the Vietcong are actively and openly engaged in subversion; and those who are indifferent. I have not the slightest doubt that the overwhelming majority of the ordinary people of Vietnam fall into the last category. They watch uncomprehendingly the ebb and flow of this frightful war around them, and as each day threatens some new horror, they become even more uncomprehending. And because this is so, our policy of creating a democatic anti-Communist South Vietnam has failed. That failure can possibly be reversed, but it cannot be reversed by military means alone. Ten years ago, anti-Communism was fairly strong in Vietnam. For some years, the late President Ngo Dinh Diem did represent and organise resistance against Communism. When he had support, he was brought here, feted, and seated in honour on the very floor of this chamber. When his regime, becoming increasingly corrupt and irrelevant to the needs of the people, lost that support, he was murdered. Not a word of regret, of sorrow or sympathy was said by members of the Australian Government in memory of him whom they once hailed as the saviour of his country, though, indeed some of the Government extremist supporters outside this Parliament charged President Kennedy with having approved his murder, and Mr. Henry Cabot Lodge, among others, with actually planning it.

What support has the present Government, the eighth or ninth regime since the murder of Diem 18 months ago? It has no basis of popular support, It presumably has the support of the Army, or the ruling junta of the Army. It will fall and be replaced when it loses the support of the ruling junta, or when that junta itself is replaced by another. That has happened eight or nine times in the past year and a half. The Americans have supported four of the governments of South Vietnam and have opposed the other four. There is not one jot or tittle of evidence to support the belief that is being sedulously fostered in this country that the local population cares one iota whether it happens again eight or nine times in the coming 18 months. The Government of South Vietnam does not base itself on popular support. Yet this is the Government at whose request, and in whose support, we are to commit a battalion of Australian fighting men. And we are told we are doing this in the name of the free and independent Government and people of South Vietnam. I do not believe it, and neither does anybody else who considers the matter with any degree of intelligence.

The Prime Minister points to increasing support from North Vietnam as being a totally new factor in the situation. I agree that the pace of North Vietnamese aggression – and that is the only term for it – has increased, though estimates as to its extent vary considerably. The Prime Minister speaks of 10,000 infiltrators last year. The American White Paper on the subject put the figure at 4,000-odd certain, and 3,000 more estimated – at the outside 7,300. And yet I am bound to say that the evidence of that White Paper does not seem to bear out its own assertions. The thesis of the White Paper was that the war in Vietnam could be fully explained in terms of Northern aggression. Yet the report of the International Control Commission, quoted in the White Paper, listed, as having been captured from the Vietcong between 1962 and 1964, three rifles of Chinese origin, 46 of Russian origin, 40 sub-machine guns and 26 rifles of Czech origin, and 26 weapons of all kinds of North Vietnamese origin. Other weapons are in proportion. All this for a force of some estimated 100,000 men who have waged war successfully for years against 500,000 troops.

Now this does not seem to me to support the theory that in past years the efforts of the Vietcong were mainly dependent on supplies from the North. And even if we accept the view that Northern support has substantially increased in recent months, it cannot lend any credence to the belief that the Vietcong effort will collapse if this new, increased support is cut off. The more the Government relies on the theory of increased Northern support, as a basis for its actions, the more difficulty it must have in explaining away the successes of the Vietcong in the past when, as it maintains, Northern support was comparatively small. If it believes that it is simply a question of aggression from the North, and that all will be solved when that aggression is stopped, then it is deluding itself, and is trying to delude the Australian people as well.

Against the background of these facts, we can judge the true significance of the Australian commitment. The Government will try, indeed it has already tried, to project a picture in which once the aggressive invaders from the North are halted, our men will be engaged in the exercise of picking off the Vietcong, themselves invaders from the North and stranded from their bases and isolated from their supplies. But it will not be like that at all. Our men will be fighting the largely indigenous Vietcong in their own home territory. They will be fighting in the midst of a largely indifferent, if not resentful, and frightened population. They will be fighting at the request of, and in support, and presumably, under the direction of an unstable, inefficient, partially corrupt military regime which lacks even the semblance of being, or becoming, democratically based. But, it will be said, even if this is true, that there are far larger considerations. China must be stopped, the United States must not be humiliated in Asia. I agree wholeheartedly with both those propositions.

But this also I must say: Our present course is playing right into China’s hands, and our present policy will, if not changed, surely and inexorably lead to American humiliation in Asia. Communist China will use every means at her disposal to increase her power and influence. But her existing military machine is not well adapted to that objective. It is not so at this moment and it may not be so for the next ten years. Therefore, she chooses other means. Yet we have preferred to look at China mainly in terms of a military threat and thus have neglected to use other, far more effective weapons at our disposal, or, because of our preoccupation with the military threat, we have used those weapons badly and clumsily. We talk about the lesson of Munich as if we had never learnt a single lesson since 1938.

Preoccupied with the fear of a military Munich, we have suffered a score of moral Dunkirks. Preoccupied with the military threat of Chinese Communism, we have channelled the great bulk of our aid to Asia towards military expenditure. Preoccupied with the idea of monolithic, imperialistic Communism, we have channelled our support to those military regimes which were loudest in their professions of anti-Communism, no matter how reactionary, unpopular or corrupt they may have been. Preoccupied with fear of Communist revolution, we have supported and sought to support those who would prevent any sort of revolution, even when inevitable; and even when most needful. Preoccupied with so-called Western interests, we have never successfully supported nationalism as the mighty force it is against Communism. We have supported nationalism only when it supported the West, and we have thereby pushed nationalism towards Communism. Preoccupied with the universality of our own Christian beliefs, we have never tried to understand the power of the other great world religions against Communism.

Each of those preoccupations has worked for our defeat in Vietnam, and is working for our defeat in Asia, Africa and South America. And herein lies one of the greatest dangers of the Government’s decision on large-scale military commitments. It blinds and obscures the real nature of the problem of Communist expansion. It lends support and encouragement to those who see the problem in purely military terms, and whose policies would, if ever adopted, lead to disaster. Here is the real risk of the world nuclear war feared by the Minister for External Affairs (Mr. Hasluck). In his speech to the South East Asia Treaty Organisation yesterday he said the third world war could break out tomorrow in South Vietnam. If the idea of military containment is unsuccessful, as I believe it will surely prove in the long term, as it has already in the short term, it will contribute to that spirit of defeatism and impotence in the face of Communism. That is the greatest enemy we have to fear.

We are not impotent in the fight against Communism. We are not powerless against China, if we realise that the true nature of the threat from China is not military invasion but political subversion. And that threat, if we believe for one moment in our own professions, and in our own principles, we can fight and beat. But to exhaust our resources in the bottomless pit of jungle warfare, in a war in which we have not even defined our purpose honestly, or explained what we would accept as victory, is the very height of folly and the very depths of despair.

Humiliation for America could come in one of two ways – either by outright defeat, which is unlikely, or by her becoming interminably bogged down in the awful morass of this war, as France was for ten years. That situation would in turn lead to one of two things – withdrawal through despair, or all out war, through despair. Both these would be equally disastrous. What would be the objective of an all out war? It could only be the destruction of the North Vietnamese regime. And what would that create? It would create a vacuum. America can destroy the regime, but it cannot conquer and hold North Vietnam, and into that vacuum China would undoubtedly move. Thus, if that happened, we would have replaced a nationalistic communist regime – in a country with a thousand years history of hostility towards China – with actual Chinese occupation, and either we would have to accept this disaster or face the even greater disaster of all out war with China.

This is the terrible prospect which people like the Prime Minister of Britain, the Secretary General of the United Nations, the Prime Minister of Canada and Pope Paul have seen, and which they are trying to avert. They all are true friends of the United States of America, and they do not want to see America humiliated. That is why they have called for negotiations – negotiations while the United States remains in a position of comparative strength, negotiations while she is in a position to influence terms. Yet at the very time when the great weight of Western opinion calls for a pause, Australia says there must be no pause for reflection, no pause for reconsideration. The role of Australia should have been to support the call for negotiations and help those who were working towards them. Nobody underestimates the difficulties and dangers of negotiation. That is why we understood and sympathised with American efforts to secure a stronger base for negotiations.

By its decision, the Australian Government has withdrawn unilaterally from the ranks of the negotiators, if indeed it was ever concerned about them. Our contribution will be negligible, militarily. But we have reduced ourselves to impotence in the field of diplomacy. We should have been active in the field of diplomacy for a long time. But we have done nothing in that field of affairs. It is true that President Johnson’s cautious call for ” unconditional negotiations ” at Baltimore has been rejected by Hanoi and Peking. But if we accept the Prime Minister’s assurance that the decision to send a battalion to Vietnam was taken “several weeks ago “, then that rejection had nothing to do with the Government’s decision. For on the Prime Minister’s own claim, the decision was made before both the President’s offer and its rejection by the Communists.

This goes far to explain the Prime Minister’s abrupt and brutal denunciation of the principle of negotiations three weeks ago. It explains his elaborate attempts to refute the bishops. Australia’s aim should have been to help end the war, not to extend it. We have now lost all power to help end it. Instead, we have declared our intention to extend it, insofar as lies in our power. We have committed ourselves to the propositions that Communism can be defeated by military means alone and that it is the function of European troops to impose the will of the West upon Asia. These are dangerous, delusive and disastrous propositions. The Prime Minister pays lip service to President Johnson’s call for a massive aid programme, financed by all the industrialised nations, including the Union of Soviet Socialist Republics. But it is clear that the right honorable gentleman’s real thinking, and that of his Government, run only along the narrow groove of a military response.

The dispatch of a battalion of Australian troops to South Vietnam is the outcome of that thinking. By this decision, we set our face towards war as the correct means of opposing Communism, and declare against the social, economic and political revolution that alone can effectively combat Communism. The key to the future of IndoChina is the Mekong River delta and valley. The Communists understand this well. But imagine the thundering reply we could give to Communism if, under the auspices of the United Nations, we were to join in a vastly increased programme for the reclamation and development of the Mekong. The work has started, and it goes on, despite the war. But how much more could be done if we were really determined to turn our resources from war to peace. This surely is the key to the door of hope which President Johnson spoke of in his Baltimore speech. But this Government has closed the door and thrown away the key.

I cannot refrain from making an observation about Australia’s trade with China. It is obvious that the Government’s decision, and particularly the grounds upon which the Government justifies its decision, raise in a particularly acute form the moral issue connected with this trade. The Government justifies its action on the ground of Chinese expansionist aggression. And yet this same Government is willing to continue and expand trade in strategic materials with China. We are selling wheat, wool and steel to China. The wheat is used to feed the armies of China. The wool is used to clothe the armies of China. The steel is used to equip the armies of China. Yet the Government which is willing to encourage this trade is the same Government which now sends Australian troops, in the words of the Prime Minister, to prevent ” the downward thrust of China “. The Government may be able to square its conscience on this matter, but this is logically and morally impossible.

Finally, there is the question of Australia’s immediate strategic concern. It is only a few weeks since both the Prime Minister and the Minister for External Affairs spoke of the need for priorities, and they both made it plain that our first priority was the defence of Malaysia. A short time ago, the Government informed the United Kingdom and the Malaysian Governments that it was not possible to spare another battalion from our already strained resources. Now they have found a battalion for service in Vietnam. Thus, our troops are involved on several fronts. We are the only country in the world fighting on two fronts in South East Asia. America is committed to Vietnam. Britain is committed to Malaysia. Australia, with its limited resources, with its meagre defences, has obligations in Vietnam, Malaya, Borneo and New Guinea. The commitments are apparently without end, in size and in number.

How long will it be before we are drawing upon our conscript youth to service these growing and endless requirements? Does the Government now say that conscripts will not be sent? If so, has it completely forgotten what it said about conscription last year? The basis of that decision was that the new conscripts would be completely integrated in the Regular Army. The voluntary system was brought abruptly to an end. If the Government now says that conscripts will not be sent, this means that the 1st Battalion is never to be reinforced, replaced or replenished. If this is not so, then the Government must have a new policy on the use of conscripts – a policy not yet announced. Or, if it has not changed its policy, the Government means that the 1st Battalion is not to be reinforced, replaced or replenished from the resources of the existing Regular Army. Which is it to be? There is now a commitment of 800. As the war drags on, who is to say that this will not rise to 8,000, and that these will not be drawn from our voteless, conscripted 20 year olds? And where are the troops from America’s other allies? It is plain that Britain, Canada, France, Germany and Japan, for example, do not see things with the clear-cut precision of the Australian Government.

I cannot close without addressing a word directly to our fighting men who are now by this decision, committed to the chances of war: Our hearts and prayers are with you. Our minds and reason cannot support those who have made the decision to send you to this war, and we shall do our best to have that decision reversed. But we shall do our duty to the utmost in supporting you to do your duty. In terms of everything that an army in the field requires, we shall never deny you the aid and support that it is your right to expect in the service of your country. To the members of the Government, I say only this: If, by the process of misrepresentation of our motives, in which you are so expert, you try to further divide this nation for political purposes, yours will be a dreadful responsibility, and you will have taken a course which you will live to regret.

And may I, through you, Mr. Speaker, address this message to the members of my own Party – my colleagues here in this Parliament, and that vast band of Labor men and women outside: The course we have agreed to take today is fraught with difficulty. I cannot promise you that easy popularity can be bought in times like these; nor are we looking for it. We are doing our duty as we see it. When the drums beat and the trumpets sound, the voice of reason and right can be heard in the land only with difficulty. But if we are to have the courage of our convictions, then we must do our best to make that voice heard. I offer you the probability that you will be traduced, that your motives will be misrepresented, that your patriotism will be impugned, that your courage will be called into question. But I also offer you the sure and certain knowledge that we will be vindicated; that generations to come will record with gratitude that when a reckless Government willfully endangered the security of this nation, the voice of the Australian Labor Party was heard, strong and clear, on the side of sanity and in the cause of humanity, and in the interests of Australia’s security.

Let me sum up. We believe that America must not be humiliated and must not be forced to withdraw. But we are convinced that sooner or later the dispute in Vietnam must be settled through the councils of the United Nations. If it is necessary to back with a peace force the authority of the United Nations, we would support Australian participation to the hilt. But we believe that the military involvement in the present form decided on by the Australian Government represents a threat to Australia’s standing in Asia, to our power for good in Asia and above all to the security of this nation.

Lyndon B. Johnson: 'The destroyers and supporting aircraft acted at once on the orders I gave after the initial act of aggression', Report on Tonkin Gulf Incident - 1964

My fellow Americans: - As President and Commander in Chief, it is my duty to the American people to report that renewed hostile actions against United States ships on the high seas in the Gulf of Tonkin have today required me to order the military forces of the United States to take action in reply.

The initial attack on the destroyer Maddox, on August 2, was repeated today by a number of hostile vessels attacking two U.S. destroyers with torpedoes. The destroyers and supporting aircraft acted at once on the orders I gave after the initial act of aggression. We believe at least two of the attacking boats were sunk. There were no U.S. losses.

The performance of commanders and crews in this engagement is in the highest tradition of the United States Navy. But repeated acts of violence against the Armed Forces of the United States must be met not only with alert defense, but with positive reply. That reply is being given as I speak to you tonight. Air action is now in execution against gunboats and certain supporting facilities in North Viet-Nam which have been used in these hostile operations.

In the larger sense this new act of aggression, aimed directly at our own forces, again brings home to all of us in the United States the importance of the struggle for peace and security in southeast Asia. Aggression by terror against the peaceful villagers of South Viet-Nam has now been joined by open aggression on the high seas against the United States of America.

The determination of all Americans to carry out our full commitment to the people and to the government of South Viet-Nam will be redoubled by this outrage. Yet our response, for the present, will be limited and fitting. We Americans know, although others appear to forget, the risks of spreading conflict. We still seek no wider war.

I have instructed the Secretary of State to make this position totally clear to friends and to adversaries and, indeed, to all. I have instructed Ambassador Stevenson to raise this matter immediately and urgently before the Security Council of the United Nations. Finally, I have today met with the leaders of both parties in the Congress of the United States and I have informed them that I shall immediately request the Congress to pass a resolution making it clear that our Government is united in its determination to take all necessary measures in support of freedom and in defense of peace in southeast Asia.

I have been given encouraging assurance by these leaders of both parties that such a resolution will be promptly introduced, freely and expeditiously debated, and passed with overwhelming support. And just a few minutes ago I was able to reach Senator Goldwater and I am glad to say that he has expressed his support of the statement that I am making to you tonight.

It is a solemn responsibility to have to order even limited military action by forces whose overall strength is as vast and as awesome as those of the United States of America, but it is my considered conviction, shared throughout your Government, that firmness in the right is indispensable today for peace; that firmness will always be measured. Its mission is peace.

John Foster Dulles: 'Free people will never remain free if they are not willing to fight', On the Fall of Dien Bien Phu - 1954

A few hours ago, Dien Bien Phu has fallen. Its defense of fifty-seven days and nights will go down in history as one of the most heroic of all time. The defenders composed of French and native forces, inflicted staggering losses on the enemy. And the French soldiers showed that they have not lost either the will or the skill to fight even under the most terrible conditions. And it showed that Vietnam can produce soldiers who have the qualities needed to enable them to defend their country. An epic battle has ended. But great causes have before now been won out of lost battles. The Chinese communists have been supplying the forces of the Viet Minh rebels with munitions and trucks and anti-aircraft guns, radar, technical equipment and technical advisers. They have, however, stopped short of open armed intervention. And in this respect, they may have been deterred by the warnings which the United States has given that such open intervention would lead to grave consequences which might not be confined to Indochina. Accordingly, we are ready to take part with the other countries principally concerned in an examination of the possibility of establishing a collective defense within the framework of the Charter of the United Nations to seek the peace, security and freedom of Southeast Asia and the Western Pacific. And I feel that that unity of purpose still persists. And that such a tragic event as the fall of Dien Bien Phu will harden, and not weaken our purpose to stay united. Today the United States and the other countries immediately concerned are giving careful consideration to the establishment of a collective defense. Conversations are taking place among us. There are many problems; we must agree on just who will take part in the united defense effort and just what the different commitments will be.

An also I frankly recognize that difficulties have been encountered. But also I say that this was to be expected. Because the complexity of the problem is great, so great indeed that as I pointed out it was only possible in the last few months even to get started on this project. And under all the circumstances, I feel that very good progress is being made. And I feel confident that the outcome will be such that Communist aggression will not be able to gain in Southeast Asia the results that it seeks.

This common defense may involve serious commitments by us all. But free people will never remain free if they are not willing, if need be, to fight for their vital interests. Furthermore, vitals interests can no longer be protected merely by local defense. The key to successful defense, and the key to deterring attack is association with others for mutual defense. That is what the United States seeks in Southeast Asia.

Lyndon B. Johnson: 'Accordingly, I shall not seek, and I will not accept, the nomination of my party for another term as your president', Address to the Nation - 1968

Good evening, my fellow Americans:

Tonight I want to speak to you of peace in Vietnam and Southeast Asia.

No other question so preoccupies our people. No other dream so absorbs the 250 million human beings who live in that part of the world. No other goal motivates American policy in Southeast Asia.

For years, representatives of our Government and others have traveled the world--seeking to find a basis for peace talks.

Since last September, they have carried the offer that I made public at San Antonio. That offer was this:

That the United States would stop its bombardment of North Vietnam when that would lead promptly to productive discussions--and that we would assume that North Vietnam would not take military advantage of our restraint.

Hanoi denounced this offer, both privately and publicly. Even while the search for peace was going on, North Vietnam rushed their preparations for a savage assault on the people, the government, and the allies of South Vietnam.

Their attack--during the Tet holidays--failed to achieve its principal objectives.

It did not collapse the elected government of South Vietnam or shatter its army--as the Communists had hoped.

It did not produce a "general uprising" among the people of the cities as they had predicted.

The Communists were unable to maintain control of any of the more than 30 cities that they attacked. And they took very heavy casualties.

But they did compel the South Vietnamese and their allies to move certain forces from the countryside into the cities.

They caused widespread disruption and suffering. Their attacks, and the battles that followed, made refugees of half a million human beings.

The Communists may renew their attack any day.

They are, it appears, trying to make 1968 the year of decision in South Vietnam--the year that brings, if not final victory or defeat, at least a turning point in the struggle.

This much is clear: If they do mount another round of heavy attacks, they will not succeed in destroying the fighting power of South Vietnam and its allies.

But tragically, this is also clear: Many men--on both sides of the struggle--will be lost. A nation that has already suffered 20 years of warfare will suffer once again. Armies on both sides will take new casualties. And the war will go on.

There is no need for this to be so.

There is no need to delay the talks that could bring an end to this long and this bloody war.

Tonight, I renew the offer I made last August--to stop the bombardment of North Vietnam. We ask that talks begin promptly, that they be serious talks on the substance of peace. We assume that during those talks Hanoi will not take advantage of our restraint.

We are prepared to move immediately toward peace through negotiations.

So, tonight, in the hope that this action will lead to early talks, I am taking the first step to deescalate the conflict. We are reducing--substantially reducing--the present level of hostilities.

And we are doing so unilaterally, and at once.

Tonight, I have ordered our aircraft and our naval vessels to make no attacks on North Vietnam, except in the area north of the demilitarized zone where the continuing enemy buildup directly threatens allied forward positions and where the movements of their troops and supplies are clearly related to that threat.

The area in which we are stopping our attacks includes almost 90 percent of North Vietnam's population, and most of its territory. Thus there will be no attacks around the principal populated areas, or in the food-producing areas of North Vietnam.

Even this very limited bombing of the North could come to an early end--if our restraint is matched by restraint in Hanoi. But I cannot in good conscience stop all bombing so long as to do so would immediately and directly endanger the lives of our men and our allies. Whether a complete bombing halt becomes possible in the future will be determined by events.

Our purpose in this action is to bring about a reduction in the level of violence that now exists.

It is to save the lives of brave men--and to save the lives of innocent women and children. It is to permit the contending forces to move closer to a political settlement.

And tonight, I call upon the United Kingdom and I call upon the Soviet Union--as cochairmen of the Geneva Conferences, and as permanent members of the United Nations Security Council--to do all they can to move from the unilateral act of deescalation that I have just announced toward genuine peace in Southeast Asia.

Now, as in the past, the United States is ready to send its representatives to any forum, at any time, to discuss the means of bringing this ugly war to an end.

I am designating one of our most distinguished Americans, Ambassador Averell Harriman, as my personal representative for such talks. In addition, I have asked Ambassador Llewellyn Thompson, who returned from Moscow for consultation, to be available to join Ambassador Harriman at Geneva or any other suitable place--just as soon as Hanoi agrees to a conference.

I call upon President Ho Chi Minh to respond positively, and favorably, to this new step toward peace.

But if peace does not come now through negotiations, it will come when Hanoi understands that our common resolve is unshakable, and our common strength is invincible.

Tonight, we and the other allied nations are contributing 600,000 fighting men to assist 700,000 South Vietnamese troops in defending their little country.

Our presence there has always rested on this basic belief: The main burden of preserving their freedom must be carried out by them--by the South Vietnamese themselves.

We and our allies can only help to provide a shield behind which the people of South Vietnam can survive and can grow and develop. On their efforts--on their determination and resourcefulness--the outcome will ultimately depend.

That small, beleaguered nation has suffered terrible punishment for more than 20 years.

I pay tribute once again tonight to the great courage and endurance of its people. South Vietnam supports armed forces tonight of almost 700,000 men--and I call your attention to the fact that this is the equivalent of more than 10 million in our own population. Its people maintain their firm determination to be free of domination by the North.

There has been substantial progress, I think, in building a durable government during these last 3 years. The South Vietnam of 1965 could not have survived the enemy's Tet offensive of 1968. The elected government of South Vietnam survived that attack--and is rapidly repairing the devastation that it wrought.

The South Vietnamese know that further efforts are going to be required:

--to expand their own armed forces,
--to move back into the countryside as quickly as possible,
--to increase their taxes,
--to select the very best men that they have for civil and military responsibility,
--to achieve a new unity within their constitutional government, and
--to include in the national effort all those groups who wish to preserve South Vietnam's control over its own destiny.

Last week President Thieu ordered the mobilization of 135,000 additional South Vietnamese. He plans to reach--as soon as possible--a total military strength of more than 800,000 men.

To achieve this, the Government of South Vietnam started the drafting of 19-year-olds on March 1st. On May 1st, the Government will begin the drafting of 18-year-olds.

Last month, 10,000 men volunteered for military service--that was two and a half times the number of volunteers during the same month last year. Since the middle of January, more than 48,000 South Vietnamese have joined the armed forces--and nearly half of them volunteered to do so.

All men in the South Vietnamese armed forces have had their tours of duty extended for the duration of the war, and reserves are now being called up for immediate active duty.

President Thieu told his people last week:

"We must make greater efforts and accept more sacrifices because, as I have said many times, this is our country. The existence of our nation is at stake, and this is mainly a Vietnamese responsibility."

He warned his people that a major national effort is required to root out corruption and incompetence at all levels of government.

We applaud this evidence of determination on the part of South Vietnam. Our first priority will be to support their effort.

We shall accelerate the reequipment of South Vietnam's armed forces--in order to meet the enemy's increased firepower. This will enable them progressively to undertake a larger share of combat operations against the Communist invaders.

On many occasions I have told the American people that we would send to Vietnam those forces that are required to accomplish our mission there. So, with that as our guide, we have previously authorized a force level of approximately 525,000.

Some weeks ago--to help meet the enemy's new offensive--we sent to Vietnam about 11,000 additional Marine and airborne troops. They were deployed by air in 48 hours, on an emergency basis. But the artillery, tank, aircraft, medical, and other units that were needed to work with and to support these infantry troops in combat could not then accompany them by air on that short notice.

In order that these forces may reach maximum combat effectiveness, the Joint Chiefs of Staff have recommended to me that we should prepare to send--during the next 5 months--support troops totaling approximately 13,500 men.

A portion of these men will be made available from our active forces. The balance will come from reserve component units which will be called up for service.

The actions that we have taken since the beginning of the year:

--to reequip the South Vietnamese forces,
--to meet our responsibilities in Korea, as well as our responsibilities in Vietnam,
--to meet price increases and the cost of activating and deploying reserve forces,
--to replace helicopters and provide the other military supplies we need, all of these actions are going to require additional expenditures.

The tentative estimate of those additional expenditures is $2.5 billion in this fiscal year, and $2.6 billion in the next fiscal year.

These projected increases in expenditures for our national security will bring into sharper focus the Nation's need for immediate action: action to protect the prosperity of the American people and to protect the strength and the stability of our American dollar.

On many occasions I have pointed out that, without a tax bill or decreased expenditures, next year's deficit would again be around $20 billion. I have emphasized the need to set strict priorities in our spending. I have stressed that failure to act and to act promptly and decisively would raise very strong doubts throughout the world about America's willingness to keep its financial house in order.

Yet Congress has not acted. And tonight we face the sharpest financial threat in the postwar era--a threat to the dollar's role as the keystone of international trade and finance in the world.

Last week, at the monetary conference in Stockholm, the major industrial countries decided to take a big step toward creating a new international monetary asset that will strengthen the international monetary system. I am very proud of the very able work done by Secretary Fowler and Chairman Martin of the Federal Reserve Board.

But to make this system work the United States just must bring its balance of payments to--or very close to--equilibrium. We must have a responsible fiscal policy in this country. The passage of a tax bill now, together with expenditure control that the Congress may desire and dictate, is absolutely necessary to protect this Nation's security, to continue our prosperity, and to meet the needs of our people.

What is at stake is 7 years of unparalleled prosperity. In those 7 years, the real income of the average American, after taxes, rose by almost 30 percent--a gain as large as that of the entire preceding 19 years.

So the steps that we must take to convince the world are exactly the steps we must take to sustain our own economic strength here at home. In the past 8 months, prices and interest rates have risen because of our inaction.

We must, therefore, now do everything we can to move from debate to action--from talking to voting. There is, I believe--I hope there is--in both Houses of the Congress--a growing sense of urgency that this situation just must be acted upon and must be corrected.

My budget in January was, we thought, a tight one. It fully reflected our evaluation of most of the demanding needs of this Nation.

But in these budgetary matters, the President does not decide alone. The Congress has the power and the duty to determine appropriations and taxes.

The Congress is now considering our proposals and they are considering reductions in the budget that we submitted.

As part of a program of fiscal restraint that includes the tax surcharge, I shall approve appropriate reductions in the January budget when and if Congress so decides that that should be done.

One thing is unmistakably clear, however: Our deficit just must be reduced. Failure to act could bring on conditions that would strike hardest at those people that all of us are trying so hard to help.

These times call for prudence in this land of plenty. I believe that we have the character to provide it, and tonight I plead with the Congress and with the people to act promptly to serve the national interest, and thereby serve all of our people.

Now let me give you my estimate of the chances for peace:

--the peace that will one day stop the bloodshed in South Vietnam,
--that will permit all the Vietnamese people to rebuild and develop their land,
--that will permit us to turn more fully to our own tasks here at home.

I cannot promise that the initiative that I have announced tonight will be completely successful in achieving peace any more than the 30 others that we have undertaken and agreed to in recent years.

But it is our fervent hope that North Vietnam, after years of fighting that have left the issue unresolved, will now cease its efforts to achieve a military victory and will join with us in moving toward the peace table.

And there may come a time when South Vietnamese--on both sides--are able to work out a way to settle their own differences by free political choice rather than by war.

As Hanoi considers its course, it should be in no doubt of our intentions. It must not miscalculate the pressures within our democracy in this election year.

We have no intention of widening this war.

But the United States will never accept a fake solution to this long and arduous struggle and call it peace.

No one can foretell the precise terms of an eventual settlement.

Our objective in South Vietnam has never been the annihilation of the enemy. It has been to bring about a recognition in Hanoi that its objective--taking over the South by force--could not be achieved.

We think that peace can be based on the Geneva Accords of 1954--under political conditions that permit the South Vietnamese--all the South Vietnamese--to chart their course free of any outside domination or interference, from us or from anyone else.

So tonight I reaffirm the pledge that we made at Manila--that we are prepared to withdraw our forces from South Vietnam as the other side withdraws its forces to the north, stops the infiltration, and the level of violence thus subsides.

Our goal of peace and self-determination in Vietnam is directly related to the future of all of Southeast Asia--where much has happened to inspire confidence during the past 10 years. We have done all that we knew how to do to contribute and to help build that confidence.

A number of its nations have shown what can be accomplished under conditions of security. Since 1966, Indonesia, the fifth largest nation in all the world, with a population of more than 100 million people, has had a government that is dedicated to peace with its neighbors and improved conditions for its own people. Political and economic cooperation between nations has grown rapidly.

I think every American can take a great deal of pride in the role that we have played in bringing this about in Southeast Asia. We can rightly judge--as responsible Southeast Asians themselves do--that the progress of the past 3 years would have been far less likely--if not completely impossible--if America's sons and others had not made their stand in Vietnam.

At Johns Hopkins University, about 3 years ago, I announced that the United States would take part in the great work of developing Southeast Asia, including the Mekong Valley, for all the people of that region. Our determination to help build a better land--a better land for men on both sides of the present conflict--has not diminished in the least. Indeed, the ravages of war, I think, have made it more urgent than ever.

So, I repeat on behalf of the United States again tonight what I said at Johns Hopkins--that North Vietnam could take its place in this common effort just as soon as peace comes.

Over time, a wider framework of peace and security in Southeast Asia may become possible. The new cooperation of the nations of the area could be a foundation-stone. Certainly friendship with the nations of such a Southeast Asia is what the United States seeks--and that is all that the United States seeks.

One day, my fellow citizens, there will be peace in Southeast Asia.

It will come because the people of Southeast Asia want it--those whose armies are at war tonight, and those who, though threatened, have thus far been spared.

Peace will come because Asians were willing to work for it--and to sacrifice for it--and to die by the thousands for it.

But let it never be forgotten: Peace will come also because America sent her sons to help secure it.

It has not been easy--far from it. During the past 4½ years, it has been my fate and my responsibility to be Commander in Chief. I have lived---daily and nightly--with the cost of this war. I know the pain that it has inflicted. I know, perhaps better than anyone, the misgivings that it has aroused.

Throughout this entire, long period, I have been sustained by a single principle: that what we are doing now, in Vietnam, is vital not only to the security of Southeast Asia, but it is vital to the security of every American.

Surely we have treaties which we must respect. Surely we have commitments that we are going to keep. Resolutions of the Congress testify to the need to resist aggression in the world and in Southeast Asia.

But the heart of our involvement in South Vietnam--under three different presidents, three separate administrations--has always been America's own security.

And the larger purpose of our involvement has always been to help the nations of Southeast Asia become independent and stand alone, self-sustaining, as members of a great world community--at peace with themselves, and at peace with all others.

With such an Asia, our country--and the world--will be far more secure than it is tonight.

I believe that a peaceful Asia is far nearer to reality because of what America has done in Vietnam. I believe that the men who endure the dangers of battle--fighting there for us tonight--are helping the entire world avoid far greater conflicts, far wider wars, far more destruction, than this one.

The peace that will bring them home someday will come. Tonight I have offered the first in what I hope will be a series of mutual moves toward peace.

I pray that it will not be rejected by the leaders of North Vietnam. I pray that they will accept it as a means by which the sacrifices of their own people may be ended. And I ask your help and your support, my fellow citizens, for this effort to reach across the battlefield toward an early peace.

Finally, my fellow Americans, let me say this:

Of those to whom much is given, much is asked. I cannot say and no man could say that no more will be asked of us.

Yet, I believe that now, no less than when the decade began, this generation of Americans is willing to "pay any price, bear any burden, meet any hardship, support any friend, oppose any foe to assure the survival and the success of liberty."

Since those words were spoken by John F. Kennedy, the people of America have kept that compact with mankind's noblest cause.

And we shall continue to keep it.

Yet, I believe that we must always be mindful of this one thing, whatever the trials and the tests ahead. The ultimate strength of our country and our cause will lie not in powerful weapons or infinite resources or boundless wealth, but will lie in the unity of our people.

This I believe very deeply.

Throughout my entire public career I have followed the personal philosophy that I am a free man, an American, a public servant, and a member of my party, in that order always and only.

For 37 years in the service of our Nation, first as a Congressman, as a Senator, and as Vice President, and now as your President, I have put the unity of the people first. I have put it ahead of any divisive partisanship.

And in these times as in times before, it is true that a house divided against itself by the spirit of faction, of party, of region, of religion, of race, is a house that cannot stand.

There is division in the American house now. There is divisiveness among us all tonight. And holding the trust that is mine, as President of all the people, I cannot disregard the peril to the progress of the American people and the hope and the prospect of peace for all peoples.

So, I would ask all Americans, whatever their personal interests or concern, to guard against divisiveness and all its ugly consequences.

Fifty-two months and 10 days ago, in a moment of tragedy and trauma, the duties of this office fell upon me. I asked then for your help and God's, that we might continue America on its course, binding up our wounds, healing our history, moving forward in new unity, to clear the American agenda and to keep the American commitment for all of our people.

United we have kept that commitment. United we have enlarged that commitment.

Through all time to come, I think America will be a stronger nation, a more just society, and a land of greater opportunity and fulfillment because of what we have all done together in these years of unparalleled achievement.

Our reward will come in the life of freedom, peace, and hope that our children will enjoy through ages ahead.

What we won when all of our people united just must not now be lost in suspicion, distrust, selfishness, and politics among any of our people.

Believing this as I do, I have concluded that I should not permit the Presidency to become involved in the partisan divisions that are developing in this political year.

With America's sons in the fields far away, with America's future under challenge right here at home, with our hopes and the world's hopes for peace in the balance every day, I do not believe that I should devote an hour or a day of my time to any personal partisan causes or to any duties other than the awesome duties of this office--the Presidency of your country.

Accordingly, I shall not seek, and I will not accept, the nomination of my party for another term as your President.

But let men everywhere know, however, that a strong, a confident, and a vigilant America stands ready tonight to seek an honorable peace--and stands ready tonight to defend an honored cause--whatever the price, whatever the burden, whatever the sacrifice that duty may require.

John Kerry: 'How do you ask a man to be the last man to die for a mistake?' Vietnam Veterans Against the War testimony - 1971

I would like to talk on behalf of all those veterans and say that several months ago in Detroit we had an investigation at which over 150 honorably discharged, and many very highly decorated, veterans testified to war crimes committed in Southeast Asia. These were not isolated incidents but crimes committed on a day-to-day basis with the full awareness of officers at all levels of command. It is impossible to describe to you exactly what did happen in Detroit - the emotions in the room and the feelings of the men who were reliving their experiences in Vietnam. They relived the absolute horror of what this country, in a sense, made them do.

They told stories that at times they had personally raped, cut off ears, cut off heads, taped wires from portable telephones to human genitals and turned up the power, cut off limbs, blown up bodies, randomly shot at civilians, razed villages in fashion reminiscent of Ghengis Khan, shot cattle and dogs for fun, poisoned food stocks, and generally ravaged the countryside of South Vietnam in addition to the normal ravage of war and the normal and very particular ravaging which is done by the applied bombing power of this country.

We call this investigation the Winter Soldier Investigation. The term Winter Soldier is a play on words of Thomas Paine's in 1776 when he spoke of the Sunshine Patriots and summertime soldiers who deserted at Valley Forge because the going was rough.

We who have come here to Washington have come here because we feel we have to be winter soldiers now. We could come back to this country, we could be quiet, we could hold our silence, we could not tell what went on in Vietnam, but we feel because of what threatens this country, not the reds, but the crimes which we are committing that threaten it, that we have to speak out....

In our opinion and from our experience, there is nothing in South Vietnam which could happen that realistically threatens the United States of America. And to attempt to justify the loss of one American life in Vietnam, Cambodia or Laos by linking such loss to the preservation of freedom, which those misfits supposedly abuse, is to us the height of criminal hypocrisy, and it is that kind of hypocrisy which we feel has torn this country apart.

We found that not only was it a civil war, an effort by a people who had for years been seeking their liberation from any colonial influence whatsoever, but also we found that the Vietnamese whom we had enthusiastically molded after our own image were hard put to take up the fight against the threat we were supposedly saving them from.

We found most people didn't even know the difference between communism and democracy. They only wanted to work in rice paddies without helicopters strafing them and bombs with napalm burning their villages and tearing their country apart. They wanted everything to do with the war, particularly with this foreign presence of the United States of America, to leave them alone in peace, and they practiced the art of survival by siding with whichever military force was present at a particular time, be it Viet Cong, North Vietnamese or American.

We found also that all too often American men were dying in those rice paddies for want of support from their allies. We saw first hand how monies from American taxes were used for a corrupt dictatorial regime. We saw that many people in this country had a one-sided idea of who was kept free by the flag, and blacks provided the highest percentage of casualties. We saw Vietnam ravaged equally by American bombs and search and destroy missions, as well as by Viet Cong terrorism - and yet we listened while this country tried to blame all of the havoc on the Viet Cong.

We rationalized destroying villages in order to save them. We saw America lose her sense of morality as she accepted very coolly a My Lai and refused to give up the image of American soldiers who hand out chocolate bars and chewing gum.

We learned the meaning of free fire zones, shooting anything that moves, and we watched while America placed a cheapness on the lives of orientals.

We watched the United States falsification of body counts, in fact the glorification of body counts. We listened while month after month we were told the back of the enemy was about to break. We fought using weapons against "oriental human beings." We fought using weapons against those people which I do not believe this country would dream of using were we fighting in the European theater. We watched while men charged up hills because a general said that hill has to be taken, and after losing one platoon or two platoons they marched away to leave the hill for reoccupation by the North Vietnamese. We watched pride allow the most unimportant battles to be blown into extravaganzas, because we couldn't lose, and we couldn't retreat, and because it didn't matter how many American bodies were lost to prove that point, and so there were Hamburger Hills and Khe Sanhs and Hill 81s and Fire Base 6s, and so many others.

Now we are told that the men who fought there must watch quietly while American lives are lost so that we can exercise the incredible arrogance of Vietnamizing the Vietnamese.

Each day to facilitate the process by which the United States washes her hands of Vietnam someone has to give up his life so that the United States doesn't have to admit something that the entire world already knows, so that we can't say that we have made a mistake. Someone has to die so that President Nixon won't be, and these are his words, "the first President to lose a war."

We are asking Americans to think about that because how do you ask a man to be the last man to die in Vietnam? How do you ask a man to be the last man to die for a mistake?....We are here in Washington to say that the problem of this war is not just a question of war and diplomacy. It is part and parcel of everything that we are trying as human beings to communicate to people in this country - the question of racism which is rampant in the military, and so many other questions such as the use of weapons; the hypocrisy in our taking umbrage at the Geneva Conventions and using that as justification for a continuation of this war when we are more guilty than any other body of violations of those Geneva Conventions; in the use of free fire zones, harassment interdiction fire, search and destroy missions, the bombings, the torture of prisoners, all accepted policy by many units in South Vietnam. That is what we are trying to say. It is part and parcel of everything.

An American Indian friend of mine who lives in the Indian Nation of Alcatraz put it to me very succinctly. He told me how as a boy on an Indian reservation he had watched television and he used to cheer the cowboys when they came in and shot the Indians, and then suddenly one day he stopped in Vietnam and he said, "my God, I am doing to these people the very same thing that was done to my people," and he stopped. And that is what we are trying to say, that we think this thing has to end.

We are here to ask, and we are here to ask vehemently, where are the leaders of our country? Where is the leadership? We're here to ask where are McNamara, Rostow, Bundy, Gilpatrick, and so many others? Where are they now that we, the men they sent off to war, have returned? These are the commanders who have deserted their troops. And there is no more serious crime in the laws of war. The Army says they never leave their wounded. The marines say they never even leave their dead. These men have left all the casualties and retreated behind a pious shield of public rectitude. They've left the real stuff of their reputations bleaching behind them in the sun in this country....

And finally this administration has done us the ultimate disservice, they have attempted to disown us and the sacrifices we have made for this country. In their blindness and fear, they have tried to deny that we are veterans or that we served in Nam.

We do not need their testimony, Our own scars and stumps of limbs are witness enough for others and for ourselves, and we wish that merciful god could wipe away the memories of that service as easily as this administration has wiped their memories of us.

But all that they have done and all that they can do by this denial is to make more clear than ever our own determination to undertake one last mission - to search out and destroy the last vestige of this barbaric war, to pacify our own hearts, to conquer the hate and fear that have driven this country these last ten years and more. And more. And so when thirty years from now our brothers go down the street without a leg, without an arm, or a face, and small boys ask why, we will be able to say "Vietnam" and not mean a desert, not a filthy obscene memory, but mean instead where America finally turned and where soldiers like us helped it in the turning.

Richard Nixon: 'The great silent majority', Vietnam War speech - 1969

Good evening, my fellow Americans.

Tonight I want to talk to you on a subject of deep concern to all Americans and to many people in all parts of the world, the war in Vietnam.

I believe that one of the reasons for the deep division about Vietnam is that many Americans have lost confidence in what their Government has told them about our policy. The American people cannot and should not be asked to support a policy which involves the overriding issues of war and peace unless they know the truth about that policy.

Tonight, therefore, I would like to answer some of the questions that I know are on the minds of many of you listening to me.

How and why did America get involved in Vietnam in the first place?

How has this administration changed the policy of the previous Administration?

What has really happened in the negotiations in Paris and on the battlefront in Vietnam?

What choices do we have if we are to end the war?

What are the prospects for peace?

Now let me begin by describing the situation I found when I was inaugurated on January 20: The war had been going on for four years. Thirty-one thousand Americans had been killed in action. The training program for the South Vietnamese was beyond [behind] schedule. Five hundred and forty-thousand Americans were in Vietnam with no plans to reduce the number. No progress had been made at the negotiations in Paris and the United States had not put forth a comprehensive peace proposal.

The war was causing deep division at home and criticism from many of our friends, as well as our enemies, abroad.

In view of these circumstances, there were some who urged that I end the war at once by ordering the immediate withdrawal of all American forces. From a political standpoint, this would have been a popular and easy course to follow. After all, we became involved in the war while my predecessor was in office. I could blame the defeat, which would be the result of my action, on him -- and come out as the peacemaker. Some put it to me quite bluntly: This was the only way to avoid allowing Johnson’s war to become Nixon’s war.

But I had a greater obligation than to think only of the years of my Administration, and of the next election. I had to think of the effect of my decision on the next generation, and on the future of peace and freedom in America, and in the world.

Let us all understand that the question before us is not whether some Americans are for peace and some Americans are against peace. The question at issue is not whether Johnson’s war becomes Nixon’s war. The great question is: How can we win America’s peace?

Well, let us turn now to the fundamental issue: Why and how did the United States become involved in Vietnam in the first place? Fifteen years ago North Vietnam, with the logistical support of Communist China and the Soviet Union, launched a campaign to impose a Communist government on South Vietnam by instigating and supporting a revolution.

In response to the request of the Government of South Vietnam, President Eisenhower sent economic aid and military equipment to assist the people of South Vietnam in their efforts to prevent a Communist takeover. Seven years ago, President Kennedy sent 16,000 military personnel to Vietnam as combat advisers. Four years ago, President Johnson sent American combat forces to South Vietnam.

Now many believe that President Johnson’s decision to send American combat forces to South Vietnam was wrong. And many others, I among them, have been strongly critical of the way the war has been conducted.

But the question facing us today is: Now that we are in the war, what is the best way to end it?

In January I could only conclude that the precipitate withdrawal of all American forces from Vietnam would be a disaster not only for South Vietnam but for the United States and for the cause of peace.

For the South Vietnamese, our precipitate withdrawal would inevitably allow the Communists to repeat the massacres which followed their takeover in the North 15 years before. They then murdered more than 50,000 people and hundreds of thousands more died in slave labor camps.

We saw a prelude of what would happen in South Vietnam when the Communists entered the city of Hue last year. During their brief rule there, there was a bloody reign of terror in which 3,000 civilians were clubbed, shot to death, and buried in mass graves.

With the sudden collapse of our support, these atrocities at Hue would become the nightmare of the entire nation and particularly for the million-and-a half Catholic refugees who fled to South Vietnam when the Communists took over in the North.

For the United States this first defeat in our nation’s history would result in a collapse of confidence in American leadership not only in Asia but throughout the world.

Three American Presidents have recognized the great stakes involved in Vietnam and understood what had to be done.

In 1963 President Kennedy with his characteristic eloquence and clarity said,

"We want to see a stable Government there," carrying on the [a] struggle to maintain its national independence." We believe strongly in that. We are not going to withdraw from that effort. In my opinion, for us to withdraw from that effort would mean a collapse not only of South Vietnam but Southeast Asia. So we’re going to stay there."

President Eisenhower and President Johnson expressed the same conclusion during their terms of office.

For the future of peace, precipitate withdrawal would be a disaster of immense magnitude. A nation cannot remain great if it betrays its allies and lets down its friends. Our defeat and humiliation in South Vietnam without question would promote recklessness in the councils of those great powers who have not yet abandoned their goals of worlds conquest. This would spark violence wherever our commitments help maintain the peace -- in the Middle East, in Berlin, eventually even in the Western Hemisphere. Ultimately, this would cost more lives. It would not bring peace. It would bring more war.

For these reasons I rejected the recommendation that I should end the war by immediately withdrawing all of our forces. I chose instead to change American policy on both the negotiating front and the battle front in order to end the war fought on many fronts. I initiated a pursuit for peace on many fronts. In a television speech on May 14, in a speech before the United Nations, on a number of other occasions, I set forth our peace proposals in great detail. 

We have offered the complete withdrawal of all outside forces within one year. We have proposed a cease fire under international supervision. We have offered free elections under international supervision with the Communists participating in the organization and conduct of the elections as an organized political force. And the Saigon government has pledged to accept the result of the election.

We have not put forth our proposals on a take-it-or-leave-it basis. We have indicated that we’re willing to discuss the proposals that have been put forth by the other side. We have declared that anything is negotiable, except the right of the people of South Vietnam to determine their own future.

At the Paris peace conference Ambassador Lodge has demonstrated our flexibility and good faith in 40 public meetings. Hanoi has refused even to discuss our proposals. They demand our unconditional acceptance of their terms which are that we withdraw all American forces immediately and unconditionally and that we overthrow the government of South Vietnam as we leave.

We have not limited our peace initiatives to public forums and public statements. I recognized in January that a long and bitter war like this usually cannot be settled in a public forum. That is why in addition to the public statements and negotiations, I have explored every possible private avenue that might lead to a settlement.

Tonight, I am taking the unprecedented step of disclosing to you some of our other initiatives for peace, initiatives we undertook privately and secretly because we thought we thereby might open a door which publicly would be closed.

I did not wait for my inauguration to begin my quest for peace. Soon after my election, through an individual who was directly in contact on a personal basis with the leaders of North Vietnam, I made two private offers for a rapid, comprehensive settlement. Hanoi’s replies called in effect for our surrender before negotiations. Since the Soviet Union furnishes most of the military equipment for North Vietnam, Secretary of State Rogers, my assistant for national security affairs, Dr. Kissinger, Ambassador Lodge and I personally have met on a number of occasions with representatives of the Soviet Government to enlist their assistance in getting meaningful negotiations started. In addition, we have had extended discussions directed toward that same end with representatives of other governments which have diplomatic relations with North Vietnam.

None of these initiatives have to date produced results. In mid-July I became convinced that it was necessary to make a major move to break the deadlock in the Paris talks. I spoke directly in this office, where I’m now sitting, with an individual who had known Ho Chi Minh on a personal basis for 25 years. Through him I sent a letter to Ho Chi Minh. I did this outside of the usual diplomatic channels with the hope that with the necessity of making statements for propaganda removed, there might be constructive progress toward bringing the war to an end.

Let me read from that letter to you now:

Dear Mr. President:
I realize that it is difficult to communicate meaningfully across the gulf of four years of war. But precisely because of this gulf I wanted to take this opportunity to reaffirm in all solemnity my desire to work for a just peace. I deeply believe that the war in Vietnam has gone on too long and delay in bringing it to an end can benefit no one, least of all the people of Vietnam. The time has come to move forward at the conference table toward an early resolution of this tragic war. You will find us forthcoming and open-minded in a common effort to bring the blessings of peace to the brave people of Vietnam. Let history record that at this critical juncture both sides turned their face toward peace rather than toward conflict and war.

I received Ho Chi Minh’s reply on August 30, three days before his death. It simply reiterated the public position North Vietnam had taken at Paris and flatly rejected my initiative. The full text of both letters is being released to the press.

In addition to the public meetings that I have referred to, Ambassador Lodge has met with Vietnam’s chief negotiator in Paris in 11 private sessions. And we have taken other significant initiatives which must remain secret to keep open some channels of communications which may still prove to be productive.

But the effect of all the public, private, and secret negotiations which have been undertaken since the bombing halt a year ago, and since this Administration came into office on January 20th, can be summed up in one sentence: No progress whatever has been made except agreement on the shape of the bargaining table.

Well, now, who’s at fault?  It’s become clear that the obstacle in negotiating an end to the war is not the President of the United States. It is not the South Vietnamese Government. The obstacle is the other side’s absolute refusal to show the least willingness to join us in seeking a just peace. And it will not do so while it is convinced that all it has to do is to wait for our next concession, and our next concession after that one, until it gets everything it wants.

There can now be no longer any question that progress in negotiation depends only on Hanoi ’s deciding to negotiate -- to negotiate seriously. I realize that this report on our efforts on the diplomatic front is discouraging to the American people, but the American people are entitled to know the truth -- the bad news as well as the good news -- where the lives of our young men are involved.

Now let me turn, however, to a more encouraging report on another front. At the time we launched our search for peace, I recognized we might not succeed in bringing an end to the war through negotiations. I therefore put into effect another plan to bring peace -- a plan which will bring the war to an end regardless of what happens on the negotiating front. It is in line with the major shift in U. S. foreign policy which I described in my press conference at Guam on July 25. Let me briefly explain what has been described as the "Nixon Doctrine" -- a policy which not only will help end the war in Vietnam but which is an essential element of our program to prevent future Vietnams.

We Americans are a do-it-yourself people -- we’re an impatient people. Instead of teaching someone else to do a job, we like to do it ourselves. And this trait has been carried over into our foreign policy. In Korea, and again in Vietnam, the United States furnished most of the money, most of the arms, and most of the men to help the people of those countries defend their freedom against Communist aggression.

Before any American troops were committed to Vietnam, a leader of another Asian country expressed this opinion to me when I was traveling in Asia as a private citizen. He said: “When you are trying to assist another nation defend its freedom, U.S. policy should be to help them fight the war, but not to fight the war for them.”

Well in accordance with this wise counsel, I laid down in Guam three principles as guidelines for future American policy toward Asia. First, the United States will keep all of its treaty commitments. Second, we shall provide a shield if a nuclear power threatens the freedom of a nation allied with us, or of a nation whose survival we consider vital to our security. Third, in cases involving other types of aggression we shall furnish military and economic assistance when requested in accordance with our treaty commitments. But we shall look to the nation directly threatened to assume the primary responsibility of providing the manpower for its defense.

After I announced this policy, I found that the leaders of the Philippines, Thailand, Vietnam, South Korea, other nations which might be threatened by Communist aggression, welcomed this new direction in American foreign policy.

The defense of freedom is everybody’s business -- not just America’s business.  And it is particularly the responsibility of the people whose freedom is threatened. In the previous Administration, we Americanized the war in Vietnam. In this Administration, we are Vietnamizing the search for peace.

The policy of the previous Administration not only resulted in our assuming the primary responsibility for fighting the war, but even more significant did not adequately stress the goal of strengthening the South Vietnamese so that they could defend themselves when we left.

The Vietnamization plan was launched following Secretary Laird’s visit to Vietnam in March. Under the plan, I ordered first a substantial increase in the training and equipment of South Vietnamese forces. In July, on my visit to Vietnam, I changed General Abrams’s orders, so that they were consistent with the objectives of our new policies. Under the new orders, the primary mission of our troops is to enable the South Vietnamese forces to assume the full responsibility for the security of South Vietnam. Our air operations have been reduced by over 20 per cent.

And now we have begun to see the results of this long-overdue change in American policy in Vietnam. After five years of Americans going into Vietnam we are finally bringing American men home. By December 15 over 60,000 men will have been withdrawn from South Vietnam, including 20 percent of all of our combat forces. The South Vietnamese have continued to gain in strength. As a result, they've been able to take over combat responsibilities from our American troops.

Two other significant developments have occurred since this Administration took office. Enemy infiltration, infiltration which is essential if they are to launch a major attack over the last three months, is less than 20 percent of what it was over the same period last year. And most important, United States casualties have declined during the last two months to the lowest point in three years.

Let me now turn to our program for the future. We have adopted a plan which we have worked out in cooperation with the South Vietnamese for the complete withdrawal of all U.S. combat ground forces and their replacement by South Vietnamese forces on an orderly scheduled timetable. This withdrawal will be made from strength and not from weakness. As South Vietnamese forces become stronger, the rate of American withdrawal can become greater.

I have not, and do not, intend to announce the timetable for our program, and there are obvious reasons for this decision which I’m sure you will understand. As I’ve indicated on several occasions, the rate of withdrawal will depend on developments on three fronts.  One of these is the progress which can be, or might be, made in the Paris talks. An announcement of a fixed timetable for our withdrawal would completely remove any incentive for the enemy to negotiate an agreement. They would simply wait until our forces had withdrawn and then move in.

The other two factors on which we will base our withdrawal decisions are the level of enemy activity and the progress of the training programs of the South Vietnamese forces. And I am glad to be able to report tonight progress on both of these fronts has been greater than we anticipated when we started the program in June for withdrawal. As a result, our timetable for withdrawal is more optimistic now than when we made our first estimates in June.

Now this clearly demonstrates why it is not wise to be frozen in on a fixed timetable. We must retain the flexibility to base each withdrawal decision on the situation as it is at that time, rather than on estimates that are no longer valid. Along with this optimistic estimate, I must in all candor leave one note of caution. If the level of enemy activity significantly increases, we might have to adjust our timetable accordingly. 

However, I want the record to be completely clear on one point. At the time of the bombing halt just a year ago there was some confusion as to whether there was an understanding on the part of the enemy that if we stopped the bombing of North Vietnam, they would stop the shelling of cities in South Vietnam.

I want to be sure that there is no misunderstanding on the part of the enemy with regard to our withdrawal program. We have noted the reduced level of infiltration, the reduction of our casualties and are basing our withdrawal decisions partially on those factors. If the level of infiltration or our casualties increase while we are trying to scale down the fighting, it will be the result of a conscious decision by the enemy. Hanoi could make no greater mistake than to assume that an increase in violence will be to its advantage.

If I conclude that increased enemy action jeopardizes our remaining forces in Vietnam, I shall not hesitate to take strong and effective measures to deal with that situation. This is not a threat. This is a statement of policy which as Commander-in-Chief of our armed forces I am making and meeting my responsibility for the protection of American fighting men wherever they may be.

My fellow Americans, I am sure you can recognize from what I have said that we really only have two choices open to us if we want to end this war. I can order an immediate precipitate withdrawal of all Americans from Vietnam without regard to the effects of that action. Or we can persist in our search for a just peace through a negotiated settlement, if possible, or through continued implementation of our plan for Vietnamization, if necessary -- a plan in which we will withdraw all of our forces from Vietnam on a schedule in accordance with our program as the South Vietnamese become strong enough to defend their own freedom.

I have chosen this second course. It is not the easy way. It is the right way. It is a plan which will end the war and serve the cause of peace, not just in Vietnam but in the Pacific and in the world.

In speaking of the consequences of a precipitous withdrawal, I mentioned that our allies would lose confidence in America. Far more dangerous, we would lose confidence in ourselves. Oh, the immediate reaction would be a sense of relief that our men were coming home. But as we saw the consequences of what we had done, inevitable remorse and divisive recrimination would scar our spirit as a people.

We have faced other crises in our history and we have become stronger by rejecting the easy way out and taking the right way in meeting our challenges. Our greatness as a nation has been our capacity to do what has to be done when we knew our course was right. I recognize that some of my fellow citizens disagree with the plan for peace I have chosen. Honest and patriotic Americans have reached different conclusions as to how peace should be achieved. In San Francisco a few weeks ago, I saw demonstrators carrying signs reading, “Lose in Vietnam, bring the boys home.” Well, one of the strengths of our free society is that any American has a right to reach that conclusion and to advocate that point of view.

But as President of the United States, I would be untrue to my oath of office if I allowed the policy of this nation to be dictated by the minority who hold that point of view and who try to impose it on the nation by mounting demonstrations in the street. For almost 200 years, the policy of this nation has been made under our Constitution by those leaders in the Congress and the White House elected by all the people. If a vocal minority, however fervent its cause, prevails over reason and the will of the majority, this nation has no future as a free society.

And now, I would like to address a word, if I may, to the young people of this nation who are particularly concerned, and I understand why they are concerned, about this war. I respect your idealism. I share your concern for peace. I want peace as much as you do. There are powerful personal reasons I want to end this war. This week I will have to sign 83 letters to mothers, fathers, wives, and loved ones of men who have given their lives for America in Vietnam. It's very little satisfaction to me that this is only one-third as many letters as I signed the first week in office. There is nothing I want more than to see the day come when I do not have to write any of those letters.

I want to end the war to save the lives of those brave young men in Vietnam. But I want to end it in a way which will increase the chance that their younger brothers and their sons will not have to fight in some future Vietnam some place in the world.

And I want to end the war for another reason. I want to end it so that the energy and dedication of you, our young people, now too often directed into bitter hatred against those responsible for the war, can be turned to the great challenges of peace, a better life for all Americans, a better life for all people on this earth.

I have chosen a plan for peace. I believe it will succeed. If it does not succeed, what the critics say now won’t matter. Or if it does succeed, what the critics say now won’t matter. If it does not succeed, anything I say then won’t matter.

I know it may not be fashionable to speak of patriotism or national destiny these days, but I feel it is appropriate to do so on this occasion. Two hundred years ago this nation was weak and poor. But even then, America was the hope of millions in the world. Today we have become the strongest and richest nation in the world, and the wheel of destiny has turned so that any hope the world has for the survival of peace and freedom will be determined by whether the American people have the moral stamina and the courage to meet the challenge of free-world leadership.

Let historians not record that, when America was the most powerful nation in the world, we passed on the other side of the road and allowed the last hopes for peace and freedom of millions of people to be suffocated by the forces of totalitarianism.

So tonight, to you, the great silent majority of my fellow Americans, I ask for your support. I pledged in my campaign for the Presidency to end the war in a way that we could win the peace. I have initiated a plan of action which will enable me to keep that pledge. The more support I can have from the American people, the sooner that pledge can be redeemed. For the more divided we are at home, the less likely the enemy is to negotiate at Paris.

Let us be united for peace. Let us also be united against defeat. Because let us understand -- North Vietnam cannot defeat or humiliate the United States. Only Americans can do that.

Fifty years ago, in this room, and at this very desk, President Woodrow Wilson spoke words which caught the imagination of a war-weary world. He said: “This is the war to end wars.”  His dream for peace after World War I was shattered on the hard reality of great power politics. And Woodrow Wilson died a broken man.

Tonight, I do not tell you that the war in Vietnam is the war to end wars, but I do say this: I have initiated a plan which will end this war in a way that will bring us closer to that great goal to which -- to which Woodrow Wilson and every American President in our history has been dedicated -- the goal of a just and lasting peace.

As President I hold the responsibility for choosing the best path for that goal and then leading the nation along it.

I pledge to you tonight that I shall meet this responsibility with all of the strength and wisdom I can command, in accordance with your hopes, mindful of your concerns, sustained by your prayers.
